Lead Industrial Control Systems Analyst (Level 5)
The Lead Industrial Control Systems Analyst leads complex software development projects. Leads the integration of applications with complex interfaces. Serves as subject matter expert relevant to projects and application support assignments in multiple business areas. Mentors and directs junior staff. May serve as backup to the Manager.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Leads complex software development projects. Collaborates with Business Systems Analysts and/or Business Partners to develop software specifications.
2. Leads selection and implementation of software packages for which in-depth configuration and integration is required; drives substantial interaction with vendor resources.
3. Leads the integration of applications with complex interfaces based on specifications provided.
4. Provides 24x7 primary and/or secondary support for one or more applications classified as niche, core, or mission-critical. Coordinates maintenance activities which may include release schedules for one or more functional areas.
5. Supports the request and analysis phases of SDLC by producing required documentation and estimates; manages and oversees junior staff in the production of deliverables.
6. Executes the design, development, and implementation phases of SDLC by producing the prescribed deliverables; manages and oversees junior staff in the production of deliverables.
7. Participates on an Application Development and Support team as well as project teams under the direction of their manager or project managers. May function as Technical Lead on projects and oversee technical staff; may lead multiple concurrent projects.
8. Subject matter expert in multiple business areas, including those relevant to projects and application support assignments.
9. Considered a subject matter expert in their technical discipline; mentors and directs junior staff. Develops and drives standard practices within their team.
10. Provide start-up and commissioning of PLC-based control systems, HMIs, field devices, and instrumentation.
11. Create and maintain documentation including functional specifications, user manuals, and technical diagrams to support the development, integration, and operation of PLC programs and SCADA applications.
12. Conduct thorough testing of PLC programs and SCADA applications to ensure proper functionality, adherence to specifications, and compatibility with existing systems, utilizing appropriate hardware and software tools.
SUPERVISION
Direct Supervision: Direct supervisory responsibility for assigned staff including Associate Systems Analysts, Systems Analysts, Senior Systems Analysts, and Systems Analyst Consultants; may also supervise contract resources.
Responsible for resource management, staff augmentation, and vendor relationships and ensures there is adequate support for all assigned applications for both day-to-day operations and on-call support.
May serve as a backup to the Manager.
RELATIONSHIPS
Internal: Interacts with all levels of team members throughout the TECO Energy companies. Frequently interacts with other IT support groups.
External: Frequently interacts with outside consulting firm personnel and software and hardware vendors.
QUALIFICATIONS
Education
Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent discipline. One or more professional certifications in specific job-related disciplines.
Licenses/Certifications
Preferred: Two or more professional certifications in specific job-related disciplines.
Related Experience
Required: Ten years of experience in systems analysis, design, and development.
Preferred: Twelve years of experience in systems analysis, design, and development.
Knowledge/Skills/Abilities
Required:
• Experience providing support, implementation, and maintenance of Supervisory Control and Data Acquisition (SCADA), Distributed Control Systems (DCS), and other control systems such as Ignition SCADA.
• Experience in programming a programmable logic controller (PLC) such as Rockwell Allen Bradley, including function block diagram, ladder diagram, and structured text, and should have a strong working knowledge of at least one of these languages.
• Experience analyzing and troubleshooting network connectivity via OPC UA, MQTT, Modbus Protocol, DNP Protocol, and TCP/IP.
• Extensive experience with support, configuration, coding, and testing related to data historian tools such as OSIsoft PI.
• Experience with T-SQL.
• Experience in modern integration standards like RESTful and OData, message-oriented-middleware.
• Experience implementing vendor software solutions and providing ongoing post-implementation support.
• Experience in Agile/Kanban environments.
• Expert knowledge of business software applications and hardware technologies. Stays current with IT industry trends and emerging technologies; leads application of new technologies when appropriate.
• Strong verbal, written, analytical, and interpersonal skills. Frequently presents information to their team and department.
• Develops project plans for small projects; partners with Project Managers to develop project plans for large projects. Assists manager with project scheduling and resource management.
• Creates and reviews technical design specifications and possesses knowledge of development tools and technologies in support of the Information Technology Architecture.
• Expert with the Microsoft Office suite.
• Drives continuous process improvement for SDLC, maintenance, application support, and technology architecture.
Preferred:
• Experience in the utility industry specifically in solar energy generation.
• Experience with Git.
• Experience with Azure DevOps, continuous integration, and continuous deployment.
• Experience with Azure cloud environment development and configuration.
• Experience in vendor management such as managing support incidents and requests, proactive communication of system impacts, and participates in vendor meetings.
