POSITION CONCEPT
Process and create work requests for transmission construction projects received from various sources including TEC energy delivery system expansion, governmental agencies, developers, and private entities.  The Engineer provides engineering, estimating, programming, and mapping input for the work order producing process of the Transmission Section.  

This Progression includes classifications from four levels of the Engineering Progression (Associate to Senior Engineer).  The majority of the work is performed independently.  Projects range from routine to complex.  

 

PRIMARY DUTIES AND RESPONSIBILITIES   
All Engineering Levels:
Engineer and design transmission lines that are safe, economical, and adhere to accepted engineering practice and standards. Using PLS-CADD and AutoCAD prepare and issue all associated design drawings, specifications and bills of material in a professional and thorough design package. 
All Engineering Levels (Associate and Engineer I perform duties with direction): 
Provide project management for assigned projects including scheduling, cost estimating, coordination and quality control. Communicate and coordinate with internal and external departments to achieve resolution of project activities. Issue all project deliverables in a timely manner in order to support administrative, procurement, and construction activities. 
Perform other duties as required. 

 

Engineer II – Senior Engineer:
Provide support, advice and training to design and support staff as required to assist in the proper discharge of their duties.

May have direct responsibility for one or more professional or paraprofessional employees on a project assignment basis

 

RELATIONSHIPS
Key Internal:  Contact with professional and paraprofessional personnel at levels ranging from management to entry level. Interaction includes providing, requesting and/or receiving information required to accomplish tasks, to resolve design and/or construction problems/issues, and in consultation for such. Will interact with personnel in the following organizations: ED T & D Operations, ED Financial Services, ED Substation & Meter Services, ED Grid Operations Support & Planning, ED Grid Operations, ED Purchasing & Contracts, ED Engineering & Field Services, ED Construction Services, ED Standards, ED Line Clearance, ED Skills Training, Safety & Industrial Health, ED Environmental, Customer Services, Telecommunications Engineering, Real Estate Services, Legal Services, Corporate Communications, and Community Relations.
Key External: Interacts with state, county and municipal officials, railroad officials, environmental permitting agency representatives, developers and their agents, architectural and engineering firms, gas/water/communication utilities, home owners associations, customers, other governmental agencies, contractors, transmission equipment manufacturers and vendors and others as necessary.  

 

QUALIFICATIONS (Applies to All levels)
Education 

Required:    Bachelor of Science degree in Engineering (Electrical, Civil, Industrial, Mechanical or Chemical) from an ABET accredited college program is required
Preferred:    An Electrical or Civil Engineering degree; Florida licensed Professional Engineer

Knowledge/Skills/Abilities (KSA) 
Required:    The ability to calculate forces acting on structures and equipment, resolve geometric and trigonometric problems to calculate geographical position and direction of forces.
    Familiarity with and understanding of the Tampa Electric transmission and distribution construction specifications, operations and mapping to produce designs and create estimates that encompass the expansion, relocation and maintenance of transmission facilities while appropriately considering distribution facilities.
    Must be able to work independently on complex assignments involving a wide variety of situations requiring sound judgment. 
    Requires familiarity with TEC computer-based tools MSOffice, GIS, PLS-CADD, PLS-Pole, and AutoCAD to efficiently complete day-to-day assignments.
    Must be able to communicate effectively both through oral communication and formal written correspondence.
    Requires accessing energized substations for inspection purposes after being trained.

WORKING CONDITIONS 
Employee is required to work in clear to stormy, hot or cold weather while upon both improved and unimproved terrain. Occasional overtime is required.

 

PHYSICAL DEMANDS/ REQUIREMENTS 
Employee is required to drive a 4-wheel drive vehicle off-road, repeatedly exit and enter a high sitting vehicle, and open and close gates using 100 pounds of force in clear to stormy, hot or cold weather while upon both improved and unimproved terrain. It is required that the employee be able to tape measure off of physical features in the landscape and with a five-pound hammer drive 4’ wood lathes to mark pole locations.
 
LEVEL SCOPE AND ADDITIONAL QUALIFICATIONS 
A combined maximum of one year of work experience credit may be granted for co-op work experience, an advanced degree, and/or a PE license.

Associate Engineer
Works under close supervision; receives specific and detailed instructions as to required tasks and results expected; performs a variety of routine tasks which should provide experience and familiarity with the engineering staff, methods, practices, procedures and programs of the Company; usually assumes no responsibility for direction of others.
Experience
Required:    None 
Preferred:    Minimum of 1 to 2 years of related work experience performing the Duties & Responsibilities of this position, including PLS-CADD and AutoCAD experience, understanding of engineering, construction, and operation of transmission systems.
 

Engineer I
Performs routine engineering work requiring application of standard techniques, procedures and criteria in carrying out a sequence of related engineering tasks; receives close supervision on new aspects of non-routine assignments; using prescribed methods, performs specific and limited portions of a broader assignment of an experienced engineer; may have minor responsibility for training, orientation or assigning of work to other employees; may schedule/coordinate projects with supervision and review; prepare engineering analyses, write specifications and reports as directed. 
Experience
Required:    Minimum of 18 months of experience as an Engineer performing work related to the Duties & Responsibilities of this position; or 12 months of related experience with the successful passing of the Fundamentals of Engineering (FE) exam.
Preferred:    Minimum of 3-4 years of work experience related to the Duties & Responsibilities of this position, including PLS-CADD and AutoCAD experience, understanding of engineering, construction, and operation of transmission systems.
 

Engineer II 
Qualifications for this level shall include sustained demonstrated sound knowledge in a functional work area with an expected or higher degree of performance. Should have demonstrated knowledge of policies and work procedures within the Company. Independently evaluates, selects and applies standard engineering techniques, procedures and criteria using judgment in making minor adaptations and modifications; may have significant role in training, orientation, assigning work or supervising other employees; may receive assistance and/or guidance on unusual problems; may have limited authority for performing work on an individual basis with quasi-supervisory responsibility over other employees as may be assigned; may prepare engineering analyses, specifications and reports on an independent basis.
Required:    Minimum of 4 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position.

 

Senior Engineer
Must have demonstrated above expected performance in the Engineer II classification, sound knowledge of functional area of work and advanced engineering concepts and their interactions and relationships to total Company operation, and eligibility to become a licensed Professional Engineer in the State of Florida. Approval by the business unit Vice President is required.
Required:    Minimum of 8 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position and eligibility to become a licensed Professional Engineer in the State of Florida.
 
Senior Consulting Engineer
The Senior Consulting Engineer will be expected to continue technical development and growth and may supervise a staff of engineers or technicians. Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits. Recognized as a company-wide expert in the respective field of study. 

Licenses/Certifications
Required:    Professional Engineer license in the State of Florida
Experience
Required:    Minimum of 12 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position.
Preferred:    Eight years of transmission related experience
Additional Knowledge/Skills/Abilities
Required:    Must have demonstrated above expected performance as a Senior Engineer, with demonstrated technical proficiency in transmission line design, construction and operation, including areas such as foundation design and remediation, Electric and Magnetic Field (EMF) or transmission line rating methodologies.  Membership and participation in technical or professional organizations is expected.
