This position oversees the federal regulatory compliance activities and state regulatory rate activities for Tampa Electric. Primary interface will be with the Florida Public Service Commission (FPSC), Federal Energy Regulatory Commission (FERC), other regulatory agencies, and the respective agency staff members with regards to compliance and regulatory rate matters. This position is responsible for the development of company petitions, policy positions, and responses to regulatory agencies to include the strategic process of directing and facilitating Tampa Electric’s retail and federal rate applications. The position will develop the rate application strategy and direct and support the preparation of testimony, tariffs, interrogatories, audit responses and other data request responses.
PRIMARY DUTIES AND RESPONSIBILITIES
- Oversee and direct the creation and submission of Tampa Electric’s retail base rate proposals. This includes strategy development and execution of the necessary activities, negotiations and documentation related to requests to change rates, accounting methods, and in compliance with FPSC rules. Manage the selection of witnesses, preparation of petitions, testimony and exhibits for internal and external witnesses to support rate filings, as well as preparation of data requests, interrogatories, production of documents.
- Monitor FPSC and FERC regulatory filings, rulings and activities of other electric utilities and provide updates to company officers, board of directors, management, and staff regarding current and developing regulatory matters. Monitor state and federal agency regulatory filings, rulings, and activities regarding relevant regulatory matters. Manage and conduct research on current regulatory matters in other jurisdictions with potential implications to the business and provide updates to business units, senior management, officers, board of directors and others, as needed.
- Leadership role in the development of regulatory strategy and/or policy positions regarding FPSC, FERC, NERC, SERC or other regulatory agency matters. Provide support to the legislative team by advising on potential and proposed legislative initiatives that impact the electric industry.
- Direct the creation and submission of wholesale energy or transmission rate proposals. Direct the development and implementation of regulatory activities, preparation of filings, and negotiations at the FERC related to Tampa Electric rate application including the preparation of supporting exhibits and testimony, petitions, and data requests in support of the rate application.
- Serve as a Tampa Electric expert witness before regulatory agencies during hearings, agenda conferences, workshops or other events. Represent and advocate company regulatory positions before regulators, commission staff, industry colleagues, interveners or litigants.
- Provide a leadership and proactive role in educating Tampa Electric business units regarding the regulatory requirements for all rate applications. Lead the analysis of the benefits and impacts of strategies including the review and assessment of regulations, prudence, alternative solutions and recovery issues.
- Direct the strategy development and preparation of petitions, testimony and associated analyses required to support various petitions, primarily with the FPSC or FERC. Manage close communication and coordination with various Tampa Electric business units. This includes coordination with company attorneys to ensure adequate testimony preparation skills, witness training and hearing preparation.
- Oversee or directly coordinate the preparation of both internal and external witnesses in regulatory proceedings before state and federal regulators as needed.
QUALIFICATIONS
Education
Required: Bachelor’s degree in accounting, legal, finance, economics, mathematics, statistics, engineering, or business.
Preferred: Graduate level degree or professional certification.
Licenses/Certifications
Required: N/A
Supervisory Experience
Required: 4 years experience in a supervisory capacity
Related Experience
Required: Minimum of ten years of regulatory experience and/or experience in industry structure, utility finance and accounting practices, ratemaking practices, legal and regulatory processes.
Preferred: Experience performing and/or overseeing studies to support rate cases and other utility projects related to setting rates, strong project management and communication skills, and serving as a company witness before regulatory bodies.

Work is performed in a normal office environment with occasional weekend and overtime requirements, and occasional travel within or outside the state, as needed.
