Storm Duty Requirements

Tampa Electric and its sister companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

TITLE:      Regulatory Rate Analyst, Progression
REPORTS TO:      Sr. Manager, Rates or Regulatory Affairs
DEPARTMENT:      Regulatory Affairs

 

POSITION CONCEPT
The primary functions of a Regulatory Rate Analyst are to perform rate design and analyses, establish annual cost recovery factors, participate in regulatory and price change proceedings, assist in special contract rate pricing and prepare rate change requests for filing.  Other functions include conducting special projects and studies, resolving tariff application conflicts, and responding to tariff information requests.

PRIMARY DUTIES AND RESPONSIBILITIES
1.    Prepare cost recovery projection, actual/estimate and true-up filings as well as monthly and annual reports required by the Florida Public Service Commission or other regulatory agencies.  Also prepare internal monthly reports such as, but not limited to, cost recovery revenues, interchange, billing determinants, lighting and surveys. (40%)
2.    Complete rate analyses for specific customer(s), customer groups and customer classes for internal use or in response to external events, requests or opportunities.  Perform cost-effectiveness evaluations on cost recovery programs to ensure FPSC compliance and direct program modifications to improve cost-effectiveness, as needed. (5%)
3.    Prepare regulatory petitions, discovery (e.g. interrogatories, production of documents, data requests, etc.) responses, testimony and other documents, including MFR's for price change proceedings.  This also includes coordination with legal counselors for internal and external witness deposition and hearing training and preparation. (15%)
4.    Conduct special projects and studies to address current or future rate problems or opportunities.  Participate in rate design planning and trial rate and/or revenue studies leading to proposed contract or tariff preparation and support. (10%)
5.    Provide responses to internal and external requests for rate information, billing histories and rate projections and impacts.  Prepare typical bill comparisons and Rate Bulletins; update tariff sheets and customer bill inserts pertaining to rate information, as needed.  (10%)
6.    Research regulatory precedents related to current issues and concerns. Provide regulatory perspective and analysis at meetings.  Participate in regulatory issue resolution activities. (10%)
7.    Participate in the development and implementation of improvements in software systems utilized in cost analysis, price change preparation, cost recovery and planning for future costs and rates. (10%)

 

SUPERVISION
Indirect supervisory responsibilities over other employees and external consultants may be required when coordinating or serving as lead analyst on a project.
 

RELATIONSHIPS
Building and maintaining effective customer relations, both internal and external, is critical to the Regulatory Rate Analyst position.

Internal:    The Regulatory Rate Analyst must work closely with numerous internal departments throughout Tampa Electric and Peoples Gas as well as employees at all levels of the organization.

External:    External contact with other utilities, FERC and FPSC commission staff, other regulatory agencies, research facilities, legal counsel and outside consultants.

JOB LEVEL: Associate Regulatory Rate Analyst
Scope of Position, Duties and Responsibilities:
•    Assist with the preparation of cost recovery projection, actual/estimate and true-up filings as well as internal and external annual and monthly reports;  
•    Assist with the preparation of petitions, discovery responses, testimony and other documents related to regulatory matters;  
•    Assist with preparing typical bill comparisons.

 

QUALIFICATIONS
Education 
Required:    Associate degree in accounting, finance, economics, engineering or business is required. 
Preferred:    Bachelor’s degree in accounting, finance, economics, engineering or business is preferred and may be considered in lieu of 3 years of the related experience requirement.

Related Experience 
Required:    A minimum of 4 years of work experience related to the duties and responsibilities is required.  Related experience consists of: accounting, finance, economics, legal support or engineering. 

Knowledge/Skills/Abilities (KSA) 
Required:    Demonstrates the ability to work under general supervision and complete somewhat varied duties requiring some judgment or simple analysis to determine course of action.  Strong math aptitude.  Intermediate understanding and use of personal computer applications, including MS Word, Excel, and PowerPoint is required. 

 

JOB LEVEL: Regulatory Rate Analyst
Scope of Positions, Duties and Responsibilities:
•    Prepare documents and schedules for incorporation into the cost recovery projection, actual/estimate and true-up filings.  Prepare internal and external annual and monthly reports.  
•    Assist with the completion of rate analyses and prepare typical bill comparisons;  
•    Complete analysis to support regulatory petitions, discovery responses, testimony and other document filings;  
•    Perform cost-effectiveness evaluations on cost recovery programs.  Serve on special project teams and research regulatory precedents, as needed.

 

QUALIFICATIONS
Education 
Required:    Associate degree in accounting, finance, economics, engineering or business is required. 
Preferred:    Bachelor’s degree in accounting, finance, economics, engineering or business is preferred and may be considered in lieu of 3 years of the related experience requirement.

Related Experience 
Required:    A minimum of 7 years of work experience related to the duties and responsibilities is required. Related experience consists of: accounting, finance, economics, legal support or engineering. 
Preferred:    A minimum of 3 years of experience performing the duties and responsibilities of the Associate Rate Analyst or another position of comparable level in the regulatory field.  

Knowledge/Skills/Abilities (KSA) 
Required:    Demonstrates the ability to work under limited supervision, work independently and complete complex duties requiring independent judgment, analysis and interpretation of policy.  A solid working understanding and application of the regulatory framework, Commission Rules and Regulations, company tariffs and rate design concepts is required.  Strong math aptitude.  Intermediate understanding and use of personal computer applications including MS Word, Excel, and PowerPoint with emphasis on spreadsheet analysis is required. 

 
JOB LEVEL: Senior Regulatory Rate Analyst
Scope of Positions, Duties and Responsibilities:
•    Coordinate cost recovery projection, actual/estimate and true-up filings;  
•    Complete complex rate analyses and provide responses to internal and external requests for rate information, billing histories and rate projections and impacts;  
•    Draft petitions, discovery responses, testimony, MFRs and other documents related to regulatory matters.  Directly work with legal counsel on internal and external witness deposition and hearing training and preparation; 
•    Serve as a lead for coordinating company responses to regulatory agencies as well as acting as a point of contact for regulatory agencies;  
•    Participate in rate design planning and trial rate and/or revenue studies which may lead to a proposed contract or tariff development and support;  
•    Represent Regulatory Affairs on various company project teams; provide regulatory perspective and analysis.  

 

QUALIFICATIONS
Education 
Required:    Associate degree in accounting, finance, economics, engineering or business is required. 
Preferred:    Bachelor’s degree in accounting, finance, economics, engineering or business is preferred.
