Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. POSITION CONCEPT 
The Project Controls Analyst provides project cost control and scheduling support for projects managed by the department and business unit. Reviews and analyzes detailed schedules (engineering, construction, and material delivery) for accuracy, productivity and any measures of earned value used or implemented by the department. Aids in the development of project cost monitoring, forecasting, and reporting. Works with project controls professionals from our consulting engineering firms and working with project controls representatives from contractors and suppliers.  Communicates with project controls team members to support the consolidated project cost, schedule & performance reporting.

Advancement to a higher level within the progression is based on value added to the Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e. not based solely on time in the job, but will be based on the employee’s performance, qualifications, and the business and/or technical needs of the department.

 

 

PRIMARY DUTIES AND RESPONSIBILITIES 

1.    Create work orders and tasks including inputting estimates and material costs into Workman while maintaining integrity of data. 

2.    Develop and submit approval SAP Requisitions based on services and materials requests. 

3.    Coordinates information and updates to specific contract payment terms and conditions and how they relate to invoices. Hold primary responsibility for the accurate review and pre-approval of invoices and provides updates and summaries to Senior Project Controls Analyst and Project Controls Consultant. 

4.    Verifies, processes, and pays all invoices and check requests for the department. Coordinates invoicing activities with other departments (Legal, Energy Delivery, Real Estate, etc.) and outside service providers as applicable.

5.    Assists with querying, tracking, and analyzing monthly Engineering and Construction Project Costs (Solar, Battery Storage, Distributed Energy, Community Solar, etc.) actual/forecast and budget. 

6.    Investigate and document actual charges using SAP software (includes hundreds of work order tasks for a multi-million-dollar budget).
7.    Assist in preparing monthly and YTD budget explanations. Communicates with other departments to gather information for the project schedules, forecast and budgets. Prepares charts, graphs, or other summaries to support the forecasts.

8.    Supports monthly and year-end close-out and accrual process.

Key External:     Frequent contact with Engineering and Construction contractors and equipment

QUALIFICATIONS
Education:
Required:    High School Diploma or equivalent.

Preferred    Bachelors Degree in a related field.

 

Experience
Required:    3 years work experience in the Duties & Responsibilities of the position.

 

Knowledge/Skills/Abilities (KSA) 
Required:    Knowledge of project controls concepts and systems and proficient with Excel.
Communication skills necessary to interface with external engineering and construction firms, suppliers, and other organizations within Tampa Electric.

Preferred:    Understanding of SAP/ ERP system, Work management systems with demonstrated capability in managing project schedules, budgets/forecasts, and cash flow.

Project Controls Analyst II: 

POSITION CONCEPT
The Project Controls Analyst II provides project cost control and scheduling support for projects managed by the department and business unit . Reviews and analyzes detailed schedules (engineering, construction, and material delivery) for accuracy, productivity and any earned value measures used or implemented. Aids in the development of project cost monitoring, forecasting, and reporting. Works with project controls professionals from our consulting engineering firms and working with project controls representatives from our contractors and suppliers.  Communicates with project controls teams to support consolidated project cost, schedule & performance reporting.  

 

PRIMARY DUTIES AND RESPONSIBILTIES
1.    Performs duties listed in the Analyst I.  

2.    Manage, revise, and maintain status of the detailed project cost estimate/forecast to include all phases of project execution from engineering, equipment procurement and deliveries, construction contracts through startup activities. 

3.    Track progress and earned value for engineering and construction contracts to evaluate project performance and suggest corrective action when necessary. 

4.    Review contractor quantity reporting programs for accuracy. 

5.    Participates in review and tracking of change orders/requests. Track and analyze project costs including budgets, commitments, actuals, accruals, and forecasts.  Analysis includes forecast to budget, estimate and actuals, and risk analysis. 

6.    Provide detailed analysis of financial information, recommend, and implement strategies to achieve project and department financial goals. 

7.    Coordinate project cost information from consulting engineers, manufacturers, and construction contractors to support overall project reporting needs.

Able to manage complex project schedules, budgets/forecasts, and cash flow.

Preferred:    Experience with engineering and construction project control with demonstrated independence and expertise managing complex project schedules and budgets/forecasts without direct oversight.

Project Controls Analyst Sr

POSITION CONCEPT:
The Project Controls Analyst Sr provides project cost control and scheduling support for projects managed by the Renewables group. Reviews and analyzes detailed schedules (engineering, construction, and material delivery) for accuracy, productivity and earned value measures. Aids in the development of project cost monitoring, forecasting, and reporting. Works with project controls professionals from our consulting engineering firms and working with project controls representatives from our EPC contractors and suppliers.  Communicates with project controls team members to provide consolidated project cost, schedule & performance reporting.  May have leadership responsibility for other project controls or administrative team members including work direction and work review.

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Duties listed above. 

2.    Support project in the corporate budgeting processes. Produce forecasts of total project costs, annual costs, and monthly cash flow costs and provides variance analysis and explanations when needed. 

3.    Provide review of project controls, payment and scheduling activities performed by engineering and construction contractors, and manufacturers. 

4.    Coordinate with Plant Accounting to ensure accuracy in capital spend reporting. Assist in creating detailed project budgets from estimates and in the development of cash flow projections. Analyze and review project estimates developed by others to ensure the accuracy of the estimate and scope. 

5.    Interact with TEC procurement group in relation to cost codes, purchase order commitments, change orders and sales tax issues as required.  Interact with Accounting Systems and Services, General Accounting, Accounts Payable, Regulatory Accounting, Audit, Corporate Taxes, Legal, and Risk Management to ensure all accounting and regulatory compliance guidelines are implemented. 

6.    May have leadership responsibility for other project controls or administrative team members including work direction and work review. 

 

SUPERVISION
Direct Supervision:         Project Controls Analyst Lead may have full supervisory responsibility for administrative team members.
