Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

POSITION CONCEPT

The Capital Planning Manager has the primary responsibility for managing the capital planning function for all of Tampa Electric.  Accountable for facilitating the capital planning process for each Tampa Electric Business Unit including Capital Camp, annual budget, and the Long-Term Forecast (LTF).  Accountable for the proper application of the project risk scoring methodology for Capital Camp and management of Unplanned/Unbudgeted (U&U) project proposals to ensure yearly budgets are not exceeded.  Aggregate, review and ensure each business unit provides accurate monthly capital forecasts.  Assist leadership develop and implement strategies to ensure annual capital targets are met at each VP area.

 

DUTIES AND RESPONSIBILITIES

  • Manage and assist with Capital Camp that serves as a foundational aspect of Tampa Electric’s capital planning process. Create timelines for the Capital Camp process and ensure each area meets their milestones. Work closely with the Director of Capital Planning and company executives, including the CEO, in ensuring executive goals for Capital Camp are met. Attend and guide all dry run meetings to ensure adherence to the Risk Matrix and document key decision points during Capital Camp.
  • Manage the company’s long-term capital forecasting process that results in the annual Long-Term Forecast (LTF) capital plan. Work with all TEC business unit managers, directors and VPs to ensure an LTF that is both reasonable and meets Emera guidelines. Provide support to Regulatory Plant Accounting (RPA) and Financial Planning & Analysis (FP&A) in forecasting income statement, balance sheet, cash flows, ROE and customer rates due to the LTF.  Provide support for all forecast packages provided to Emera, including support of variance analysis.
  • Assist in the continued improvement, utilization and management of the capital portfolio optimization process and methodology utilized to score and prioritize all Tampa Electric capital requests. Investigate tools to better manage and prioritize TEC’s portfolio of capital projects, including Capital Camp, LTF and any Unplanned & Unbudgeted projects proposed throughout the year.
  • Aggregate all Power Plan forecast uploads monthly and provide updates to the director and executives including progress towards meeting annual targets. Review monthly capital forecasts with each of the large operating areas, discuss variances and plans to meet annual targets. 
  • Work closely with all Finance teams including RPA, FP&A and Business Planning to ensure financial milestones are met each month and quarter.  Provide feedback to those teams as capital needs change throughout the year. Work with Directors across the business to create awareness and assist in the development and implementation of strategies and action plans to ensure capital targets are met. 

 

EDUCATION

Required: Bachelor’s Degree in Engineering, Accounting or related financial field.

 

EXPERIENCE

Required: 8 years engineering, operations, or accounting/financial utility experience.

 

SUPERVISORY EXPERIENCE

Preferred: 3 years of supervisory experience.

 

KNOWLEDGE / SKILLS /ABILITIES (KSA)

Required: Critical thinking skills with the ability to understand and implement strategic objectives. Strong facilitator with excellent communication skills and the ability to lead organizational efforts throughout the company to meet capital and business planning needs.  Strong financial acumen with thorough understanding of utility accounting and regulatory procedures and policies.  Strong knowledge of utility field operations, planning, budgeting, and forecasting.  Proficiency with financial systems, financial analysis techniques, and thorough understanding of cost accounting concepts is required with a thorough knowledge of TEC financial systems (i.e. SAP FI/CO, work management systems, SAP BPC, Business Objects, PowerPlan fixed asset system and Payroll system).
