TITLE:   Manager Telecommunications Operations, Wireless & Network Communications Focus
PERFORMANCE COACH:   Director Technology Projects & Telecommunications

Role Focus: this role will have focus on wireless systems, network communications and managing a team of technical resources. 

 

POSITION CONCEPT 
The Mgr Telecommunication Operations provides leadership of the Telecommunications Broadband & Wireless Operations teams in Electric Delivery. Oversees the implementation, support, and maintenance of the fiber optic network, microwave tower structures, emergency 800Mhz voice radio system, and Private LTE (PLTE) & Advanced Metering Infrastructure (AMI) wireless communications to provide foundational infrastructure to support all Smart Grid communications initiatives. Responsible for the oversight of the adherence to the customer service level agreements associated with Metro-Link (Tampa Electric’s profit center). Metro-Link’s mission is to maximize telecommunications infrastructure to produce non-kWh revenues through dark fiber leases, tower attachment agreements, and conduit lease agreements.

 

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Implement, support and maintain Tampa Electric’s smart grid communication network. Develop and maintain strong business relationships with Energy Delivery, Energy Supply, and Information Technology to provide SCADA and other corporate communications. (20%) 

2.    Manage the operational functions of Tampa Electric's fiber optic/microwave/wireless networks to maintain high system reliability in the most cost-effective manner possible. These systems support vital company functions including SCADA (Supervisory Control and Data Acquisition), protective relays, substation fault recorders, RTU communications, tie line telemetry that provides interconnection to other utilities, AMI meter communications, radio communications, LAN/WAN/Voice data communications, and physical security video communications. (20%)

3.    Collaborate closely with the Mgr Telecommunications Engineering to support the implementation of new technologies and upgrades to existing infrastructure. These Technologies include the Private LTE (private cellular) network, new fiber construction, splicing, and configuration of high-speed electronic equipment across the fiber network, microwave radio upgrades, emergency 800Mhz voice radio, and tower construction projects. (10%)

4.    Responsible for adhering to all compliance requirements including team member training and documentation of systems and circuits. (10%)

5.    Work closely with Telecommunications Engineering to carry out the efficient and orderly expansion and maintenance of Tampa Electric’s broadband and wireless networks. (10%)
6.    Responsible for developing and maintaining budget goals and objectives. Provides monthly forecasts, variance explanations, and direction regarding budget constraints. Ensures accuracy of project charges and time reporting. (10%)
7.    Work with the Manager of Telecommunications Engineering to support the Safety Management System and the disaster recovery procedures and provides backup capabilities for critical network infrastructure. (10%)
8.    Support and maintain all operational aspects of the Metro-Link profit center. (10%)

 

SUPERVISION
Direct Supervision:    Supervisor telecom and Broadband Specialist team members.  Combination of union covered and non-covered technical.  Responsible for the operational aspects of mission-critical Broadband and Wireless systems.
Indirect Supervision:         Telecommunications Engineering team members.

 

QUALIFICATIONS 
Education  
Required:       Bachelor’s degree in Engineering, Computer Science, Management Information Systems, Information Technology, Business Administration, or other related technical field.
 

Experience  
 
Required:    8 years of work experience related to the Duties & Responsibilities of this position, related experience may consist of Telecommunications Engineering or Operations with 2 years technical experience in communications.


Supervisory Experience:
Required:        2 years leadership or providing direction and guidance to others.

 

Knowledge/Skills/Abilities (KSA) 
Required:    Excellent interpersonal and coaching skills.  Maintain a high level of technical awareness with the latest technologies and practices. Knowledge of Telecommunications resources, services, and applications appropriate to a utility environment required.  Must be able to troubleshoot, analyze network requirements, and understand emerging communications technologies.

Preferred:    Expert knowledge and understanding of fiber and wireless technologies. Business and electric power utility knowledge.
