Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

POSITION CONCEPT: 

The  Mgr Contract & Purchasing manages the procurement function for the acquisition of ordinary goods, services, and major engineered equipment, as required by company policy, in accordance with sound business practices to achieve the best value for the business while adhering to the highest standards of ethics and integrity. Responsible for team leadership, strategic sourcing, supplier relationship management, contract development/negotiation, vendor due diligence, compliance, risk and cost management, KPI setting and attainment, and development of appropriate P2P policies and procedures.  Responsible for approximately one-third of the organization’s PO spend, coordinating activities with others within contract and purchasing to ensure the procurement needs of the entire organization are achieved. 

 

DUTIES AND RESPONSIBILITIES:

-Develop, implement, and manage formalized business objectives and procedures to ensure the effective operations of the procurement function for the organization. 
-Develop and implement procurement and risk management business objective appropriate to acquire various goods and services required by the organization.  Advise leadership and operational departments on sourcing and contracting methodologies appropriate for specific third-party engagements. Establish due diligence and compliance processes and procedures (including NERC CIP-013 compliance) for new or recurring service and material vendors in alignment with third party risk management expectations. 
-Develop and maintain formal processes and procedures for the formation and administration procurement contracts, non-disclosure agreements, systems access agreements, etc. for acquisition of engineering and construction services, engineered equipment, routine materials purchase contracts and contracts for consulting and information technology related services (software, services, licensing, hosting, hardware). 
-Drive digital transformation initiatives to modernize procurement processes, enhance data analytic capabilities, and improve overall operational efficiency and effectiveness of the Procurement organization from a systems perspective (ERP, CLM and other P2P tools and systems). 
-Interface with and function as subject matter expert with legal, risk management, finance, audit, enterprise security, compliance, safety, environmental and other internal and external stakeholder groups to ensure areas of contractual risk transfer are addressed in all procurement engagements. 
-Maintain professional and technical knowledge by attending educational workshops and seminars, reviewing professional publications, and participating in professional organizations.  Stays current on business and market trends to ensure compliance and protect Tampa Electric’s interests. 

 

SUPERVISORY EXPERIENCE:
Required: 3 years of leading teams or project teams.

 

EDUCATION:
Required: Bachelor’s degree in Business, Engineering, Supply Chain, Information Technology or related field.  

Preferred: Master of Business Administration, Master of Science, or JD degree.  Applicable certifications such as CPM, PMP, APICS or other industry specific credentials. 


EXPERIENCE:
Required: 6 years of experience in progressively more complex procurement functions such as contract formation/negotiation, due diligence, contractual risk transfer, strategic sourcing, category management, and/or P2P lifecycle norms.
Preferred: Related experience in Purchasing/material planning, SRM (Supplier Relationship Management), Sourcing of Services and Materials, Risk Mitigation, Contractor Safety Management, governance compliance including NERC CIP-013.


KNOWLEDGE/SKILLS/ABILITIES:
Required: Knowledge of commercial, construction and/or technology contract law. Negotiation skills, writing and administering contracts for technology, architect/engineer services, construction services, and major engineered equipment. Knowledge of delivery methods such as design-build, EPC, design/engineer, etc.; with different contract compensation structures such as lump sum, unit price, cost plus fixed fee and cost-plus incentive fee.  Demonstrated knowledge in contract formation, contract administration and management, contract claims and disputes resolution. Must be self-starter, multi-task oriented with excellent oral and written communication skills as well as strong interpersonal and leadership skills. Demonstrated ability to lead, collaborate, and motivate cross-functional teams in a high-volume work environment. Must be able to interact with senior level positions with internal and external business partners to define a common solution while negotiating, establishing and managing procurement contracts of substantial impact to the company. Excellent skills and ability to organize the procurement function for areas of assigned responsibility and to analyze information, evaluate risk and apply sound judgement.  
Preferred: Detailed knowledge in an SAP or Oracle ERP environment; Contract Life Management systems such as GEP Smart, Coupa, Icertis, etc.; work management systems such as Maximo.
