Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

POSITION CONCEPT

The Learning and Development Specialist supports the day-to-day administration and operation of the enterprise Learning Management System (LMS). Maintains accurate learning records, processes assignments and registrations, publishes and tests digital learning content, runs standard reports, resolves routine user issues, and follows established governance, security, and quality standards. Works with internal customers and system partners to provide a reliable, user-friendly learning experience across company affiliates.

 

PRIMARY DUTIES AND RESPONSIBILITIES

LMS Administration, Operations & User Support (80%)

  • Complete LMS administration, including approved user updates, role-based security changes, catalogs, curricula, certifications, notifications, assignments, scheduling, waitlists, and recurring compliance activities.
  • Maintain accurate learning records and catalog information using established naming, metadata, version-control, archival, security, and data-quality standards.
  • Run, validate, and distribute standard reports for compliance, completions, and learning activity; identify discrepancies and escalate material issues.
  • Resolve routine user and system issues, document requests, and escalate issues that require configuration, policy, integration, or vendor decisions.
  • Provide standard LMS orientations, demonstrations, job aids, and approved system communications for learners, people leaders, instructors, and designated administrators.
  • Coordinate routine requests with Human Resources, Human Resources Information Systems (HRIS), Information Technology, Compliance, business contacts, and vendors.
  • Support testing, access reviews, audits, and approved system changes by following documented procedures and maintaining required documentation. 

Content Hosting, Testing & Technical Publishing (20%)

  • Upload and test approved SCORM, xAPI, AICC, and digital learning assets using documented publishing procedures.
  • Convert function-provided PowerPoint presentations into functional digital learning courses using Articulate 360, including building interactions, publishing course packages, uploading them to the LMS, testing functionality and completion tracking, and troubleshooting technical issues.
  • Complete standard checks for completion logic, browser and device compatibility, and accessibility; escalate exceptions.
  • Coordinate with subject matter experts (SMEs) and vendors to collect files and resolve routine publishing issues.

 

RELATIONSHIPS

Internal: L&OE team, HR, HRIS, Technology, Compliance, Functional Training Departments, People Leaders, SMEs, Communications, and Program Managers

External: L&OE vendors, LMS vendor support, content providers, and technology service providers

 

QUALIFICATIONS

 

EDUCATION

Required: Bachelor’s degree in a related field. 

 

EXPERIENCE

Required: 3 years of experience supporting or administering a learning management system or comparable technology platform.

Preferred: Experience with Saba Cloud/Cornerstone Saba or a comparable learning management system.

Experience supporting learning systems or digital content in a regulated environment.

Experience publishing or developing digital learning content using Articulate 360, Adobe Captivate, or a comparable authoring tool. Experience with SCORM, xAPI, or AICC.

 

Knowledge/Skills/Abilities (KSA)

Required: Proficiency in standard reporting, and routine technical troubleshooting. Strong attention to detail, customer service, organization, and written and verbal communication skills. Ability to follow documented processes, protect confidential information, manage competing deadlines, and work effectively with users and partners. Working knowledge of Excel and digital accessibility basics.
