POSITION CONCEPT
The Learning & Development (L&D) Consultant supports the design, development, delivery, and program management of leadership development and learning solutions that strengthen leader effectiveness and improve performance and engagement across Tampa Electric. Reporting to the Manager, Learning and Organizational Effectiveness (L&OE), this role collaborates with Human Resources leadership, Human Resources Business Partners, and internal partners to identify learning needs, co-design engaging experiences, deliver impactful programs, and evaluate results. The role manages assigned learning programs from planning through evaluation, helping ensure initiatives are delivered on time, within scope, and in alignment with organizational priorities.
PRIMARY DUTIES AND RESPONSIBILITIES
Program Management
- Manage recurring assigned learning and organizational effectiveness programs from planning and launch through delivery, evaluation, and closeout.
- Develop and maintain program plans, timelines, milestones, resource needs, risks, dependencies, and success measures; coordinate program expenses, obtain and review quotes, and ensure timely processing of program-related costs.
- Coordinate internal partners, vendors, facilitators, and contributors; clarify roles, track deliverables, and resolve issues that could affect scope, timing, quality, or cost.
- Monitor progress, manage changes, document decisions, and provide clear status updates and recommendations to key stakeholders and leadership.
- Oversee program logistics, communications, materials, records, and supporting processes to ensure a consistent participant experience.
- Maintain sufficient cross-training to provide backup support for routine Learning Management System (LMS) duties during planned absences or other coverage needs, following established procedures, access controls, and escalation paths.
- Gather and incorporate program data, participant feedback, and stakeholder input to improve learning offerings and strengthen future delivery.
- Build relationships across the organization and promote a culture of learning and knowledge sharing.
- Contribute as an active member of the L&OE team by sharing knowledge, supporting team priorities, and assisting colleagues as business needs require.
Learning Needs Assessment, Program Design, and Content Development
- Identify and analyze learning needs in partnership with business and Human Resources stakeholders.
- Design and develop blended learning experiences, including eLearning, virtual sessions, in-person workshops, and team facilitation, using design thinking principles and modern instructional practices.
- Make leadership development and team facilitation accessible, actionable, and measurable.
- Stay current with learning trends and best practices in leadership development and learning experience design.
- Recommend process improvements and ensure programs meet organizational policies, industry regulations, and applicable credentialing standards.
Facilitation and Delivery
- Lead classroom sessions, virtual training, and team facilitation in partnership with the Human Resources Business Partner team.
- Adapt delivery methods to suit varied audiences and virtual or in-person environments.
Continuous Improvement and Measurement
- Develop metrics and use assessment tools to measure participant progress, training effectiveness, and organizational impact.
- Generate reports and practical insights for leadership.
SUPERVISION
Direct Supervision: None
Indirect Supervision: May coordinate work with vendors, facilitators, or program contributors on a case-by-case basis.
RELATIONSHIPS
Key Internal: Works closely with individuals and teams to support targeted leadership learning initiatives. Collaborates with the Learning Management System Specialist and L&OE Coordinator to ensure cohesive planning and delivery.
Key External: May interact with external vendors, consultants, and industry peers to support learning solution development, program delivery, or benchmarking.
QUALIFICATIONS
Education
Required: Bachelor's degree in Human Resources, Learning and Development, Instructional Design, Industrial/Organizational Psychology, Organizational Development, Education, or a related field.
Preferred: Graduate-level/certificate coursework in leadership development, learning design, organizational development, or program management also considered.
Direct Experience
Required: Five years of experience in learning experience design, instructional design, leadership development, or learning program management, including experience in a corporate setting.
Preferred: Experience managing learning programs and applying needs assessment and measurement frameworks in a corporate setting. Familiarity with the energy sector is a plus.
Knowledge, Skills, and Abilities
- Exceptional facilitation and presentation skills, with the ability to engage audiences in person and virtually.
- Strong program and project management capabilities, including scope, schedule, resource, risk, and stakeholder management, as well as coordinating and handling program expenses.
- Ability to manage multiple programs and shifting priorities while maintaining quality, timelines, and clear communication.
- Ability to analyze data and metrics to measure training effectiveness and business impact.
- Strong interpersonal and collaboration skills, with an inclusive approach to working with varied teams and individuals.
- Adaptability to changing organizational needs, priorities, and emerging technologies.
- Strong knowledge of adult learning theory, instructional design methods, and leadership development best practices.
- Experience designing blended learning using authoring tools such as Articulate Rise or Storyline, virtual instructor-led training platforms, and collaboration tools is a plus.
- Ability to assess needs and recommend appropriate learning interventions.
- Familiarity with learning evaluation frameworks, such as the Learning-Transfer Evaluation Model (LTEM), and alignment to business objectives.
- Strong writing, editing, and communication skills.
- Comfort working independently and collaboratively.

PHYSICAL DEMANDS/REQUIREMENTS
