Tampa Electric and its sister companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our Tampa Electric customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.

POSITION CONCEPT

 

Learning and Development (L&D) Specialist/Consultant supports the design, development, and delivery of leadership development and learning solutions that enable leader effectiveness and improve performance and engagement across Tampa Electric.  Reporting to the Manager, Learning and Organizational Effectiveness (L&OE), this role collaborates with HR leadership, HR Business Partners and internal partners to identify and analyze learning needs, co-design engaging experiences, deliver impactful training programs, and evaluate their effectiveness. The L&D Specialist/Consultant partners with the Manager, L&OE on projects and initiatives to enhance employee performance, engagement, and career progression, ultimately supporting the organization’s strategic goals.

 

PRIMARY DUTIES AND RESPONSIBILITIES

 

Facilitation and Delivery (25%)

  • Lead classroom sessions, virtual training, and team facilitation (in partnership with the HRBP team).
  • Adapt delivery methods to suit diverse audiences and virtual/in-person environments.

 

Learning Needs Assessment, Program Design and Content Development (35%)

  • Design and develop blended learning experiences including eLearning, virtual sessions, in-person workshops, and team facilitation using design thinking principles and modern instructional practices.
  • Focus on making leadership development and team facilitation accessible, actionable, and measurable.
  • Stay current with learning trends and best practices in leadership development and learning experience design.
  • Recommend process improvements.
  • Ensure all programs meet industry regulations, organizational policies and, where applicable, certification standards.

 

Continuous Improvement and Measurement (15%)

  • Gather and incorporate feedback from learners and stakeholders, staying informed about best practices in L&D to continuously enhance offerings.
  • Develop metrics and utilize assessment tools to measure participant progress, training effectiveness, and overall impact on organizational performance.
  • Generate reports and insights for leadership.

 

Learning and Organizational Effectiveness Programs and Initiatives (25%)

  • Lead or contribute to cross-functional projects (such as employee engagement, tuition assistance, etc.).  
  • Manage timelines and resources and ensure project goals are met efficiently and effectively.
  • Communicate regularly with key stakeholders, build relationships across the organization, and promote a culture of learning and knowledge sharing.

 

SUPERVISION

 

Direct Supervision: N/A

Indirect Supervision: May coordinate work with vendors, facilitators, or project contributors on a case-by-case basis.

 

RELATIONSHIPS

 

Key Internal: Work closely with various individuals and teams to support targeted leadership learning initiatives. Collaborate with the LMS Administrator and L&OE Coordinator to ensure cohesive delivery.

Key External: May occasionally interact with external vendors, consultants, and industry peers to support learning solution development or benchmarking.

 

QUALIFICATIONS

 

Education

Required: Bachelor’s Degree in Human Resources, Learning & Development, Instructional Design, Industrial/Organizational Psychology, Organizational Development, Education, or related field.

Preferred: Master’s Degree. Graduate-level coursework in Leadership Development, Learning Design, or Organizational Development also considered.

Direct Experience

Required: 5+ years of experience in learning experience design, instructional design, or leadership development, including some experience within a corporate setting. 

Preferred: Experience applying needs assessment and measurement frameworks in a corporate setting. Familiarity with the energy sector is a plus. 

 

Knowledge/Skills/Abilities (KSA)

 

Required:

  • Exceptional facilitation and presentation skills, with the ability to engage audiences in-person and virtually.
  • Solid project management capabilities, including planning, organization, and time management.
  • Ability to analyze data and metrics to measure training effectiveness and impact.
  • Strong interpersonal and collaboration skills, with an inclusive approach to working with diverse teams and individuals.
  • Adaptability to changing organizational needs, priorities, and emerging technologies.
  • Must have strong training facilitation skills. 
  • Strong knowledge of adult learning theory, instructional design methodologies, and leadership development best practices.
  • Experience designing blended learning using authoring tools (e.g., Articulate Rise/Storyline), vILT platforms, and collaboration tools is a plus.
  • Ability to assess needs and recommend appropriate learning interventions.
  • Familiarity with learning evaluation frameworks (e.g., the LTEM) and alignment to business objectives.
  • Strong writing, editing, and communication skills.
  • Organized and adaptable with the ability to manage multiple projects and shifting priorities.
  • Comfortable working both independently and collaboratively.
