POSITION CONCEPT
The Lead Technology Project Manager (LTPM) oversees complex, high-impact projects or programs that span multiple departments or business units. Responsible for strategic alignment, governance, and delivery excellence. Acts as a key liaison between executive leadership and project teams, ensuring that initiatives support organizational goals. Requires deep expertise in project and program management, strong leadership capabilities, and the ability to manage ambiguity and change. Plays a role in mentoring and developing PMO talent.
PRIMARY DUTIES AND RESPONSIBILITIES
1. Lead enterprise-scale, cross-functional programs and projects independently, ensuring alignment with organizational strategy and delivering measurable business outcomes. (10%)
2. Define and manage project scope, objectives, and deliverables in partnership with executive sponsors and key stakeholders to ensure clarity and alignment. (10%)
3. Oversee portfolio-level governance, including budgets, timelines, and resource allocation, to drive effective execution and maximize return on investment. (10%)
4. Mentor and develop project management talent, including coaching junior project managers to build capability and strengthen PMO maturity. (10%)
5. Drive adoption and continuous improvement of PMO methodologies, tools, and best practices, promoting consistency and operational excellence across the organization. (10%)
6. Provide strategic portfolio reporting and insights, including KPIs, project health, and alignment to business objectives, for senior leadership decision-making. (10%)
7. Apply strong business acumen to support business partners, identifying opportunities to leverage technology solutions that enable and advance strategic goals. (10%)
8. Proactively identify and champion innovative technology opportunities, optimizing the use of IT to improve efficiency, effectiveness, and business value. (10%)
9. Collaborate with internal stakeholders, service partners, and external vendors to manage project delivery, monitor progress, and anticipate future resource and capability needs. (10%)
10. Lead technology demand management and strategic planning efforts, including managing the intake pipeline, contributing to technology roadmaps, guiding prioritization, and supporting contract negotiations, funding decisions, and expectation management with business partners. (10%)
SUPERVISION
Direct: Supervision of one or more of the following roles: Associate Project Managers, Project Managers, Senior Project Managers, co-ops, interns, controls staff, administrative staff, BSAs, or other relevant roles.
RELATIONSHIPS
Key Internal: Interfaces with TEC functional groups, and all levels of management.
Key External: Contractors, Customers, Government and/or Regulatory Agencies, Industry Associations, Civic Associations, Developers, Engineering Firms, and Vendors
QUALIFICATIONS
Education
Required: Bachelor’s degree in Computer Science, Management Information Systems, Information Technology, or other relevant degree from an accredited college or university.
In lieu of a Bachelors degree, an additional 2 years of experience may be considered.
Licenses/Certifications
Required: PMP Certification
Preferred: CAPM, Agile certification or Professional Engineer license where applicable
Experience
Required: 8 years of project/program management experience, including enterprise-level initiatives.
