Environmental Specialist I – Lab Services

POSITION CONCEPT: 
This position performs environmental analysis and/or sampling as required by federal (EPA) and state environmental regulatory agencies (FDEP and DOH) for compliance with environmental permits and regulations and/or contract specifications in the case of coal or oil. Applies technical/professional knowledge to perform calibration, operation, sample analysis, maintenance, troubleshooting, problems solving and repair activities, under minimal supervision.  Samples are analyzed to determine their chemical compositions and ultimately their compliance with environmental permits.  The position requires working safely in possible hazardous situations.  Work is to be performed under limited supervision and employee is responsible for decision making during the course of sampling/analysis that requires discretion and independent judgment.  Position requires ability to troubleshoot complex instrumentation and continually handle hazardous materials.

 

DUTIES AND RESPONSIBILITIES:

  • Laboratory Analysts perform multiple chemical and physical analyses (instrumental and non-instrumental), in adherence to the latest approved method specific SOP, on various samples and sample matrices and report results into the Laboratory Information Management System (LIMs). Prepare or purchase all standards and regents required by analytical methods and document into the LIMs. Ensure that all reagents and standards are ordered in a timely manner to ensure that sufficient materials are available for analysis of samples. Prepare and review data quality assurance samples and perform quality control checks to verify and validate the legal defensibility of all results produced. Coordinate the workload to assure the most efficient use of human resources and instrument usage so that data is generated in a timely manner.  Peer review data of which the analyst has technical knowledge and experience with the analysis. 
  • Research, develop, write and/or revise Standard Operating Procedures used in performing laboratory analysis.  Each SOP must be constructed in strict accordance with all applicable EPA (Environmental Protection Agency), FDEP (Florida Department of Environmental Protection), DOH (Department of Health), ASTM (American Society of Testing Materials), OSHA (Occupational Safety and Health Administration), and/or  NELAP (National Environmental Laboratory Accreditation Program) protocols. Team member is also responsible peer to peer training and review of laboratory procedures.  
  • Troubleshoot and diagnose problems with scientific instrumentation and repair or supervise subcontracted repair. Assist in the Evaluation of new technologies and analytical methods as laboratory needs require.  Assist with the purchase new equipment and materials, assist with the development methodologies, and assist in implementing new testing as needed to effectively and efficiently accommodate new analytical testing requirements. 
  • Successfully analyze unknown samples sent by U.S. EPA, Florida Department of Health, Round Robin contract labs, and the Hillsborough County Environmental Protection Commission to maintain Tampa Electric’s NELAC Certification. Ability to self-monitor for required testing of environmental permits.  
  • Determine the most appropriate method of chemical and physical analysis to be performed on each submitted sample.  In addition, coordinate with other departments in setting up and managing studies, providing analytical support and interpreting the data.  

 

EDUCATION:
Required: High School Diploma 
Preferred: Associates or bachelor's degree in chemistry, Engineering Technology, or Physical or Life Sciences.

 

EXPERIENCE:
Required: Less than four (4) years with a Bachelor’s Degree; six (6) years with an Associate’s Degree; eight (8) years with a high school diploma
Related experience consists of:  Laboratory services experience within the electric utility industry or heavy industrial industry or production laboratory.  

 

KNOWLEDGE/SKILLS/ABILITIES:
Required: Strong understanding of basic laboratory functions and procedures. Basic knowledge of Microsoft Excel and Word. 

 

Environmental Specialist II – Lab Services
POSITION CONCEPT:

DUTIES AND RESPONSIBILITIES:
All duties described in Environmental Specialist I.  

  1. Works more autonomously on the development of methods and procedures.  Takes the lead on rolling out new procedures to other analyst. Able to develop new forms using Excel, Word or Adobe acrobat.  Write SOPs for new analyses meeting all NELAP requirements.
  2. Lead and assist newer analysts in the troubleshooting of equipment and methods.
  3. Identify trends and implement necessary corrective actions to address potential problems. Discusses the corrective actions with fellow team members to share information and lessons learned are conveyed to all team members.
  4. Leads in the Identification and Evaluation of new instrumentation.  Stays informed on new technology and methods for their area of expertise and advises management on which technology is needed to maintain our certifications and improve efficiency.
  5. Researches and provides recommendations for capital investments.

 

EDUCATION:
Required: High School Diploma 
Preferred: Associates or bachelor's degree in chemistry, Engineering Technology, or Physical or Life Sciences.

 

EXPERIENCE:
Required: Eight (8) years with a Bachelor’s Degree; Ten (10) years with an Associate’s Degree; Twelve (12) years with a high school diploma. Related experience consists of:  Laboratory experience within the electric utility industry or heavy industrial industry or production laboratory.  
Preferred: Direct experience running analysis using EPA methodology and/or ASTM methods.

 

KNOWLEDGE/SKILLS/ABILITIES:
Required: Strong understanding of basic laboratory functions and procedures.   Knowledge of Microsoft Office. 
Preferred: Knowledge of Microsoft Access

 

WORK CONDITIONS:
Must be able to work in a laboratory environment for 5-8 hours per day.

 

PHYSICAL DEMANDS/ REQUIREMENTS 
Should be able to lift 25 pounds.  May be required to assist other team members with sampling events outside during all weather.
