POSITION CONCEPT
The Engineer - Grid Operations Next Day provides support for Grid Operations and System Service. Performs operations studies for planned and unplanned outage requests and coordinating with the Energy System Operator (ESO). Coordinate outage requests with various departments including Transmission, Substation, Telecommunication, Energy Supply, Project Management and EMS and SCADA Modelers. Coordination, support and assistance includes conducting system studies, collecting data, performing calculations, documentation, performing analyses for outage planning in the operating horizon (less than one year). Provide input and support to next-day studies that may utilize WAMS and STNET within the EMS program for the EMS 3.4 and WAMS program.
PRIMARY DUTIES AND RESPONSIBILITIES
- Conduct Operations Planning (power flow and STNET using EMS) studies for planned and unplanned outage requests for use by the ESO. Coordinate outage requests with various departments including Transmission, Substation, Telecommunication, Energy Supply, Project Management and EMS and SCADA modelers. Update Florida Transmission Management System (FTMS) software with planned outages in accordance with NERC requirements and document all study activities and outage requests for compliance purposes. Provide operations support for Grid Operations as needed. (30%)
- Perform daily required posting(s) of TEC’s Next Day (ND) Dispatch file to the Florida Reliability Coordinating Council’s (FRCC’s) ND Reliability Coordinator’s (RC’s) site and TEC’s ND GenMan file to the FRCC’s Balancing Authority’s (BA’s) posting site. Also develop and document mitigation plans for the RC’s ND Operational Planning Analysis (OPA). Ensures all planned outages are correctly entered in iTOA with all necessary details and information. May also assist with forced outages as needed. (30%)
- Coordinate Bulk Electric System (BES) protection system, transmission, substation and generation outages with neighboring utilities and the FRCC RC in accordance with the applicable NERC Reliability Standards. Coordinate all new projects to be included in the short-term planning horizon including updating FRCC Operational casers, iTOA equipment library, EMS & SCADA 1-line review to accommodate future clearances for new equipment (15%)
- Interfaces with load-serving entities, generation entities, regulatory agencies, regional reliability councils (FRCC), and other transmission providers to obtain necessary inputs into the planning process. Represents TEC on FRCC groups including Operations Planning Coordinator (OPC), Operating Planning Working Group (OPWG), and other ad hoc study groups as needed. Support NERC activities for TOP, BAL, GO standards impacted by the next-day planning efforts (including analysis of CPS trends) (15%)
- Conduct and assist in studies to determine TEC’s transmission systems interchange abilities, import/export restrictions, off-peak limits, and many other operational and planning related requests. Identify and document recurring system operation conditions and trends (e.g. low voltage, unusual flows) requiring planning attention (10%)Support NERC activities for TOP, BAL standards including the analysis of CPS trends as needed. (10%)

Indirect: May have oversight for technical team members for project assistance or committee work assignments

QUALIFICATIONS
1.) Engineer Associate
Education
Required: Bachelor’s Degree in Engineering from an ABET accredited college/university program.
Preferred: Bachelor’s Degree in Electrical Engineering from an ABET accredited college/university program.
Licenses/Certifications
Preferred: Professional Engineer license issued in the State of Florida.
Related Experience
Required: No prior, or related, experience is required.
Preferred: Previous work experience in Substation, Transmission, Grid Operations or Planning and familiarity with TEC and the surrounding FRCC interconnected Bulk Electric System (BES) is preferred. Additional experience and training as a NERC certified ESO is also preferred
2.) Engineer I
Education
Required: Bachelor’s Degree in Engineering from an ABET accredited college/university program.
Preferred: Bachelor’s Degree in Electrical Engineering from an ABET accredited college/university program.
Licenses/Certifications
Preferred: Professional Engineer license issued in the State of Florida.
Related Experience
Required: 18 months of related Engineering work experience is required. Or, 12 months of related Engineering experience with the FE(Fundamentals of Engineering) designation.
Related work experience consists of transmission construction project planning, conducting system outage studies in either PSSE Load Flow or STNET in EMS environments, and preparing switching and tagging instructions.
Preferred: Previous work experience in Substation, Transmission, Grid Operations or Planning and familiarity with TEC and the surrounding FRCC interconnected Bulk Electric System (BES) is preferred. Additional experience and training as a NERC certified ESO is also preferred
3.) Engineer II
Education
Required: Bachelor’s Degree in Engineering from an ABET accredited college/university program.
Preferred: Bachelor’s Degree in Electrical Engineering from an ABET accredited college/university program.
Licenses/Certifications
Preferred: Professional Engineer license issued in the State of Florida.
Related Experience
Required: 4 years of related Engineering work experience.
