POSITION CONCEPT
The Engineer - ADMS is responsible for engineering support and expertise for the Advance Distribution Management System (ADMS) for System Service. Specifically, the ADMS Engineers will be responsible for operational support of the ADMS including advanced applications, Fault Analysis, Volt VAR Optimization and Distribution Power Flow. This support will occur within the Energy Control Center and will require frequent coordination with engineering groups, IT Applications Support, and other operational support organizations.
OVERVIEW OF PROGRESSION
- Engineer Associate - ADMS – This is an entry level position that uses the guidance of their senior team members and standard policies and procedures to carry out the Primary Duties & Responsibilities of ADMS engineering.
- Engineer I – ADMS – This position operates under general supervision and in accordance with standard policies and procedures to independently manage small-medium tasks within the Primary Duties & Responsibilities of ADMS engineering.
- Engineer II – ADMS – This higher-level position works under minimal supervision on larger or more complex tasks related to the Primary Duties & Responsibilities of ADMS engineering. They provide guidance and training to lower-level modelers and optimize workflows.
Advancement to a higher level within the ADMS Engineer Progression is based on value added to the Company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e. not based solely on time in the job, but will be based on the employee’s performance, qualifications, and the business and/or technical needs of the department.
Engineer classification is multi-level, based on the qualification guidelines outlined in the Company’s Engineer Career Path, Administrative Policy 2.13. A minimum classification of an Associate Engineer is required in this position.
Level 1: Engineer Associate - ADMS
POSITION CONCEPT
The Engineer Associate - ADMS is responsible for providing support and gaining experience in the engineering aspects of the Advanced Distribution Management System (ADMS) within the Operations Technology & Innovation department. Work under close supervision and perform routine tasks to become familiar with the engineering staff, methods, practices, procedures, and programs of the company.
PRIMARY DUTIES AND RESPONSIBILITIES
- Assist in the analysis, design, planning, testing, implementation, and support of ADMS applications, including SCADA, Power Flow, Fault Analysis, Switching, Outage Management, and Reporting/Dashboards. (30%)
- Perform routine system/data analysis and maintain application configuration settings of the ADMS applications. (20%)
- Support electric distribution engineering analysis using ADMS advanced applications. (10%)
- Provide technical and user support to system operators, division office workers, division engineering, and information technology personnel for ADMS applications. (10%)
- Assist in the development and processing efforts of Information Technology, outside contractors, and vendors as assigned. (10%)
- Support the maintenance and operation of the Volt VAR Optimization, Voltage Control, and Rotating Load Shed programs. (10%)
- Assist in the validation of any ADMS model updates prior to production deployment. (10%)
RELATIONSHIPS
Internal: Works most closely with ADMS/EMS modelers, Business Technical Consultants, and Distribution System Operators. Communicate regularly with operations engineers, distribution engineers, and System Planners. Interacts with all Electric Delivery departments within the Company and some departments outside of Electric Delivery.
External: Interacts with vendors, other utilities, and industry groups as needed.
QUALIFICATIONS
Education
Required: Bachelor of Science degree in Engineering from an ABET accredited college program.
Preferred: Bachelor’s Degree in Electrical Engineering from an ABET accredited college program.

Level 2: Engineer I - ADMS
POSITION CONCEPT
The Engineer I - ADMS is responsible for performing routine engineering work requiring the application of standard techniques, procedures, and criteria in carrying out a sequence of related engineering tasks. The ADMS Engineer I will provide support and gain experience in the engineering aspects of the Advanced Distribution Management System (ADMS) within the Operations Technology & Innovation department.
PRIMARY DUTIES AND RESPONSIBILITIES
- Analyze, recommend, design, plan, test, implement, and support ADMS applications, including SCADA, Power Flow, Fault Analysis, Switching, Outage Management, and Reporting/Dashboards. (30%)
- Perform system/data analysis, maintain application configuration settings, and stay apprised of industry trends and enhancements. (20%)
- Conduct electric distribution engineering analysis using ADMS advanced applications. (10%)
- Provide technical and user support to system operators, division office workers, division engineering, and information technology personnel for ADMS applications. (10%)
- Assist in guiding development and processing efforts of Information Technology, outside contractors, and vendors as assigned. (10%)
- Maintain and operate the Volt VAR Optimization, Voltage Control, and Rotating Load Shed programs. (10%)
- Validate any ADMS model updates prior to production deployment. (10%)
SUPERVISION
Indirect: Monitors and guides less experienced team members. Coordinates with ADMS/EMS modelers to review and publish models to the Distribution Control Center.

QUALIFICATIONS

Required: A minimum of 18 months of utility transmission or distribution engineering experience, or 12 months with FE. Advanced degrees such as a Master of Engineering or PE can offset work experience up to 1 year.

Level 3: Engineer II - ADMS
POSITION CONCEPT
The Engineer II - ADMS is responsible for demonstrating sound knowledge in a functional work area and operating at a higher degree of performance. Required to independently evaluate, select, and apply standard engineering techniques to ADMS applications and procedures within the Operations Technology & Innovation Department using judgment in making minor adaptations and modifications. May have a significant role in training, orientating, assigning work, or supervising other engineers. Prepare ADMS engineering analyses, specifications, and reports on an independent basis.
PRIMARY DUTIES AND RESPONSIBILITIES
- Analyze, recommend, design, plan, test, implement and support ADMS, enabling smart grid with applications, including SCADA, Power Flow, Fault Analysis, Switching, Outage Management, and Reporting/Dashboards. (30%)
- Perform system/data analysis, be apprised of industry trends and enhancements, test system functionality, and maintain application configuration settings of the ADMS applications. (20%)
- Perform electric distribution engineering analysis using the ADMS advanced applications and maintain ADMS advanced applications to confirm proper operation and/or identify improvements. (10%).
- Provide technical and user support to system operators, division office workers, division engineering, and information technology personnel for ADMS applications. Provide training and documentation when needed/requested. (10%)
- Guide development and processing efforts of Information Technology, outside contractors, and vendors as assigned. Engage with ADMS vendor, user groups, and utility peers to ensure Tampa Electric’s requirements are incorporated into future software releases. (10%)
- Maintain and operate the Volt VAR Optimization, Voltage Control and Rotating Load Shed programs as needed. Also, provide engineering expertise to the department. (10%)
- Serve as the Department Approver of any ADMS model updates prior to pushing them to production. (10%)
SUPERVISION
Direct: Acts as a team lead for less experienced team members and serve as backup for the Supervisor OT Control Systems for engineering related responsibilities.
Indirect: Coordinates with ADMS/EMS modelers to review and publish models to the Distribution Control Center and responds to issues raised by system operators.
RELATIONSHIPS
Internal: Works most closely with ADMS/EMS modelers, Business Technical Consultants, and Distribution System Operators. Communicate regularly with operations engineers, distribution engineers, and System Planners. WORKING CONDITIONS
This position primarily (~95% of time) works in a professional office environment. Occasionally (~5% of time) required to be outside “in the field” for site-meetings or projects meetings. Some travel may be required. Occasional unplanned and planned overtime. Responsible for storm restoration duties.
