POSITION CONCEPT 
The Coord Emergency Management will develop and coordinate TECO Logistics Section and service as the Section Chief for Response Services to assure business continuity during emergencies. Responsible for identifying and screening vendors coordinating with procurement to establish service level agreements and/or purchase orders with vendors to support TECO Energy Inc. restoration efforts in any Incident Command System (ICS) activation. Assures the TECO Logistics Section is sufficiently staffed, and team is trained in their assigned emergency assignment. Review and update emergency plans in preparations for potential activation/response to ICS activations, training, exercises, and lessons learned. During activation, this position is responsible for field oversight of all Logistics, responsible for handling intense and chaotic emergency situations in a controlled urgent manner. Responsible for managing the TECO Energy, Inc. Comprehensive Exercise Plan, and associated training. Responsible for managing and coordinating the TECO Comprehensive Exercise plan in compliance with TECO BCM POL 01-5, and Environmental, Physical and Cyber Security regulations and standards (i.e., OPA 1990, CFATs, MARSEC, and NERC).  Responsible for managing and coordinating EM/BC Programs (i.e., Government Emergency Telecommunication Communication System) and technical support of the TECO Emergency Management and Business Continuity Program to ensure enterprise preparedness and resilience. Includes other responsibilities as assigned in the Logistics and Planning programs. During activations, this position leads the Logistics Support Unit (LSU).

 

PRIMARY DUTIES AND RESPONSIBILITIES 

Manages the TECO Logistics Section; provides overall program development, supervises, and trains employees of each interdependent group. Coordinates Emergency Management (EM) programs and activities associated with preparedness for, response to, and recovery from natural or man-made disasters or emergencies. Teaches as lead department instructor for Emergency Services Response Teams training programs corporate wide. 

Represents TECO and works with Procurement to create agreements for a variety of services and equipment needs. Coordinates with EM Team to develop, plan, and conduct annual internal emergency exercises (i.e., Mock Storm, Logistics Section, OPA 90, Pandemic, etc.) to evaluate plans, training, and preparedness for TECO Logistics Section, Business Emergency Response Team (BERT), and all business units. Maintains equipment, supervises, and manages the activities and requirements of the TECO Logistics Section representatives, contractors, volunteers, as required. 

Represents TECO on SEE Logistics Committee for Electric Delivery, and Energy Supply, plans and coordinates disaster recovery emergency procedures for employees, contractors, foreign crew, and tree trimmers, through SEE Mutual Assistance Logistics Committee. Works closely with Electric Delivery and Energy Supply Department Command in response to emergency and disaster situations, locally and out of state. 

Coordinates mutual aid support between TECO and sister companies; reviews and updates mutual aid procedures and agreements; coordinates resources and emergency response aid from business and industry, public agencies, and community and disaster relief organizations. Performs a variety of assessments to determine or recommend protective action required for safeguarding the company and its employees (i.e., Staging Site Plan, Temporary Housing Plan, Meal Services Plan, Transportation Services Plan, etc.). Participates in the creation, evaluation, and update of company Emergency Contingency Response Plans (ECRP). Conducts incident reviews and debriefings for Logistics Services including critiques and damage assessments after emergency situations; monitors operational expenditures for fiscal compliance including consolidating, reviewing and submittal of authorized billing after an emergency. 

Accountable for analyzing EM Logistics Section related data; maintains storage and retrieval systems for said information; inventories, compiles and maintains the Emergency Management Website database; provides technical assistance to departments. Prepares and disseminates company information releases pertaining to Emergency Management. Prepares EM articles for publications and creates and distributes informational brochures and handouts. Responds to questions, complaints, and requests for information/assistance from the employees, volunteers, various agencies, supervisors, or other individuals and/or departments. 

Contributes to developing and preparing the emergency management budget, assists with administering approved budget in responsible area, identifies resources, conducts site visits and inspections, assures vendor response capabilities. This includes a complete site walkthrough and assurance that all resources have an emergency plan. Establishes Purchase Orders in advance and conducts vendor exercises, drills, and training throughout the year. Oversees completion and accuracy of company records including equipment, supplies, services, and other company purchased items. Prepares and/or receives a variety of forms, logs, requests, records, reports, correspondence, and other documents associated with daily responsibilities of this position; reviews, completes, processes, approves, forwards, maintains, and/or takes other action as appropriate; prepares and maintains files and records. 

Conducts meetings, seminars, workshops, and training sessions as appropriate; maintains a comprehensive, current knowledge and awareness of emergency management strategies and applicable laws/regulations. Attends various committee and planning group meetings; serves on project teams, advisory panels, boards, and/or committees. Conducts and maintains resource inventory including inventory of staffing, material, and expertise resources for emergency management purposes. 

Manages the TECO Comprehensive Exercise Plan; oversees exercise planning, facilitating and coordination of exercises, and writing and developing exercise design plans. Leads and coordinates the Exercise Design Plan meetings, training exercise evaluators, responsible for exercise control (i.e., handouts, AV equipment, etc.), lessons learned, action item tracking and documentation, and writing after action reports, including action items in compliance with regulations and standards. Responsible for program evolution and tracking.  

Responsible for the design and delivery of training and testing of the LSU, and managing, deploying, and fulfilling the LSU resources during an emergency event. Responsible for the EM Storm room, stocking and managing during a response event. 

Maintain ICS Logistics Section Documents; meet with assigned department response teams to ensure preparedness documents are updated annually and update all assigned Incident Command System organizational charts and rosters for all published and stored documents at applicable facilities (i.e., EM Website Book and TO GO Box, etc.) 


Licenses/Certifications 
Preferred:    Florida Professional Emergency Management (FPEM) certification within 5 years.
Experience  
Required:    3 years of experience in Emergency Management /Emergency Response or combined with EM/Business Continuity.
Preferred:    5 years of direct work experience.

 

Related Experience 
Required:    Minimum of 3 years of work experience related to the Duties & Responsibilities of this position is required. 
Preferred:    Experience with Emergency Response System (i.e., MIR3, Message One, etc.), environmental and safety field, IT disaster recovery, or Government (i.e., Department of Homeland Security), non-governmental organizations (i.e., Red Cross), and industry organizations (i.e., EEI, etc.).

 

Supervisory Experience 
Required:    1 year of experience in leading teams

 

Knowledge/Skills/Abilities (KSA) 
Required:    Ability to plan and organize a project from beginning to end; ability to author accurate reports and publications using clear and concise language. 
Preferred:    Knowledge of corporate organization and relationships as it pertains to emergency response and business continuity; familiar with hazardous materials impact to safety and security of personnel and the business.

WORKING CONDITIONS 
Is on twenty-four-hour calls and/or work on various shifts, weekends, and or holidays, as emergencies dictate.

PHYSICAL DEMANDS/ REQUIREMENTS 
During emergency response situations it may be required to monitor field response in hot/humid or cold/wet conditions.
