POSITION CONCEPT 
Provide operations support to the Storm Protection Program in a changing environment.  Track and manage financial transactions including purchase requisitions (PR), purchase orders (PO), and invoices.  With direction from the Manager, assist with development of annual and multi-year budgets and forecasts for the department.  This includes supporting the business planning process, communicating to team members regarding budget and forecast variances, cost management assistance, and identifying areas for improvement. Track goods and services provided for the department and providing list of un-invoiced items to finance for month end closing.

PRIMARY DUTIES AND RESPONSIBILITIES
Cost Control 

Work closely with operations management on cost tracking and cost management efforts. This includes creating and tracking purchase requisitions, tracking purchase orders, and processing departmental invoices including invoice validation. Provide financial analysis to operations management. Create and maintain financial models and business intelligence tools using appropriate data gathering techniques to assist department managers with operational decisions.
Budgeting and Forecasting 
Independently prepare annual departmental budget, and monthly reforecasts, including revenues, O&M, and capital.  Support Manager in production of multi-year forecasts and long-term planning efforts.  Support the development of the ten-year forecast. Track goods and services provided for the department and providing list of un-invoiced items to finance for month end closing.
Variance Analysis and Reporting 
Independently prepare monthly budget/forecast/actual variance analysis reports, along with other operational/efficiency reports.  Analyze results and prepare events analysis summary and monthly variance explanations.  Work closely with the business units’ operations staff to ensure accuracy.
Prepare charts, or summaries as needed to support analysis and presentation of results and forecasts. Perform a variety of economic evaluation, planning duties and quality control of justification for capital expenditures.
Business Area Communications 
Communicate to team members regarding financial matters, cost management and areas for improvement. Conduct problem solving activities and identify profit and cost control opportunities.
Provide training to key department team members to understand financial policies, processes, and procedures sufficiently to effectively manage the financial aspects of their work.

Key Internal:      Senior management; operating areas; Business Strategy; key company departments such as Asset Management and Procurement; Business Planning and Finance department 
Key External:     Vendors, customers, and government agencies.

QUALIFICATIONS
Education
Required:    High School Degree.  

Preferred:    Bachelors Degree in Business, Finance, or related field

Related Experience
Required:    Minimum of Five (5) years’ experience in similar areas of position responsibility.  
Preferred     Experience with software/systems such as SAP, PowerPlant and Work Management 

Knowledge/Skills/Abilities (KSAs)
Required:    Strong knowledge and abilities related to cost control, financial analysis, profitability and process improvements and skill to translate into courses of action. Strong analytical, written, and oral communication skills and proficiency with Microsoft Excel and PowerPoint. Possess strong attention to detail.  Must be flexible and able to work in a fast-paced, sometimes stressful environment.  Effectively exercise judgement while working independently and effectively coordinating multiple projects simultaneously. Ability to perform its assigned duties independently, often fulfilling responsibilities held by the Manager.
Preferred     General knowledge of utility operations and regulatory practices preferred.
