POSITION CONCEPT
This position is responsible for engineering support and expertise for the Advanced Energy Management System (AEMS) for Grid Operations. Specifically, the AEMS Engineer will be primarily responsible for all Dispatcher Training Simulator (DTS) modeling, testing and implementation of ESO (Energy System Operator) and RSO (Renewables System Operator) simulations and training scenarios supporting the new AEMS platform suite of advanced applications. In addition, the AEMS Engineer will provide operational support of the AEMS including SCADA, Vision, Wide-Area Management System (WAMS), Alarm Management, Transmission Power Flows, AGC support, Generation Applications, Network Application and Modeling, Transmission Look-Ahead (SMTNET & RMTNET), Online Parameter Estimation (OPE), Voltage/Var Dispatch Scheduler (VDS), Transmission Quick Network Analysis (QNET), and Reporting/Dashboards. This support will occur within the Energy Control Center and will require frequent coordination with engineering groups, IT Applications Support, and other operational support organizations.

Engineer classification is multi-level, based on the qualification guidelines outlined in the Company’s Engineer Career Path, Administrative Policy 2.13. A minimum classification of an Engineer II is required in this position.

PRIMARY DUTIES AND RESPONSIBILITIES
1.    Primary engineering lead for all DTS modeling, testing and implementation of ESO simulations for the ECC (Energy Control Center) and training scenarios supporting the new AEMS platform suite of advanced applications. Maintain operationality of DTS.
2.    Primary engineering lead for renewables DTS modeling, testing and implementation of RSO simulations for the RCC (Renewables Control Center). 
3.    Analyze, recommend, design, plan, test, implement and support AEMS, enabling smart grid with applications, including SCADA, Vision, Wide-Area Management System (WAMS), Alarm Management, Transmission Power Flows, AGC support, Generation Applications, Network Application and Modeling, Transmission Look-Ahead (SMTNET & RMTNET), Online Parameter Estimation (OPE), Voltage/Var Dispatch Scheduler (VDS), Transmission Quick Network Analysis (QNET), FERC 881 support, and Reporting/Dashboards. 
4.    Perform electric transmission engineering analysis using the AEMS advanced applications and maintain AEMS advanced applications to confirm proper operation and/or identify improvements. 
5.    Provide technical and user support to system operators, engineering, and information technology personnel for AEMS applications. Provide training and documentation when needed/requested. 

SUPERVISION
Indirect:    May have direct or indirect supervisory responsibility for technical personnel as needed for project assistance, committee work assignments, and general duties.

RELATIONSHIPS
Internal:    Frequent contact with the ECC Trainer, ESO, RSO, RF Control Systems, Energy System Electricians and Information Technology concerning Grid Operations requirements on EMS; frequent contact with Substation and Transmission Planner/Schedulers, Project Management, Engineering and Operations, Energy Supply, Telecommunications, Meter Operations and Distribution concerning construction and maintenance outages on the transmission system; frequent contact with CE’s Commercial & Industrial Business Development, Load Management, and Distribution Control Center to resolve customer service requests and complaints.
External:    Frequent interaction with other utilities, large industrial customers, and representatives of the Florida Reliability Coordinating Council (FRCC); Occasional interaction with other industries, organizations, and governmental agencies. 

QUALIFICATIONS
Education/Training:
Required:     Bachelor Degree in Electrical Engineering from an ABET accredited college/university.
Preferred:     Master Degree in Electrical Engineering from an ABET accredited college/university.

Licenses/Certifications:
Preferred:     Professional Engineer certification preferred.

Related Experience:
Required:    Minimum of 4 years of Engineer experience related to the Duties & Responsibilities of this position is required.
Preferred:    Minimum of 12 years of Engineer experience related to the Duties & Responsibilities of this position is preferred.  

LEVEL SCOPE AND ADDITIONAL QUALIFICATIONS 
A combined maximum of one year of work experience credit may be granted for co-op work experience, an advanced degree, and/or a PE license.

Engineer I
Performs routine engineering work requiring application of standard techniques, procedures and criteria in carrying out a sequence of related engineering tasks; receives close supervision on new aspects of non-routine assignments; using prescribed methods, performs specific and limited portions of a broader assignment of an experienced engineer; may have minor responsibility for training, orientation or assigning of work to other employees; may schedule/coordinate projects with supervision and review; prepare engineering analyses, write specifications and reports as directed. 
Experience
Required:    Minimum of 18 months of experience as an Engineer performing work related to the Duties & Responsibilities of this position; or 12 months of related experience with the successful passing of the Fundamentals of Engineering (FE) exam.
Preferred:    Minimum of 3-4 years of work experience related to the Duties & Responsibilities of this position, including EMS experience, understanding of engineering, construction, and operation of transmission systems.

Engineer II 
Qualifications for this level shall include sustained demonstrated sound knowledge in a functional work area with an expected or higher degree of performance. Should have demonstrated knowledge of policies and work procedures within the Company. Independently evaluates, selects and applies standard engineering techniques, procedures and criteria using judgment in making minor adaptations and modifications; may have significant role in training, orientation, assigning work or supervising other employees; may receive assistance and/or guidance on unusual problems; may have limited authority for performing work on an individual basis with quasi-supervisory responsibility over other employees as may be assigned; may prepare engineering analyses, specifications and reports on an independent basis.
Experience
Required:    Minimum of 4 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position.

Senior Engineer
Must have demonstrated above expected performance in the Engineer II classification, sound knowledge of functional area of work and advanced engineering concepts and their interactions and relationships to total Company operation, and eligibility to become a licensed Professional Engineer in the State of Florida. 
Experience
Required:    Minimum of 8 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position and eligibility to become a licensed Professional Engineer in the State of Florida.
 
Senior Consulting Engineer
The Senior Consulting Engineer will be expected to continue technical development and growth and may supervise a staff of engineers or technicians. Supervision received is essentially administrative, with assignments given in terms of broad general objectives and limits. Recognized as a company-wide expert in the respective field of study.
Licenses/Certifications
Required:    Professional Engineer license in the State of Florida
 
Experience
Required:    Minimum of 12 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position.
Preferred:    Eight years of transmission related experience

Engineering Fellow
The Engineering Fellow will be an expert in all technical aspects of the software and will be able to train others. They will supervise a staff of engineers or technicians. Supervision received is more than administrative and will provide feedback and guidance with accountability. Recognized as a company-wide expert in the respective field of study.
Licenses/Certifications
Required:    Professional Engineer license in the State of Florida
 
Experience
Required:    Minimum of 16 years of experience as an Engineer performing work related to the Duties & Responsibilities of this position.
Preferred:    Ten years of transmission related experience

Knowledge/Skills/Abilities:
Required:     Working knowledge of power system analysis concepts and prior experience with EMS systems. 
Preferred:     Prior experience with DTS, EMS Modeling Software Source, Real Time Contingency Analysis, Real Time Network modeling and other EMS/SCADA advanced applications.

WORKING CONDITIONS 
This position primarily (~97% of time) works in a professional office environment. Occasionally (~3% of time) required to be outside “in the field” for site-meetings or projects meetings. Some travel may be required. Occasional unplanned and planned overtime is required. 
Periodically may serve as On-Call Engineering Support person that requires being available to work after-hours and weekends/holidays.
