POSITION CONCEPT:
The Planner Generation Supervisor is responsible in a line capacity to the Superintendent of Construction. Planner Generation Supervisor is responsible for planning and scheduling capital improvement construction projects within Energy Supply. Prepares construction and field installation scope of work packages, generates work orders, and tasks, and administers the Tampa Electric Contractor Safety Management Program (CSMP) on all projects. Additionally, the Planner Generation Supervisor is responsible for the planning and scheduling management oversight of third-party contractors, and the monitoring of daily field work activities to ensure reported earned values are accurate. The Planner Generation Supervisor will ensure the quality of all work performed while identifying construction critical items that may have the potential to impact the work schedule.
DUTIES AND RESPONSIBILITIES:
• Provide construction expertise to the project team including, but not limited to, construction scope development, construction bid package development and proposal evaluation.
• Assist with the development of level 1, and 2 project schedules including procurement and construction activities and appropriate milestones through project completion utilizing Primavera 6 version 21.12
• Develop, maintain, and distribute level 3 construction schedules to include procurement, project or outage milestones, start and finish constraint dates, resource loaded construction activities, quality and control hold points, start up and testing, and equipment/unit return to service activities and milestones. Incorporate interference activity logic ties with other onsite partners, station crews, station operations teams, and specialty contractors.
• Create and maintain new project and outage work order and tasks utilizing TEC in-house work management system (Workman). Develop detailed scope per task, maintain individual task coding, supervisor assignments, labor & material cost, approvals, notifications, and task status. Provide weekly Workman backlog reporting and perform comparison against construction schedule. Identify any deficiencies and work with construction and project management teams to remedy.
• Develop, maintain, and distribute planning and scheduling reports using tools such as KPI’s, backlog status, schedule baseline variance, critical path evaluation and tracking, histograms/historical information, and other reports as identified. Hold primary responsibility for gathering life cycle and progress data, evaluating accuracy, and issuing these reports. Identify and report any critical issues that may impact the project/outage work schedule.
• Review project design documents as they are developed for constructability and identify and assist in the administration of potential scope changes and/or methodologies to improve project delivery.
• Work closely with station/equipment owners, management, engineering, construction, and other technical staff on technical details related to project and outage planning, readiness assessments, site utilization, work plans, execution strategy, construction and maintenance methods/strategies, and constructability reviews against project constraints.
• Ensure construction progress and performance is measured and is consistent with all contract requirements. Inspect ongoing work activities to confirm contractor performance to project plans, and specifications. Perform progress validation inspections.
• Ensure implementation and compliance of all safe work practices, safety programs, and policy.
• Maintain documentation related to project scope planning, change management, execution/progress reporting, action items, after action report and records.
• Perform any other duties or special assignments as assigned by the Construction Superintendent.
EDUCATION:
Required: High School Diploma or GED. Formal or informal construction management training is required. Formal Primavera training and knowledge of construction codes/standards (i.e., OSHA, AWS, ASME, ASTM etc.) are also required.
Preferred: Construction Management degree from a regionally accredited university, OSHA 10 or 30 certified
EXPERIENCE:
Required: Minimum 10 years heavy industrial construction, supervision, planning, and scheduling experience related to the Duties & Responsibilities of this position. College degree may be considered in lieu of two (2) years equivalent experience. Must have capital project execution experience, all phases from concept through contract execution, utilizing work management systems and Primavera software. Must possess strong leadership qualities and have team building skills.
Preferred: Minimum 15 years of related or equivalent experience in project planning, scheduling, and execution of piping, steel erection, rigging, mechanical and /or civil/structural, I&C, and electrical systems as it relates to power plant or industrial environments.
KNOWLEDGE/SKILLS/ABILITIES:
Experience in writing construction scopes of work, the third-party competitive bid process, and competitive bid evaluations. Previous experience working with Procurement/Contract Administrators is required. Must possess strong leadership qualities and have team building skills including outage coordination, planning, and scheduling experience. Technical knowledge of mechanical and/or civil/structural systems is required. Must have experience with automated Work Management systems for planning and project cost control. Proficient with MS Office suite of applications including Word and Excel.
WORK CONDITIONS:
Work hours may exceed 40 hour per week where work is executed indoors, outdoors and around hot and audible equipment. Overtime and outshift work may be required during the week and weekends.
