POSITION CONCEPT

The Advanced Distribution Infrastructure (ADI) Program is a strategic initiative aimed at modernizing and optimizing the distribution network to enhance efficiency, reliability, and sustainability. This program involves the deployment of advanced technologies, data analytics, and innovative solutions to transform the distribution infrastructure. The Project Controls and Analyst position plays a critical role in ensuring the successful execution and management of this program by providing comprehensive project controls, data analysis, and performance monitoring. This position provides project control support for major (specific) projects within the ADI department, focusing on cost and schedule controls for departmental and project requirements.

 

PRIMARY DUTIES AND RESPONSIBILITIES

 

  1. Cost Estimation and Forecasting: Manage, revise, and maintain detailed project cost estimates and forecasts, tracking and analyzing budgets, commitments, accruals, and other cost-related elements throughout the project lifecycle. Produce forecasts of total project and department costs, annual costs, and monthly cash flow costs with variance analysis. (35%)

 

  1. Budget Development and Cash Flow Projections: Assist in creating detailed project budgets, develop cash flow projections, analyze project estimates for reasonability and accuracy, and manage, revise, and maintain the department's O&M estimates and forecasts, including the 10-year plan. Lead annual capital camp preparations for the ADI yearly budget. (25%)

 

  1. Performance Tracking and Analysis: Track project progress and earned value, evaluate performance, suggest corrective actions, and participate in the review and tracking of change requests. Assist in analyzing project control requirements as part of the bid review process to ensure cost control requirements are incorporated into contracts and purchase orders. (15%)

 

  1. Project Scheduling and Resource Management: Develop, manage, revise, and update integrated detailed project schedules, including all phases of project execution across multiple projects. Assist in forecasting resource requirements, identifying long lead items, resource constraints, and required project start dates. (15%)

 

  1. Interdepartmental Coordination, Compliance, and System Improvements: Interact with procurement, accounting, legal, and risk management departments to ensure cost codes, commitments, and compliance with accounting and regulatory guidelines. Recommend and implement improvements in systems, tools, and methods of project controls and project management. (10%)

Direct Supervision:        None

Indirect Supervision:     Project teams made up of engineering, construction, project manager, contracts IT and other disciplines as required during project related activities. 

 

RELATIONSHIPS

Key Internal:         Frequent contact with Director, Manager and staff-level employees throughout the company, Project Teams, Tampa Electric support locations (all levels) and other support locations. Occasional contact with company executives

Key External:        Consultants, Engineering and Construction firms, material suppliers, government agencies, auditors, customers and vendors

WORKING CONDITIONS

Handle multiple duties and responsibilities and be accountable for those actions.  Overtime work may be required.  Travel out of town may be required, but limited. Expected to be at the office a minimum of three (3) days per week;

 

LEVEL SCOPE AND QUALIFICATIONS

 

Level:    PROJECT CONTROLS ANALYST I

Works with supervision/guidance; receives specific and detailed instructions as to required tasks and results expected; performs a variety of routine tasks which should provide experience and familiarity with the Project Management staff, methods, practices, procedures and programs of the Company; usually assumes no responsibility for direction of others.

Education         

Required:          Bachelor’s degree in Accounting, Finance, Engineering, Construction Management from an accredited college/university

Preferred:        

Licenses/Certifications  N/A

Direct Experience

Required:          Minimum of 2-3 years of progressive work experience related to the Duties & Responsibilities and the Knowledge, Skills and Abilities section

Preferred:         Experience with major capital project controls is preferred

 

Knowledge/Skills/Abilities (KSAs)

Required:          Cost management, scheduling, project planning and estimating skills, as well as the communication skills necessary to interface with external engineering, architectural and construction firms, suppliers, the TEC Project Management team and other organizations within TEC Energy; Demonstrated ability with Excel and Access is required.

Preferred:         Budget, cash flow and/or schedule development; TEC accounting and project control systems

 

 

Level:    PROJECT CONTROLS ANALYST II

Performs routine cost control or scheduling work requiring application of standard techniques, procedures and criteria in carrying out a sequence of related tasks; receives guidance on new aspects of non-routine assignments; using prescribed methods, performs specific and limited portions of a broader assignment of an experienced analyst; may schedule/coordinate projects with supervision and review; prepare analyses, write specifications and reports as directed.

ADDITIONAL PRIMARY DUTIES AND RESPONSIBILITIES

6. Creates detailed project budgets from estimates and execution plans and develops cash flow projections from review of project documentation.  

7. Assist in the development of project estimates and ensures accuracy of the estimate and scope of the project.  

8. Performs analysis of project control requirements as part of the bid review process to insure cost control requirements are incorporated into individual contracts and purchase orders. 

9. Forecasts resource requirements. 

10. Ensures that proper resource loading and Critical Path Method Scheduling methods are used and makes recommendations for schedule improvement and corrective actions. 

11. May assist in training lower-level project analysts. 

12. Develops and updates project schedules and performs risk analysis throughout the duration of the project.  

 

Education         

Required:          Bachelor’s degree in Accounting, Finance, Engineering, Construction Management from an accredited college/university

Preferred:        

Direct Experience

Required:          Minimum of 2-3 years as Project Controls Analyst I, or a minimum of 5 years of progressive work experience related to the Duties & Responsibilities and the Knowledge, Skills and Abilities section, with at least 2 years of experience in engineering and construction project controls environment.

Level:    SENIOR PROJECT CONTROLS ANALYST

Education

Required:          Bachelor’s degree in Accounting, Finance, Engineering, Construction Management or related field from an accredited college/university

Preferred:         Master’s degree in Business Administration

Direct Experience

Required:          Minimum of 2-3 years as a Project Controls Analyst II, or a minimum of 8 years of work experience related to the Duties & Responsibilities and the Knowledge, Skills and Abilities section in addition to Bachelor’s Degree.

Preferred:         Experience with consulting, engineering and/or construction project controls is preferred

Additional Knowledge/Skills/Abilities

Required:          Must have a thorough knowledge of engineering and construction project processes, deliverables, and execution methods and the ability to take a leadership role in determining the appropriate methods and extent of controls required for each project.

Preferred:         Experience with TECO accounting and project control systems are preferred.   

Level:    LEAD PROJECT CONTROLS ANALYST

ADDITIONAL PRIMARY DUTIES AND RESPONSIBILITIES

 

  1. Maintain the PowerPlan System for all Funding Projects.  Monitor and adjust in-service and estimated completion dates for all Funding Projects and Work Orders.
  2. Responsible for reporting on the Capital Budget for ED Specifics, including upload of 5-year Capital Program, monthly forecast, and explanation of variances.
  3. Ensure projects are ready for accounting completion within 90 days of going in-service.  Includes verifying that all work orders are in a completed status and all payroll, invoices, and material discrepancies have been finalized.
  4. Involve the Project Administrators, Department Managers, Procurement, and other Analysts in the process to improve the accuracy of the monthly forecast.
  5. Develop the methodologies to track projects and identify deviations from the PSA, Budget, and Forecast.  Work with the other PAs to mitigate effects and/or develop explanations.
  6. Cultivate relationships with other departments to develop a single point of contact for all financial and accounting questions.  Respond quickly and accurately to all requests for information and follow-up to ensure the information is understood.
  7. Conduct meetings at a Manager/Director level to discuss the Capital Program and all active projects at both a high-level as well as in specific detail when required.

 

Education 

Required:          Bachelor’s degree in Accounting, Finance, Engineering, Construction Management or related field from an accredited college/university

Preferred:         Master’s degree in Business Administration

Direct Experience

Required:          Minimum of 2-3 years as a Senior Project Controls Analyst, or a minimum of 10 years of direct work experience performing the Duties & Responsibilities of this position is required in addition to Bachelor’s Degree.

Preferred:         Experience with consulting, engineering and / or construction project controls is preferred. 

 

Additional Knowledge/Skills/Abilities

Required:          Must have a thorough knowledge of engineering and construction project processes, deliverables, and execution methods and take a leadership role in determining the appropriate methods and extent of controls for each project. Understand the basic network architecture of the electrical grid and the major components that go into it.  Be able to develop a high-level schedule and related cash-flow forecast with minimal information, and refine it as a project develops.

                           A solid understanding of the PowerPlan Accounting System, SAP, WorkPRO, WorkMAN, and other TEC systems, as well as advanced knowledge of Microsoft Excel, Word, and PowerPoint.

Preferred:         Experience with TECO accounting and project control systems are preferred.
