The IT Technical Architect (Operational Technologies) is a strategic role providing technical and functional expertise in the implementation of operational systems such as Supervisory Control and Data Acquisition (SCADA), Gas Distribution, and Meter Measurement systems in use by Gas Operations. The Architect will combine deep understanding and experience of shaping functional and technical solutions associated with maximizing the value of the physical assets of the natural gas division. This role requires a deep understanding of how to leverage technology to maximize the value and optimize the lifecycle performance of our Natural Gas Operations-related assets, from compliance to maintenance and daily operations.
WHAT YOU NEED TO SUCCEED
- Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent discipline from an accredited institution.
- Minimum of 8 years of direct work experience performing the Duties & Responsibilities of this position or performing duties closely related to the Duties & Responsibilities of this position.
- Minimum of 10 years of experience in any combination of SCADA, Meter Measurement, Distribution Systems, and Network Infrastructure
- Deep expertise in SCADA platforms, industrial communications protocols (Ex. Modbus), Programmable Logic Controllers (PLC’s) programming concepts, and industrial networking is crucial.
- Deep technical knowledge in database design development. This includes expertise in SQL, data modeling, and familiarization with DBMS (Ex. SSMS).
- Demonstrated ability to champion a clear vision for domains such as SCADA, Meter Measurement Systems, and Gas Distribution Systems
- Ability to lead the design and implementation of SCADA systems, including RTUs, HMI, and communications protocols.
- Possesses in-depth technical expertise of SCADA architecture, including redundancy, failover, and high-availability designs
- Ability to evaluate existing infrastructure and systems to identify gaps and recommend optimal solutions for seamless integration with other systems.
- Implement and maintain SCADA system security measures, adhering to industry cybersecurity standards (e.g., ISA-99/IEC 62443) and regulatory TSA requirements.
- Strong Problem-solving and troubleshooting skills. Ability to diagnose and resolve issues with SCADA systems to ensure reliable operations
- Strong collaborative skills with ability to interact with business partners, IT team members and senior management.
- Develops comprehensive documentation for SCADA systems, including integration roadmaps and configuration plans
- Stays current with IT industry trends and emerging technologies; leads application of new technologies.
- Expert verbal, written, organizational, analytical and presentation skills. Strong leadership and analytical skills.
- Demonstrated ability leading teams in support of business process analysis efforts and educating others in the proper application of tools and techniques.
- Understanding of project plans and ability to clearly articulate roles, project goals, and timelines. Understanding of the components of running a fiscally successful project. Demonstrated proficiency at assessing the proposed project plans to ensure all needs are met.
- Drives continuous process improvement for SDLC, maintenance, application support, and Information Technology architecture.
PRIMARY DUTIES & RESPONSIBILITIES
- Accountable for the overall end-to-end technical design of SCADA systems. Ensures that system requirements are translated effectively into solutions and architectural assurance [SS2] is performed by overseeing the planning, design, integration, and development for OT systems. Collaborates with Enterprise Architects and other Solution Architects to provide direction so that the organization can make appropriate design decisions.
- Lead and mentor technical teams, providing guidance on SCADA system design, implementation, and ensures the success of system improvements.
- Proactively interfaces with business users and IT to provide support for future business initiatives and projects. Actively participates and applies the vision of systems such as SCADA, Gas Distribution, and Meter Measurement in short and long-range roadmap planning and sequencing to meet business objectives. For these system domains, facilitates communication and activities between internal IT department and various levels of the organization and outside vendors and consultants. Builds consensus between multiple parties and educates business and IT staff on recommended solutions for implementation.
- Drives impact assessment of any major change requests to requirements providing input to the Program Management Team and the appropriate governance/architect review for changes in scope and for the overall solution.
- Responsible for creating and/or maintaining architectural artifacts, policies, standards and procedures to manage information systems architecture (data systems, applications, and technology) which would include: standard development practices, software architecture, system architecture, business intelligence architecture.
WHAT WILL GIVE YOU A COMPETITIVE EDGE?
- At least one professional certification in specific job-related disciplines preferred in addition to the requirements above.
- Strong working knowledge of Aveva SCADA solutions.
- Experience in Natural Gas utilities related to operational technologies and mobile solutions.
- Experience with Remote Terminal Units (RTUs), and Human-Machine Interfaces (HMIs), and database historians.
- Experience with high-availability solutions through redundancy and failover mechanisms to ensure systems operational continuity.
- Experience with Mobile solution deployment.
- Experience with patch management. Regularly updating OT systems with the latest security patches.
- Experience with reporting tools such as Power-BI, SSRS, Tableau, Crystal Reports, etc.
- Strong knowledge of reporting and analysis tools such as SSRS, Power-BI, Crystal Reports, and/or Tableau.
- Recent experience with development languages like C#.Net, VB.Net, Python and/or JavaScript
- Manage SSQL stored procedures and ETL processes between SCADA and business applications.
- Deep understanding of database design and management.
- Ability to understand business requirements and manage conversion into designs, configuration & functional specification whilst maintaining integrity of overall application design.
- Ability to assess emerging business & regulatory changes and articulate how these can positively impact the Company.
WHO WILL BE A PART OF YOUR TEAM?
Direct Supervision
- Responsible for resource management, staff augmentation, and vendor relationships and ensures there is adequate support for all assigned applications for both day-to-day operations and on-call support.
- May serve as a backup to the Manager.
Indirect Supervision
- Systems Analysts for OT systems--Configuration, Development, Integration, Security, and Compliance.
- Supervisory responsibility for assigned analysts for the duration of the project.
Key Internal
- Stakeholders of the Gas Operations systems such as SCADA, Meter Measurement, and Meter Reading (Manual, AMR/AMI).
Key External
- Vendors such as Aveva, Infor, Itron, Consultants (System Integrators, Offshore Teams), Contractors, Customers, Vendors.

TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.
