How will you help drive the future of natural gas? 
The Manager, Pipeline Safety Compliance provides leadership, direction and support to ensure adherence and compliance with Federal and State pipeline safety regulations, with emphasis on those promulgated by the Pipeline Hazardous Materials and Safety  Administration (PHMSA); 

This includes coordination of internal risk, compliance and control assessments and interactions with regulatory agencies. Establish and manage a centralized and comprehensive approach to assessing and monitoring conformance with pipeline safety requirements  to maximize public safety and mitigate risks associated with pipeline activities.

 

What you need to succeed

  • Bachelor’s Degree from a regionally accredited college/university
  • Minimum of six years of direct experience in natural gas operation compliance administration required. 
  • Must have sufficient experience and technical knowledge to evaluate the operational compliance of gas operations systems.
  • Knowledge of natural gas distribution operations;
  • Working knowledge of the design and operational characteristics of natural gas distribution systems, including gate stations, regulator stations, meter sets; Computer literate; 
  • Knowledge and understanding of relevant municipal, state and federal regulations as they pertain to natural gas distribution; Good interpersonal skills; 
  • Ability to problem solve and to analyze problems logically; Knowledge of the geographic service territory; 
  • Must be well organized and have demonstrated good project management skills with the ability to prioritize.

 

Primary Duties & Responsibilities

  • Manage the Pipeline Safety Compliance team. Provide direction and support to ensure the standardization of pipeline safety and compliance programs across the PGS system.
  • Ensure resources are available to team and succession and developmental plans are current and appropriate. Represent the department on internal compliance issues, and with Regulatory agencies
  • Develop and manage company-wide plans and programs to ensure operating compliance and pipeline safety. Gas Operations and Maintenance compliance. Public Awareness and Damage Prevention. Quality Assurance, Controls and Risk Assessments. Pipeline Safety Management System (PSMS). 
  • Lead and manage internal risk, compliance and control assessments within Peoples Gas operations. Provide leadership and direction to the development of a PSMS, quality assurance program and risk assessment evaluations and process improvements. Manage internal risk assessments activities related to PHMSA, FPSC and Peoples Gas requirements
  • Lead and coordinate formal Peoples Gas communications with PHMSA and/or FPSC to address gas related audit compliance findings and reporting requirements. Actively participate in the FPSC audits of operations, transmission systems and Peoples Gas programs, including support during audits and attendance at closing meetings. Provide central point of contact for regulatory interaction. Track and coordinate FPSC interactions through closure of issues. Ensure remedial reporting requirements are met
  • Communicate regularly with senior management to communicate pipeline program and activity status regarding safety and compliance activities. Provide written reports to management on the results of compliance reviews, including recommendations for improvements and timing for correction. Provide periodic reports to Pipeline Safety Oversight Committee and other departments as needed.
  • Lead special compliance projects and initiatives as needed 

 

What will give you a competitive edge? 

  • Gas operations oversight or regulatory enforcement experience helpful.
  • Experience in supervising or managing employees is highly desirable, preferably in a gas operations environment
  • Mathematically and mechanically inclined; self-motivated with the ability to work independently. Knowledge and understanding of PHMSA and FPSC regulations.

 

Who Will be a part of your team? 

  • Frequently interacts with senior management, subject matter experts and line management throughout Peoples Gas. Establishes and maintains positive relationships with the various operations, measuremernt, and regulation engineering, integrity management, IT, data management, legal, and financial teams in Gas Delivery operations. Interacts directly with regulatory agencies, attorneys and trade associations and organizations in resolving compliance issues.

  • Normal office environment with frequent site visits to Gas operations in Florida.
  • This will require travel throughout the Florida service territories.

STORM DUTY REQUIREMENTS
TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.
