WHO WE ARE?
Peoples Gas System is the fastest growing natural gas utility in the Southeast with career opportunities that fit your future. Our organization is diverse – in people, opportunities, and careers. We foster a dynamic and inclusive workplace where safety, innovation and collaboration are at the heart of everything we do.
BUILD THE FUTURE
Help shape the regulatory future of Peoples Gas. As Director, Regulatory Affairs, you will lead the development and execution of state and federal regulatory strategies and serve as a key company representative before the Florida Public Service Commission (FPSC) and Federal Energy Regulatory Commission (FERC).
This is a highly visible leadership role for an experienced utility regulatory professional who can navigate complex proceedings, influence regulatory strategy, develop teams, and communicate effectively with regulators, executives, and business partners.
WHAT YOU’LL DO
You will lead regulatory strategy, filings, rate proceedings, compliance activities, and policy analysis while helping the organization understand and respond to evolving regulatory requirements. You will also oversee regulatory talent and external resources and serve as a company witness in regulatory proceedings.
Key responsibilities include:
-
- Direct the preparation, development, negotiation, and implementation of FPSC and FERC regulatory activities related to retail rates, cost recovery clauses, rate design, methodologies, forecasts, audits, special contracts, and special rate analyses.
- Lead the development and design of FPSC and FERC rate proceedings, including overall project management, regulatory strategy, testimony, discovery, witness training, depositions, hearing preparation, and implementation of final rates.
- Oversee FERC gas marketing compliance activities.
- Educate internal departments on regulatory requirements related to rate design, tariffs, and cost recovery clause matters and help assess regulatory strategies, impacts, alternatives, prudence, and recovery issues.
- Develop or provide regulatory strategy and policy analysis for FPSC and FERC matters and support review of state legislative initiatives affecting the gas industry.
- Direct annual and long-term customer forecasting and load research activities supporting load analysis, resource planning, regulatory filings, and business initiatives.
- Serve as the primary point of contact between the FPSC and Peoples Gas and represent the company as a witness during hearings, agenda conferences, and workshops.
- Coordinate preparation of internal and external witnesses and advocate the company’s regulatory positions with regulators, commission staff, industry colleagues, interveners, and litigants.
- Lead and develop regulatory staff while managing resources including outside legal representation, expert witnesses, and consultants.
- Monitor FPSC and FERC filings, rulings, and activities of other gas utilities and communicate relevant regulatory developments to company leaders and departments.
WHAT SUCCESS LOOKS LIKE
You bring sound regulatory judgment to complex issues and translate that expertise into clear strategies and business decisions. You build credibility with regulators and internal stakeholders, prepare teams and witnesses effectively for proceedings, and help leaders understand the implications of regulatory developments.
Just as importantly, you create an environment where your team can take on increasingly complex work and continue to grow.
WHAT WE’RE LOOKING FOR
This role requires deep utility regulatory expertise, strong leadership, and the ability to represent Peoples Gas effectively in complex state and federal regulatory matters.
Required Qualifications
-
- Bachelor’s degree in Business, Accounting, Finance, Economics or Engineering.
- Extensive coursework in Business Management, Accounting, Economics, Finance, Mathematics, Science, and Statistics is required.
- 10 years utility regulatory knowledge.
- Experience in management, negotiation, and communication under difficult circumstances.
- 5 years supervisory experience.
WHAT TO EXPECT
You will work across Peoples Gas and interact with employees at all levels, including executive leadership, on business and regulatory matters. Externally, you will represent the company before the FPSC and FPSC staff and interact with organizations and partners including the Florida Department of Community Affairs, other utilities, trade organizations, outside legal counsel, and consultants.
The role directly supervises the Manager, Regulatory Affairs and provides indirect leadership to the Supervisor, Conservation Programs, Regulatory Rate Analysts, Energy Conservation Program Coordinators, and various project teams.
