POSITION CONCEPT 


Senior level PGS management position providing leadership to the Safety team, ensuring the vision, mission, and goals of the corporation are achieved, in a collaborative and a conducive manner, and ensures the standardization of safety and compliance programs across the PGS system. This role leads the development and administration of the company’s Safety Management Systems per both Emera direction and the American Petroleum Institute’s Recommended Practice 1173, including risk management, quality assurance and all other elements of the PGS Safety Management System.  Additionally, this role has responsibility for the development of team member safety programs, and contractor safety management.
 

PRIMARY DUTIES AND RESPONSIBILITIES 


1.    Lead the development and administration of the PGS Pipeline Safety Management System utilizing industry accepted best practices, risk management, stakeholder engagement, standardized procedures and operational controls.  (30%)
2.    Provide direct leadership that creates an efficient, highly motivated team, committed to fulfilling the mission and achieving the goals of the organization.  Provide daily leadership by articulating and communicating to all team members the company position on critical issues.  Participate in the selection, supervision, training, development, motivation, and compensation of supervisory and technical staff required for the professional and effective performance of the department in a cost-effective manner.  (15%)
3.    Provide leadership direction for the PGS team member safety organization, providing effective programs that result in successful team member safety performance.  Strategically lead and oversee the development and execution of safety initiatives and the safety team’s performance.  With Sr. Director of Safety & Compliance, prepare for and co-lead the monthly Pipeline Safety Operations Committee meetings including data analytics, initiative, and external updates across the areas of safety and compliance. 25%)
4.    Contribute to the development of and completion of all safety related strategic scorecard goals of the organization.   (5%)
5.    Collaborate with all levels of management regarding SMS and personal safety matters,.  (10 %)

7.    Coordinate and collaborate with Emera Safety leadership through the development and execution of corporate-wide safety goals.  Responsible for the preparation of team member safety, SMS, and related data reporting to Emera and quarterly TECO board meetings. (10%)
8.    Perform other related duties as assigned by the Sr. Director of Safety & Compliance.  (5%)  

 

SUPERVISION

 

 

  • Direct Supervision:    Management positions in Safety, Contractor Safety, Safety Management Systems 
  • Indirect Supervision:        Approximately 12 non-exempt team members

 

RELATIONSHIPS

 

  • Key Internal:      Deals regularly with senior leaders in the PGS Engineering and Operations organization, Tampa Electric and Emera and requires participation in decision-making meetings on a regular basis. 
  • Key External:     Customers, government and/or regulatory agencies, consultants (attorneys, advisors, etc.), contractors, industry associations, vendors, and business partners

 

QUALIFICATIONS

 

Education

 

  • Required:    Bachelor’s Degree in business or related subject from an accredited college
  • Preferred:    Master’s Degree in Business or related field from an accredited college    
     

Related Experience

 

  • Required:    A minimum of 10 years of related experience involving operations, safety, environmental, compliance or engineering. Experience must include a minimum of 4 years performing similar duties and responsibilities of this role.   Also, 4 years of leadership experience required.
  • Preferred:    Gas LDC utility experience in safety or operations.
     

Knowledge/Skills/Abilities (KSA) 

 

Required:      Strong leadership and organizational skills, as well as excellent oral/written communication and presentation skills; Ability to successfully collaborate across multiple layers and departments within the organization; Must have a demonstrated track record of progressive performance results and specific strengths in strategic thinking, large program development, and effectiveness in managing and overseeing complex initiatives.

 

Licenses/Certifications     

 

 

  • Required:     Safety certification from the Board of Certified Safety Professionals (e.g., CHST, OHST, ASP, CSP). 
  • Preferred:     Certified Safety Professional (CSP) certification from the Board of Certified Safety Professionals. 

 

 
WORKING CONDITIONS 


Normal office environment, with frequent site visits to PGS Operations (Florida Peoples Gas operations) field and work locations.

STORM DUTY REQUIREMENTS

 

TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers. Team members are required to work in their normal job duties or other assigned activities. Proper compensation will be made in accordance with the company's rules and procedures.
