HOW YOU’LL HELP DRIVE THE FUTURE OF NATURAL GAS?
The Construction Inspector will oversee, monitor and inspect pipeline construction activities to ensure the requirements of the design, drawings, specifications, regulations and industry practices are being met in a safe, efficient and environmentally sound manner. Deliver quality assurance of all construction activities providing confidence that requirements are consistently fulfilled. Serves as the principal means of assuring work and material quality during construction project activity. Work with limited supervisory involvement and exercise a considerable amount of independent decision making. Adheres to all safety and environmental guidelines, PGS Construction Standards and industry practices and promotes a positive safety culture and environmental awareness.
WHAT YOU NEED TO SUCCEED?
- Minimum of a High School Diploma or GED equivalent from an accredited school/institution.
- Valid Driver’s License with clean driving record
- 3 years of direct work experience in field operations leadership role, such as Senior Utility Tech or Utility Coordinator, with responsibility for the installation of natural gas distribution service line and main piping as described in this position description.
- Must have excellent interpersonal, leadership and project management skills.
- Must be proficient in oral and written communications with the ability to express and exchange ideas clearly and concisely.
- Must possess and apply good judgment to effectively assess and recommend solutions in day-to-day activities and emergency situations.
- Must be proficient in Microsoft Outlook, Excel and Word, understand complex map reading, perform mathematical calculations and prepare reports.
Must have a thorough knowledge and understanding of:
- Natural gas distribution practices.
- Requirements of CFR Part 49, Section 192.461 External Corrosion Control: Protective Coating, as well as the R-65/F1 Pipe Coating qualification requirements and field application process.
- OSHA 29 CFR, Part 1926, Subpart P – Excavations (Trench Safety).
- OSHA 29 CFR 1910.146(G) (1) – Confined Space Entry.
- Plastic pipe fusion processes including Butt Fusion, Socket Fusion, Saddle Fusion and Electro-Fusion.
- Proper trenching and backfilling practices.
- Trenchless technologies, including boring and jacking and directional drilling methods and practices.
- Tapping and stopping operations.
Within 6 months, must acquire the knowledge of:
- Municipal county and local codes.
- Company Construction Standards and DIMP requirements.
- Company meter set/turn-on policies and procedures.
- Mueller E-5, D-5 and C1-36 and/or other related tapping and stopping equipment.
- All welding standards and requirements as included in CFR Title 49 Part 192, API Standard 1104 and FPSC Rules FAC Chapter 25-12.
- Electronic Holiday Detection Equipment.
- GPS data gathering equipment.
PRIMARY DUTIES & RESPONSIBILITIES
Project Planning/Oversight
- Provides field oversight for contractor crews performing meter and/or job activities associated with the construction and installation of new or replacement natural gas services and mains. Provides input to management to determine selection and disposition of continued contracted services.
- Makes responsible decisions in the field for the required work to be accomplished.
- Determines the appropriate resource requirements, such as labor, materials, equipment, etc. Schedules crews and coordinates material orders and deliveries for contractor crews with appropriate division staff.
- Performs project cost planning, cost control and problem resolution to improve efficiency and cost effectiveness in areas of responsibility, which includes, but not limited to, related cost of materials, material reconciliation, contractor labor, equipment and other contracted services.
- Attends local municipality/county pre- and post-construction project meetings with representatives from other utilities to coordinate and schedule jobs and review progress reports.
- Validates terms of the contracts, ensures timely receipt and processing of invoices, verifies contractor as-builts drawings, GPS information and completed installation of facilities.
Construction Inspection/Quality Assurance
- Inspects distribution construction activities on PE and steel installations for quality assurance of design and regulatory requirements.
- Ensures project permitting requirements are followed, including pre- and post-project notifications.
- Ensures all FPSC and environmental requirements are met as they pertain to our natural gas distribution system.
- Monitors job performance and makes decisions based on sound judgments as it relates to quality and safe work performance. Uses authority to alter the installation process and/or stop the construction if necessary.
- Documents and reports inspection findings and construction activities per PGS Construction Standards, industry practices, safety and environmental guidelines, and communicates accordingly to management as deemed necessary.
- Identifies problems, provides recommendations for solutions and improvements and implements changes as approved.
- Ensures with the local divisions that each contracting company/contractor employees’ Operator Qualification records, including current plastic fusion and/or welding certification documentation, are current and in compliance prior to performing work.
- Performs and records job site safety inspections.
Miscellaneous
- Performs additional assignments as needed. respond to calls for questions and resolution of minor issues. Report escalation of minor issues and all major matters to appropriate management.
WHAT WILL GIVE YOU A COMPETITIVE EDGE?
- Associates Degree from an accredited college/university in a relevant field, such as Construction Management.
- 7 years of direct work experience as described above
- At least 1 year experience inspecting Pipeline Welders and/or Pipeline Welder experience using API Standard 1104 Guidelines.

WHERE AND HOW YOU’LL WORK?
- Responsible for performing indoor and outdoor work activities that include exposure to inclement weather, heat, humidity, dust and asphalt.
- Noise levels can be extreme when checking safety conditions at job sites.
- Regularly work near moving mechanical parts.
- Must work a varied schedule, including nights, weekends and holidays as necessary.
- Extended travel may be required when assisting other Divisions.
PHYSICAL DEMANDS/ REQUIREMENTS
- Must be able to drive a vehicle to multiple Divisions/geographic areas throughout Florida.
- Must be able to wear appropriate personal protective equipment for work assigned.
- Must be able to ascend/descend ladders, stairs and the like using feet, legs, hands and arms.
- Must be able to maintain balance when walking, standing, or crouching, on/in narrow or slippery surfaces and/or spaces.
- Must be able to independently operate a motor vehicle in a safe manner.
- Must be able to independently enter/exit a motor vehicle.
- Must be able to bend and/or stoop requiring full use of the lower extremities and back muscles.
- Must be able to kneel and or crouch by bending legs at knees to come to rest at knees and bending body downward and forward by bending legs and spine.
- Must be able to walk, stand or sit for periods of time.
- Must be able to grasp/handle small hand tools and other objects by applying pressure with fingers and palms.
- Must be able to work primarily with fingers (pinching, picking, etc.) rather than using the whole hand or arm.
- Must be able to pull, push, lift and carry objects weighing up to 35 lbs.
- Must have vision correctable to 20/40.
- Must not have an average hearing loss greater than 40 decibels in the better ear at frequencies of 500, 1000 and 2000 with or without a hearing aid.
- Must be able to smell gas odorant in normal concentrations.
- Must be able to perform repetitive motions by extending arms and hands in any direction with substantial movement of wrists, hands and fingers.
- Must be able to rotate and revolve body (twist) as to face in another direction.
- Must be able to work outside for extended periods of time.

TECO Energy and its companies serve a role in providing critical services to our community during an emergency. Team members are required to participate in the response/recovery activities related to emergencies/disasters to maintain service to our TECO Energy customers.
