Project Manager, Regulatory

This position will be open to internal and external applicants and will close on Friday, September 25, 2026.

 

This position pays between $96,000.00 to $120,000.00 and is based on skills, experience and education of the successful candidate.

 

About This Opportunity 
Take the lead on high-profile regulatory initiatives that support critical business objectives and serve our communities. Join our team and play a pivotal role in shaping the Company's engagement with the New Mexico Public Regulation Commission (NMPRC). In this position, you'll develop and manage a broad portfolio of regulatory projects and communications, leading efforts related to applications, ongoing case filings, rulemaking proceedings, testimony, discovery, hearings, compliance reporting, stakeholder negotiations, and public proceedings. You'll serve as a trusted regulatory partner, helping achieve business and regulatory objectives while navigating a dynamic and evolving regulatory environment.

 

Primary Duties and Responsibilities

  • Coordinates with management, team members, and outside consultants to develop and implement strategic and tactical positions relevant to corporate regulatory objectives.
  • Assembles and manages filings/submission to the NMPRC, including review for accuracy, compliance with applicable regulations and laws, and consistency with business and regulatory objectives. Leads multi-departmental preparation of regulatory filings, testimony, presentations, related analysis, and strategy development.
  • Prepares, provides review, and analyzes communication from the public and regulatory agencies.
  • Engages and coordinates with appropriate business units to ensure regulatory compliance filing requirements are met in a complete and timely manner.
  • Organizes and coordinates timely information briefings for regulators on business, legal, or regulatory developments related to the Company’s regulatory oversight.
  • Arranges regulatory policy recommendations for management based on the corporate strategic business direction and implements regulatory strategies.
  • Coordinates and provides training to Company personnel on written and oral testimony preparation for filings and hearings or workshop presentations; conveys other applicable information to ensure timely and accurate compliance with NMPRC regulations, rules, orders, and reporting requirements.
  • Responds to inquiries from employees, government, regulators, and the public about tariffs and operating rules and state or federal regulations relating to the provision of regulated services.
  • Maintains positive relationships both inside and outside the Company by timely and responsibly responding to regulators and other  interests that impact regulatory proceedings. Attends regulatory-related meetings, hearings, workshops, negotiations, and presentations on regulatory cases and issues, as assigned.
  • Analyzes, prepares, recommends, and informs management, team members, and other appropriate personnel of regulatory developments likely to affect operations.

 

Successful Candidate Must Have:

  • A Bachelor's degree
  • A valid driver’s license with an acceptable driving record
  • 3 years of related experience, including two 2 years of project experience; or an equivalent combination of education and experience 
  • Preferences: A Master's degree and 5 years of utility industry experience 

 

Working Conditions 
Office Environment. Ability to sit up to 2/3 of the time and stand, walk, and stoop up to 1/3 of the time.  Manual dexterity is required. Must occasionally lift and/or move up to 10 pounds. Periodic in-state and out-of-state travel to attend regulatory proceedings, meetings or other activities related to the Company’s regulatory strategies is required.
