Manager, Regulatory Rates, Rate Design and Analysis

This position will be open to internal and external applicants and will close on Wednesday, July 9, 2025. 

 

The position pays between $119,600 to $149,500, and is based on skills, experience and education of the successful candidate.

 

About This Opportunity 
In this fulfilling role at New Mexico Gas Company, you will take on a leadership position as a subject matter expert in clause cost recovery, rates, and tariff-related matters. Your responsibilities will include contributing to rate design and analysis, preparing for rate cases, and supporting the company’s regulatory strategy. You’ll play a key role in cross-functional initiatives, offering specialized insights to address a variety of company challenges. Your expertise is a cornerstone of New Mexico Gas Company’s regulatory approach and will significantly contribute to its continued success.

 

Primary Duties and Responsibilities

  • FACOS Model Design and Application
    • Analyze and apply fully allocated cost of service model, prepare schedules and supporting workpapers, determine appropriate allocation of revenue requirements across rate classes.
    • Recommend revisions to FACOS Model Design as required or as necessary due to evolving company practices or strategy or change in regulation.
    • Serve as subject matter expert within the company and in rate cases before regulatory bodies.
  • Manages Clause Cost Recovery, Rate and Tariff Interpretation
    • Manages cost recovery clause filings that support established regulatory rules and policies. Participates in witness preparation sessions and serves as a clause cost recovery subject matter expert within the company.
    • Provides responses to requests for cost recovery policies, rate information, billing histories and rate projections from inside and outside the company.
    • Manages tariff inquiries from both inside and outside the company regarding proper rate, service and other rules and requirements. Serves as subject matter clause rate expert within the company.
  • Regulatory Issues and Rate Proceedings
    • Conducts cost recovery and rate design planning leading to proposed tariff or petition preparation and support.
    • Manages in conjunction with Finance department, the preparation of filing documents including MFR's for regulatory proceedings.
    • Prepares interrogatory responses and other requests for information, testimony and exhibits, and other documents related to regulatory matters.
  • Other Duties
    • Develops and implements strategic and tactical positions relevant to business and regulatory objectives
    • Prepares and/or reviews filings and testimony for compliance with applicable regulations and laws and for accuracy and consistency with business and regulatory objectives
    • Prepares regulatory policy recommendations for management based on the corporate strategic business direction and implementing regulatory strategies

 

Successful Candidate Must Have: 

  • A bachelor's degree, preferably in the field of accounthing, legal, finance, economics, engineering, science or business.  
  • A valid driver’s license and meet the acceptable driving record requirements of the company.  
  • A minimum of seven years of experience in roles related to the duties of this position, including at least five years in a role or roles where the candidate has worked with regulatory rules, regulations and processes, including clause and cost recovery mechanisms.
  • A minimum of two years of management experience (either people or programs).

 

Working Conditions
Office environment. Regularly required to sit up to 75% of the time and to stand up to 25% of the time. Good vision and manual dexterity required. Must occasionally lift and/or move up to 10 pounds.
