POSITION CONCEPT

The Manager of Application Development and Support (Innovation, Automation and Emerging Technologies) oversees all aspects of software development and support for a team of Information Systems (IS) professionals. Manages all aspects of the Systems Development Lifecycle (SDLC) with primary responsibility for the design, development, and implementation phases.  Identifies appropriate systems solutions that support TECO’s business processes, estimating costs and timelines, and the subsequent oversight of projects that implement or enhance those solutions. 

Manages one or more teams made up of employee, contract, and consulting resources.  This includes responsibility for resource management, staff augmentation, vendor relationships, and contract management.  The Manager ensures there is adequate support for all assigned IS applications (including mission-critical applications) for both day-to-day operations and on-call support.

Maintains, and adheres to corporate and Information Technology (IT) policies, procedures, and controls to ensure compliance with regulatory requirements and application of appropriate IT best practices.

As part of the Innovation-automation and emerging technology efforts, manages the team responsible for consistently delivering high quality proof-of-concepts, prototypes, pilots of emerging technologies and operationalize all such technologies so as to complement and accelerate digitization and business transformation.

Also provides thought leadership to take the cloud driven concepts such as DevOps and continuous integration/continuous deployment and integrate automated technology to deliver software which may include web, mobile solutions etc. and business value continuously across the Enterprise. Additionally, the Manager will need to deliver developer focused security toolsets across traditional waterfall-based or agile development activity within the Enterprise.


PRIMARY DUTIES AND RESPONSIBILITIES 

1.    Manage team member relations including recruiting, coaching, career development, disciplinary actions, promotions, and salary administration. (10%)

2.    Assign projects, tasks, and support responsibilities to team members.  Guide and coach team members to optimum performance and achievement of goals.  Ensure appropriate levels of application support are provided through team member assignments. (10%)

3.    Ensures adherence to company policies and standards; participates in the development and implementation of IT and IS department standards and procedures including SDLC and regulatory requirements. Establish and accomplish IT and IS department goals.  Convey company and departmental objectives and direction to staff.  (10%)

4.    Establish and maintain relationships with vendors regarding technology currently in use or of potential value to the organization. (10%)

5.    Manage the application portfolio in conjunction with the enterprise prioritization process for technology requests.  Evaluate and recommend improvements to the application portfolio in line with TECO’s Information Technology Roadmap. (10%)

6.    Participate in the preparation and management of department operating and capital budgets.  Forecast and manage expenditures within approved budget guidelines and prepare variance reports when needed. (10%)

7.    Maintain a high level of awareness of current and future information technologies and IT best practices.  Provide leadership for the evaluation and recommendation of new technologies and improvements to internal IT business processes. (10%)

8.    Align with strategic objectives and identify system automation opportunities by driving scalability or efficiency goals within the organization. In addition, provide thought leadership in conjunction with IT and Operations to inject innovative solutions into automation opportunities. (10%)

9.    Establish and manage an innovation, automation and emerging technology business operating model, focusing on business value, prioritization and appropriate level of ownership and engagement. (10%)

10.    Establish and lead the direction of a data science software engineering strategy, driving advanced algorithm innovation, and delivering data science solutions. This will involve collaboration with architects, product owners, project managers, delivery leads, data scientists and support team members to bring big data projects from discovery phases into production. (10%)


SUPERVISION

Direct:         Supervisory responsibility for assigned IS staff at various levels including the highest 
level of IT professionals.

RELATIONSHIPS

Internal:     Reports to the Director Advanced Digital Solutions.  Interacts with all levels of management throughout the corporation as required to perform the above responsibilities and ensure maximum levels of service.      
External:     Responsible for building and maintaining external relationships with vendors, contractors, and other companies in the utility and technology industries.    


QUALIFICATIONS 

Education/Training:

Required:     Bachelor’s degree in Computer Science/Engineering or related field required. Experience above minimum may be considered in lieu of Bachelor’s degree 

Preferred:     Advanced degree in Engineering, Business Administration, or related field desired.  


Related Experience:

Required:     A minimum of 8 years’ experience in progressively more complex assignments in Information Systems with at least 5 years of software development experience.

Supervisory Experience:

Required:     A minimum of 3 years of supervisory or leadership experience in Application Development


Knowledge/Skills/Abilities:

Required:     Expert knowledge of business software applications and hardware technologies.  Stays current with IT industry trends and emerging technologies; leads application of new technologies.

Expert verbal, written, analytical, and interpersonal skills.  Frequently presents information to the IT department, business areas, and industry forums.  Partners with Project Managers to develop project plans for large projects.  Reviews     strategic value of projects.  

Reviews design specifications.  Identifies and introduces new development tools and technologies to advance the Information Technology architecture.  Expert with the Microsoft Office suite. Proficient with Microsoft Project.

Drives continuous process improvement for SDLC, maintenance, application support, and Information Technology architecture.
