POSITION CONCEPT
The Configuration Management Database (CMDB) Analyst is responsible for IT Service Transition and Operation processes and procedures as it relates specifically to Configuration Management. 

Responsible for design, implementation, reporting and execution of all Configuration Management efforts for both Corporate and North American Electric Reliability Corporation (NERC) regulated assets as defined by ITIL, Corporate Standards and NERC CIP requirements. Provide guidance and support in developing and managing the underlying, departmental procedures and work instructions that support process effectiveness.

Advancement is not automatic, i.e. based solely on time in the job, but will be based on direct observation of the employee’s performance, accomplishments, qualifications, and the business and/or technical needs of the department.

 

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Leads Configuration Management efforts around the Critical Infrastructure Protection (CIP) reliability standards issued by the North American Electric Reliability Corporation (NERC) which includes the standard (CIP-010) that specifically covers configuration change management. Understands the important aspects of how entities are required to interact with the Bulk Electric System (BES) and aware of the new requirements and how they should be applied correctly

2.    Responsible for the Configuration Management process, supporting efforts to design, implement and maintain the Configuration Management Database (CMDB), document changes to the established baselines, providing guidance, reports, and expertise to management and business partners in all matters pertaining to Configuration Management. 

3.    Configure CMDB tool and populate CMDB with new Configuration Items (CI)/attribute/relationship information as CMDB scope changes. Populate CMDB data as additional federated sources of data are brought into scope and configure discovery and inventory tools to ensure useful and accurate information is returned and maintained in the CMDB. Report/reconcile significant changes in the state or condition of CIs with Change Management. 

4.    As defined by Corporate Standards and Federal regulatory requirements including NERC CIP requirements, work with information security, information systems and server support personnel to ensure, software updates, hardware changes and server patching activities are well coordinated with ongoing configuration management support and ensure appropriate project documentation is available for each new build or release. 

5.    Responsible for integrating the CMDB to the Change, Incident, and Problem Management processes; providing impact analysis, version history and assistance with root cause analysis as needed by management and business partners with consistent quality standards. 

6.    Assist with audits of CMDB data to ensure that the data is accurate.

Key Internal:     Works with all IT&T director areas.

Key External:         Computer Associates (CA), Association for Configuration & Data Management (ACDM), Emera peers for Configuration Management.


LEVEL 1 – CMDB Analyst
The ITIL Process Analyst assists in daily operations working with business partners on less complex processes ensuring process flow and improvement. Works under direct supervision with guidance and training from Senior Analyst and Consultant. 

 

DUTIES AND RESPONSIBILITIES 

1.    Implements, configuration management processes. Ensures that business partners and team members remain compliant and knowledgeable with processes. (10%)

2.    Provides guidance, expertise, and consultation in the planning, design, and improvement of configuration management processes. (10%)

3.    Participates and assists in daily operations along with business partners, subject matter experts, and the compliance team to ensure that configuration processes are followed, improved, and effective. (70%)

4.    Contributes to projects, verifies the work of business partners, subject matter experts, and help the compliance team develop more robust and focused processes to meet with compliance requirements. (10%) 

 

QUALIFICATIONS

Education 

Required:    Bachelor’s Degree in IT or business discipline or equivalent work experience

Preferred:    Master’s Degree in IT or business discipline.


Licenses/Certifications 

Required:    ITIL v3 or ITIL v4 certification at Foundation level within 6 months of hire

Preferred:    ITIL v3 or ITIL v4 Release and Control Practitioner
        IT related certifications (CCNA, MSCE, Network+, etc.) 


Related Experience 

Required:    Minimum of 3 years of related work experience performing the Duties & Responsibilities of this position.

Preferred:    Familiarity with utility security and regulatory standards, including but not limited to NIST and NERC CIP. Prior CM analysis experience under NERC CIP requirements.


Knowledge/Skills/Abilities (KSA) 

Required:
•    Must have experience implementing Configuration Management (CM) process throughout life cycle development phases to maintain consistent configuration control. 
•    Must have experience developing, operating, and maintaining CM database and other process management tools. 
•    Strong understanding of system and application integration, including virtualized environments.
•    Must possess a strong process background along with a solid understanding of the technology domains used within IT in order to support the overall Configuration Management process.

LEVEL II - Senior CMDB Analyst 
In addition to the Level I Analyst responsibilities, the Senior CMDB Analyst implements change, configuration and problem management processes. Participates and assists in daily operations on more complex projects. Works under minimal supervision and may train and mentor Level I analysts.

DUTIES AND RESPONSIBILITIES 

1.    Implements configuration management processes. Ensures that business partners and team members remain compliant and knowledgeable with processes. (30%)

2.    Provides guidance, expertise, and consultation in the planning, design, and improvement of configuration management processes. (10%)

3.    Participates and assists in daily operations along with business partners, subject matter experts, and the compliance team to ensure that processes are followed, improved, and effective. (40%)

4.    Leads projects, cross train peers and consult on the work of business partners, subject matter experts, and help the compliance team develop more robust and focused processes to meet with compliance requirements. (20%)

 

SUPERVISION

Indirect Supervision:     May mentor and train Level 1 Process Analysts.

QUALIFICATIONS

Education 

Required:    Bachelor’s Degree in computer science or business discipline

Preferred:    Master’s Degree in IT related field or MBA.


Licenses/Certifications 

Required:    ITIL v3 or ITIL v4 certification at Foundation level.

Preferred:    ITIL v3 or ITIL v4 Release and Control Practitioner
        IT related certifications (CCNA, MSCE, Network+, etc.) 


Related Experience 

Required:    Minimum of 5 years of related work experience performing the Duties & Responsibilities of this position.

Preferred:    Working knowledge of utility security and regulatory standards, including but not limited to NIST and NERC CIP. Prior CM analysis experience under NERC CIP requirements. 


Knowledge/Skills/Abilities (KSA) 

Required:
•    Must have experience implementing the Change Management process throughout life cycle development phases to maintain consistent change control.

•    Must have experience with Configuration Management (CM.
