POSITION DESCRIPTION

TITLE:    Business Systems Analyst (BSA) – Progression
PERFORMANCE COACH:     Mgr. Program Management Office

POSITION CONCEPT

Responsible for working with management and front-line personnel to analyze and understand business needs and strategy in order to document and recommend appropriate IT solutions.  Serve as a liaison between business partners and IT&T Solutions Development and Support personnel.

 

This role can be hired at different levels within the job family progression, based on skills, experience and education.

LEVEL 1:  ASSOCIATE BUSINESS SYSTEMS ANALYST (ABSA)
The Business Systems Analyst Associate, analyzes and understand business needs and strategy in order to document and recommend appropriate IT solutions.  Participates in business process modeling sessions.  Seeks resolution to issues while developing strong business and system knowledge.  Works under general supervision.

 

PRIMARY DUTIES AND RESPONSIBILITIES

1.    Participate in business process modeling sessions.

2.    Create and update business process decomposition models.

3.    Collect and consolidate required information and data in the creation of analysis documentation in 
    accordance with the TECO’s Systems Development Life-Cycle (SDLC) methodology.

4.    Work with business partners to document detailed business requirements, for possible systems enablement (automation).

5.    Seek resolution to issues and notify appropriate management staff.

6.    Develop strong business and system knowledge relating to functional areas and assigned Business Unit(s).


SUPERVISION

Indirect Supervision:    May guide and direct Contractors and other team members – who are performing the BSA role on a temporary basis.

QUALIFICATIONS

EDUCATION

Required:    Associate’s Degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline.

Preferred:    Bachelor’s Degree. 


EXPERIENCE

Required:    A minimum of 2 years of related experience performing the Duties and Responsibilities 
of this position.

KNOWLEDGE/SKILLS/ABILITIES (KSA)

Required:
Experience in Business Process Analysis and Modeling and experience in all phases of a SDLC (Systems Development Lifecycle) methodology.  Knowledge of defined business processes.  Working knowledge of business software applications and hardware technologies.  Verbal, written, organizational, analytical, presentation, and interpersonal skills with the capacity to interact with business partners, IT team members, and senior management.  Ability to work in a collaborative team environment on fast-paced dynamic projects.  Working knowledge of technical design specifications and possesses knowledge of IT development tools and technologies in support of an IT Architecture and Strategy.  Understands project plans and is able to clearly articulate roles, project goals, and timelines.

Preferred:
Working knowledge of MS Office Suite, Business Process Modeling, and Entity Relational Modeling tools and Project Management software (i.e. MS Project) is preferred.  Knowledge of SAP, and Microsoft Technologies (SQL Server, BizTalk, Reporting Services, SharePoint, etc.) is a plus.


LEVEL 2:  BUSINESS SYSTEMS ANALYST (BSA)
The Business Systems Analyst, analyzes and understand business needs and strategy in order to document and recommend appropriate IT solutions.  Facilitates business process modeling sessions and drives the resolution to issues.  Develops strong business and system knowledge relating to functional areas and assigned Business Units.  Works under limited supervision.

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Facilitate business process modeling sessions to maintain and/or construct process models.

2.    Practice and demonstrate proficiency in state-of-the-art business and systems modeling techniques.

3.    Coach and mentor junior staff in the application of business process modeling techniques.

4.    Drive the collection and consolidation of required information and data in the creation of analysis 
documentation in accordance with the TECO’s Systems Development Life-Cycle (SDLC) methodology.

5.    Drives engagement with business partners to document detailed business requirements, for  
possible systems enablement (automation).

6.    Assist and support the IT&T development teams with the design and development of IT solutions.

7.    Drive the resolution to issues and notify appropriate management staff.

8.    Create and maintain logical data models for assigned Business Unit(s).

9.    Develop strong business and system knowledge relating to functional areas and assigned Business 
Unit(s).

10.    Participate in the creation of User Acceptance Test (UAT) plans during the Requirements Definition 
phase of the SDLC and review/validate UAT results for alignment with business requirements.


SUPERVISION

Indirect Supervision:    May guide and direct Contractors and other team members – who are performing the BSA role on a temporary basis.  May mentor Level 1 Business Systems Analyst.


QUALIFICATIONS

EDUCATION

Required:    An Associate’s Degree in a related field (i.e. Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline).   May consider less experience with a Bachelor’s Degree.

Preferred:    Bachelor’s Degree in a specified field listed above. 



EXPERIENCE

Required:    Minimum of 6 years of direct experience performing the Duties and Responsibilities of 
this position.  May consider a minimum 2 years related experience which includes systems analysis, design and development with a Bachelor’s Degree.


KNOWLEDGE/SKILLS/ABILITIES (KSA)

Required:
Advanced experience in Business Process Analysis and Modeling and experience in all phases of a SDLC (Systems Development Lifecycle) methodology.  Knowledge of defined business processes.  Working knowledge of business software applications and hardware technologies.  Ability to learn, represent, and articulate business processes.  Working knowledge of business applications and hardware technologies.  Comprehends technical design specifications and possesses strong knowledge of IT development tools and technologies in support of an IT Architecture and Strategy. Demonstrated ability to understand and describe the business environment in which a project exists.  Ability to evaluate, interpret, create, and communicate structured representations of business requirements.  Understands project plans and is able to clearly articulate roles, project goals, and timelines, in particular understanding and identification of critical path tasks and activities.  Knowledge of MS Office Suite, Business Process Modeling, and Entity Relational Modeling tools and Project Management software (i.e. MS Project).

Preferred:
Detailed knowledge of CGI’s PragmaLine suite (OMS, CAD, etc.), PowerPlant, SAP, and Microsoft Technologies (SQL Server, BizTalk, Reporting Services, SharePoint, etc.) is a plus.



LEVEL 3:  SR. BUSINESS SYSTEMS ANALYST (SBSA)
The Business Systems Analyst Sr, working with management and business leaders, ascertains business needs and strategy in order to document and recommend appropriate IT solutions.  Constructs and maintains business process models for Business Units and at an Enterprise level.  Drives the resolution to issues while developing strong business and complex system knowledge relating to TECO’s entire applications portfolio.  May mentor and provide training to Level 1 and Level 2 Business Systems Analysts.  Works under minimal supervision.  

PRIMARY DUTIES AND RESPONSIBILITIES

1.    Independently conduct interviews with all levels of business management and department leaders 
to ascertain business needs, and represent and communicate systems requirements that are specific, accurate, and unambiguous.

2.    Serve as a primary IT&T point-of-contact for mid-level business management, addressing the needs 
    of multiple Business Units.

3.    Coach and mentor staff in the application of business process modeling techniques.

4.    Ensure the resolution of issues and communication of actions to appropriate management staff.

5.    Construct and maintain business process models for Business Units and at an Enterprise level.  
    Determine and subset project specific process models from the Enterprise Process Model.

6.    Develop strong business and complex system knowledge relating to TECO’s entire applications 
    portfolio and how it is used to enable the related business functions.

7.    Participate in the creation of User Acceptance Test (UAT) plans during the Requirements Definition 
    phase of the SDLC and review/validate UAT results for alignment with business requirements.

Required:    A Bachelor’s Degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems, or equivalent discipline.  May consider an Associate’s degree in combination with additional years’ experience.  

Preferred:    A Master’s Degree in a specified field listed above.  


EXPERIENCE

Required:    Minimum of 8 years of related experience performing the Duties and Responsibilities of this position. May consider 2 years of additional experience which includes systems analysis, design and development, in combination with an Associate’s Degree.  


KNOWLEDGE/SKILLS/ABILITIES (KSA)

Required:
Strong verbal, written, organizational, analytical, presentation, and interpersonal skills, with the capacity to interact with all levels or business partners, IT&T team members, and senior management.    Demonstrated ability to independently conduct interviews with all levels of management and department leaders to be able to capture, represent, and distinguish between business needs and desires/wants.  Extensive experience in Business Process Analysis and Modeling and experience in all phases of a SDLC methodology.  Demonstrated ability to lead teams in support of business process analysis efforts and educating others in the proper application of tools and techniques.
Proficient knowledge of defined business processes and extensive working knowledge of business applications and hardware technologies.  Understands the aspects, components, and requirements of running a successful project – fiscally, functionally, timeline, and quality.  Strong knowledge of MS Office Suite, Business Process Modeling, and Entity Relational Modeling tools and Project Management software (i.e. MS Project) is required.

Preferred:
