This position pays between $54,560.00 to $102,599.00 and is based on skills, experience and education of the successful candidate.




The Advanced Distribution Management Systems (ADMS) Analyst is a technical resource with responsibilities in supporting Distribution Grid Modeling, Distribution Planning, DMS (Distribution Management System) and OMS (Outage Management System) functionality.  They design and deliver TECO’s control systems related applications while providing ongoing customer support to ensure reliable performance and world-class customer satisfaction. The analyst will collaborate on all phases of the software development life-cycle (SDLC).  They will utilize appropriate development tools and technologies in keeping with our IT architecture for commissioning hardware and software applications for Advanced Distribution Management Systems (ADMS)



  1. Develops software of moderate complexity based on specifications provided. 
  2. Implements software packages for which moderate configuration and integration is required; interaction with vendor resources remotely or onsite may be required.
  3. Integrates applications with moderately complex interfaces based on specifications provided.
  4. Provides 24x7 primary and/or secondary support for one or more applications classified as niche, core, or mission-critical. 
  5. Supports the request and analysis phases of SDLC by producing required documentation and estimates with review by more senior staff.
  6. Executes the design, development, and implementation phases of SDLC by producing the prescribed deliverables with review by more senior staff.
  7. Participates on an Application Development and Support team as well as project teams under the direction of their manager, senior team members, or project managers.  May function as Technical Lead on small projects.
  8. Acquires and maintains knowledge of business areas relevant to projects and application support assignments.
  9. Acquires and maintains appropriate technical skills.



Degree must be issued by a regionally accredited institution (SACs, etc.)

Required: Bachelor’s degree in Information/Computer Science, Business Administration, Engineering, Mathematics, Information Systems or equivalent discipline. 

Preferred: At least one professional certification in specific job-related disciplines.


Required for Associate Systems Analyst:

One year of experience in systems analysis, design, and development, which can include college level courses


Required for Systems Analyst:

Two years of experience in systems analysis, design, and development.

Two years of work experience at an electric or natural gas utility company supporting business operations-related solutions.


Required for the Senior level:

Six years of experience in systems analysis, design, and development.

Two years of technology architecture.
 Two years developing complex systems and leading projects
Two years of work experience at an electric or natural gas utility company supporting business operations-related solutions.



  • Working knowledge of business software applications and hardware technologies.  Stays current with IT industry trends and emerging technologies; suggests application of new technologies when appropriate.
  • Good verbal, written, analytical, and interpersonal skills.  Frequently presents information to their team and department.
  • Demonstrate knowledge of fundamental concepts of (SQL, C#, programming languages and use of developer tools such as (PL/SQL Developer, SQL Server Management Studio, Microsoft Visual Studio with Team Foundation Server).
  • Understands project plans and able to clearly articulate their role, project goals, and timelines.  Develops project plans for small projects; partners with Project Managers to develop project plans for large projects.
  • Comprehends technical design specifications and possesses knowledge of development tools and technologies in support of the Information Technology Architecture. 
  • Proficient with the Microsoft Office suite. 



  • Knowledge of electric and/or gas utility operations and controls.
  • Experience in data analysis, outage management, distribution automation (DA), circuit coordination, post disturbance analysis.
  • Experience with SCADA systems support and management.
  • Experience with support and integration of GIS and/or work-order management systems.
  • Knowledge of distribution systems, GIS, Volt-Var Optimization (VVO), Distributed Energy Resources (DER), protection, and smart grid technologies
  • Experience with Middleware or Enterprise Service Bus (ESB) technologies (i.e. BizTalk, Oracle SOA, SQL Server Integration Services (SSIS))
  • SQL Server Management Studio
  • Oracle DBMS
  • Experience with Reporting Technologies
    • SQL Server Reporting Services (SSRS)
    • Crystal Reports
    • Business Intelligence (BI)
  • Experience with SAP Utilities Model
