The Regulatory Coordination team prepares and ensures the accurate and timely filing of all official regulatory documents, which includes providing daily support for various regulatory activities for TECO Energy, Tampa Electric, Peoples Gas and SeaCoast. Responsibilities include communicating, coordinating, and filing periodic and annual documents with regulatory agencies; monitoring and communicating regulatory activities and dockets pending before the Federal Energy Regulatory Commission (FERC), the Florida Public Service Commission (FPSC) and other state utility regulatory agencies and assisting with regulatory research, involving reviewing legal filings for proposed rulemaking and compliance issues required by regulatory agencies.


The Regulatory Coordination team maintains the Regulatory Affairs case management system, web site and utilizes the FERC mandated software and department specific software, requiring technical analysis and knowledge of relational databases.

Independently performs duties of varied scope and complexity, requiring support/instruction on only the most complex issues. Provides specialized guidance related to regulatory filings to all levels of operations and corporate staff and assists less experienced Regulatory team members. 



  • Provides primary support in the filing of official documents and annual filings (i.e. petitions, tariffs, testimony, interrogatories, production of documents data requests) for TECO Energy, Tampa Electric, Peoples Gas and SeaCoast with various state and/or federal regulatory agencies.
    • Serves as liaison between Company departments and the regulatory agencies to resolve reported variances or deficiencies and prevent escalation to formal complaints.
    • Coordinates, prepares and counsels internal departments in the submission of complete and relevant information ensuring effective and timely official filings, including over 360 monthly, quarterly and annual filings.
    • Provides guidance and interpretation of the regulatory discovery process to respondents and uses discretion in evaluating whether submissions adequately substantiates/defends the business unit’s actions/process as regulatory compliant.
    • Escalates issues appropriately when negotiations result in a lack of consensus.
  • Provides support for regulatory research activities. Responsibilities include interpretation of proposed rules, researching past filings, testimony, exhibits, reports, and other official documents, and providing direct feedback to company personnel to assist them with compliance.
  • Monitors and communicates regulatory activities pending before the FERC, the FPSC and other state regulatory agencies. This involves reviewing legal filings for proposed rulemaking and communicating necessary compliance issues required by TECO Energy, Tampa Electric, Peoples Gas, SeaCoast. Must work with FERC mandated software, department specific software, requiring technical analysis and knowledge of relational databases. 
  • Develops and maintains coordination of the Regulatory Affairs Intranet web site (company-wide) by ensuring timely updates with key regulatory issues including reporting deadlines, company tariff updates, as well as maintaining the Regulatory calendar that includes significant regulatory activities that impact TECO Energy, Tampa Electric, Peoples Gas, and SeaCoast. 
  • Assists with monitoring additions and/or amendments to the Florida Administrative Code, Florida Statutes, and Prior Order Compliance and communicate to all levels of management. 
  • Monitors and provides same day response to key participants on all FPSC Agenda Conference items. 
  • Assists with the coordination of Tampa Electric and Peoples Gas rate cases, if necessary. This involves rate case orientation, preparation and assistance with testimony, discovery process and documentation.  




Required: High School Diploma or GED

Preferred: Associate degree from an accredited college in relevant field of study preferred.


Related Experience

Required: Must have a minimum of two years of experience in the Regulatory Coordination Associate role, or a minimum of four years of experience in a related regulatory administration area performing similar duties and responsibilities.


Knowledge/Skills/Abilities (KSA) 


  • Must have demonstrated strong knowledge and understanding of utility operations & general business procedures.
  • Must be knowledgeable in Excel, Word, Power Point, and other PC based software as required. 


  • Some knowledge of SAP in the area of SES, SRM, Purchase Requisitions and Purchase Orders 




Independently performs a wide range of complex duties, requiring instruction on only the most complex issues. Serves as subject matter expert for internal regulatory coordination activities and recurring regulatory filings and liaison to all levels of corporate staff. Mentors and otherwise supports less experienced Regulatory Coordination team members.



  • Perform the duties and responsibilities of the Regulatory Coordinator.
  • Monitor and analyze wholesale contracts and transaction data for preparing Electric Quarterly Report (EQR) to the FERC using FERC’s technical requirements and validation software to submit reports. Maintains historical and chronological database FERC Orders mandating technical requirements and EQR content data.
  • Coordinate NESC Safety Reporting with Tampa Electric’s service area field personnel and the FPSC staff regarding safety reporting and issues. Monitor and communicate NESC rule revisions which govern safety compliance reporting. Develop and maintain a working relationship with the FPSC’s Electric Safety Supervisor and provide real-time response to electric safety occurrences.
  • Provide direct assistance to Director, Federal Regulatory Affairs on various FERC matters such as, but not limited to, FERC Order 1000, market based rates and triennial review process, annual transmission revenue and wholesale requirements formula rate updates, filings and discovery process; FERC initiatives including Form software and technical review process, OMB Forms review and approval process, various Section 205 filings, asset or accounting filings, audits or other requests for data, webinars, user groups and internal information gathering meetings. Develop well established relationship with outside counsel regarding FERC filing matters.
  • Coordinate the complex regulatory review process of significant financial documents for Tampa Electric, Peoples Gas and SeaCoast; such as but not limited to Financial Due Diligence and FERC Form 1 and Form 2 reporting activities. Applies an advanced level understanding of draft preparation process, timing, FERC requirements, subject matter and input process, etc. to the review process.
  • Provide in-depth level of guidance to company team members and FERC attorneys on FERC filings, such as, but not limited to, tariffs, rate schedules, service agreements, etc. including FERC filing software requirements, new and historical, as well as a chronological understanding of FERC Orders mandating content, form, technical requirements.
  • Provide detailed research support to upper level management team, including officer level, for comprehensive subjects. Services include fact-checking of analysis prior to being communicated outside of regulatory coordination.




Required:  Associates degree from an accredited college in relevant field of study

Preferred:  Bachelors degree from an accredited college in relevant field of study


Required: Florida Notary Public, required within the first year of hire


Related Experience:

Required: *College degree may be considered in lieu of equivalent experience

  • Minimum of 3 years of experience in the Regulatory Coordinator role


  • Minimum of seven (7) years in related regulatory administration area performing similar duties of increasing complexity.


Knowledge/Skills/Abilities (KSA)


  • Must exhibit strong knowledge and understanding of utility operations, general business procedures and regulatory agency functions to perform role independently and provide sound guidance related to regulatory filings.
  • Must demonstrate extensive knowledge and understanding of the reporting requirements for utility retail and federal tariffs, as well as Florida administrative code rules. Must be proficient in MS Excel, Word, Power Point, Visual Basic, SharePoint and Adobe Acrobat Professional, and in federal regulatory required software TariffShark or similar utility software to meet federal regulatory requirements.
