WORKING CONDITIONS 
Normal office environment with frequent site visits to gas operation work locations; Travel by automobile throughout the PGS service territories.

 

POSITION CONCEPT 
Responsible for the direct oversight and support of the Operational Compliance activities within the gas operational service areas. Establishes a centralized and comprehensive approach to measuring, monitoring and tracking the data and operational systems to ensure compliance guidelines are adhered to.  Maintain compliance data integrity and provide technical, and business knowledge of the compliance software.  This role is responsible for developing operational and compliance recommendations based on regulatory requirements. This includes identifying operational risks associated with meeting the regulatory requirements, documenting process improvements, measuring operational compliance controls, establishing and executing processes for corrective action plans.   

 

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Provide direct oversight to the Territory ensuring operational compliance processes and procedures meet regulatory requirements.  Serve as Subject Matter Expert to Territory and others to ensure data accuracy, integrity and compliance using the compliance software program (Inspection Manager/Essentials)

  • Achieve operational and compliance controls for the Territory by: providing analysis to support compliance plans and reviews; coordinate the preparation and completion of operational compliance action plans and reporting; coordinate the operational, quality, and customer-service procedures to ensure standards; identify and resolve system and compliance problems; coordinate the completion of  compliance audits and data cleanup for the Territory; assist in determining system improvements; and implementing change.
  • Provide analyses through troubleshooting and research identifying controls, process improvements and realignment of operational tasks to ensure compliance; identify, monitor and track Territory corrective actions and compliance procedures.
  • Coordinate the validation of compliance data for all service areas within the Territory by establishing specifications and coordinating the operational processes with GIS and compliance software – Inspection Manager.
  • Ensure proper protocols are in place within the Territory to effectively communicate compliance status and findings across the organization.   

2.    Coordinate and provide support to the Territory for the annual FPSC inspections.  Provide direction to operations/office staff for audit documentation and procedures and actively participate in the audit when necessary.
3.    Assist with other compliance and daily operational issues and special projects as needed 


QUALIFICATIONS
Education 
Required:  
   High School Diploma or equivalent

 

Related Experience 
Required:
    

  • Minimum of six years of experience in gas operations related functions and compliance matters, or of other related regulatory, business, auditing or assurance work; Experience must demonstrate work in progressively more complex assignments related to the duties and responsibilities and utilizing the knowledge, skills and abilities described below. 

Preferred:    

  • Experience in the utility industry is preferred, including:  compliance, internal audit, and operations, PHMSA 192 and Florida 25-12 regulations pertaining to natural gas distribution
  • At least eight years of direct or related audit or assurance work experience, project management or task scheduling software is preferred. 

 

Supervisory Experience 
Preferred:
    Two years of effective leadership of people and/or projects

 

Knowledge/Skills/Abilities
Required: 

  • Extensive knowledge of operational, compliance and regulatory requirements and controls to include independent analysis and compliance software knowledge.
  • Demonstrated working knowledge of PHMSA and FPSC gas safety regulatory compliance requirements and associated rules 
  • Demonstrates the ability to work independently with only general guidance to complete complex compliance duties requiring independent judgment and the interpretation of policies and procedures; Excellent investigative, problem solving, and analytical skills
  • Demonstrates leadership attributes, the ability to work collaboratively with other departments, to multi-task and oversee multiple engagements simultaneously, to establish expectations aligned with department strategy
  • Highly detailed oriented and self-motivated 
  • Ability to undertake change management
  • Excellent verbal and written communication, proficiency and customer and client relationships including consulting and influencing and strong critical thinking and detailed analytical/problem solving

Preferred:

  • Working knowledge and use of a pipeline compliance management software
  • Working knowledge of the design and operational characteristics of natural gas distribution systems, including gate stations, regulator stations, meter set, GIS Mapping
  • Extensive knowledge of PHMSA and FPSC gas safety regulatory compliance requirements and associated rules
