This position reports to the Manager, National Business Development, and provides leadership in marketing energy expertise to Federal customers, Municipalities, Universities, Schools and Hospitals (MUSH) and other clients with the goal of obtaining performance contracts which provide a revenue stream for the company. Responsible for promoting TECO Partners programs, project management, indirect management and safety of more than 100 external professional, technical and craft contractors for all awarded contracts until they are accepted by the client as a completed job.


Provides technology development consultation and indirect oversight to Peoples Gas field support and TECO Partners marketing staff, takes a leadership role in investigating new technologies that either consumes natural gas as a primary fuel, aids pipeline construction and maintenance or technologies that can produce renewable sources of pipeline gas. Provides sales assistance with National Accounts development and Implementation of gas revenue producing programs.



  • Accountable for achieving a minimum of $500,000 in annual Energy Services revenues.


  • Maintain a high level of regular interaction with key clients, in particular with decision makers, to gain full understanding of their business goals, operations, challenges and project requirements to ensure that our solutions meet their goals. Make marketing presentations to clients and present technical information to non-technical audiences. Provide project-specific and program-level briefings aimed at key leadership positions within branches of the Federal government and other decision-makers.


  • Work independently and in a team environment as a leader, facilitator and team member to ensure that all project deliverables are appropriately completed and all potential opportunities investigated.


  • Develop RFP’s, statements of work and negotiate contracts for small to multi-million dollar Utility Energy Service Contracts (UESC) and other projects. In conjunction with energy service providers, develop audit reports and energy plans, including efficiency and renewable opportunities, financial analysis, design review, project management and strategic planning. Prepare well balanced proposals that address all of the customer’s needs and concerns while making wise business decisions for PGS.         


  • Manage a large contractor work force made up of numerous trades and at multiple locations throughout the State of Florida to provide direction and oversight. This includes an understanding of safety and environmental regulations that the contractors must follow while working at Federal and other sites.


  • Provides leadership and marketing energy expertise for the MUSH market and works closely with TECO’s ESCO to provide technology development consultations. Actively pursues new business within the MUSH market and establishes relationships with potential clients.


  • Provides sales assistance with National accounts and actively promotes revenue producing programs relating to the acquisition, retention and added load of commercial and residential customers within and outside TECO Peoples gas service territory.


  • Have technical, analytical, writing and other skills necessary to implement this work. This includes knowledge of lighting, HVAC equipment, solar, boilers, water conservation, motors, controls, natural gas equipment, generators and other applicable equipment.


  • Represent PGS in various trade advocacy organizations that focus on developing natural gas equipment, renewable resources and tools to assist with day-to-day company operations. Assist customers and employees of TPI and PGS with developing technology and applications. Maintain an active membership in appropriate advocacy groups for performance contracting. Maintain an active role in appropriate trade organizations that are active in technology development. Serve as the Operations Technology Development representative at GTI to decide where PGS funding will be invested.


  • Maintain expertise with new developments in gas fueled equipment and renewable gas production while monitoring trends that bring opportunities to PGS.


  • Oversight of energy construction projects up to $20 million; capital projects up to $2 million; responsible for adding significant natural gas load through energy services and use of new technologies.



Required:  Associate degree from a regionally accredited college. 

Preferred:  Bachelor’s Degree in marketing or Business from an accredited



This position requires strong sales background. 


Required: Minimum of 6 years of work experience related to performing the duties and responsibilities of this position.


Related experience consists of 3-5 years sales experience, project management, high level relationship building, strategic business development and consultative sales success. 


A Bachelor’s Degree with a minimum of 3 years of sales experience may be considered. 


Preferred:  Five to Eight years of sales experience, Eight years Project Management, Government Industry and Performance Contract experience. 



Preferred:  3 years of leadership or team member oversight.

  • Must have proven written and oral communication, analytical, and technical skills, including knowledge of lighting, HVAC equipment, solar, boilers, water conservation, motors, controls, natural gas equipment, generators and other applicable equipment.
  • Engineering, marketing and management skills.
  • Must have strategic thinking abilities with “big picture” vision.
  • Must be able to handle a dynamic and changing work environment.

This position requires travel, standing, some climbing and walking for extended periods in or on roof tops, industrial complexes, mechanical rooms, office buildings and working around chemicals, large operating equipment and busy job sites. Employee will perform duties in an office as well as an outdoor environment.
