POSITION CONCEPT

The Manager, Business Development liquefied natural gas (LNG), leads development of the design, installation and operation of LNG solutions for customers.  Leads PGS’s offerings of LNG and is responsible for supporting the Senior Manager in all planning and development activities to meet the growing demand of LNG energy solutions for industrial, marine and power customers.  This position is a leading liaison with large commercial and industrial customers and oversees all aspects of the deal-making process, including analysis, due diligence and negotiations.  Coordinates LNG energy solutions with the expansion of the PGS natural gas system to meet short and long-term system requirements and expansion into new service territory.  Works in supporting activities related to any applicable regulatory filings in support of LNG development with the Florida Public Service Commission or other applicable agencies. 

 

PRIMARY DUTIES AND RESPONSIBILITIES

 

  • Responsible for the business segment development and supporting the operations for PGS’s LNG businesses.  This includes origination, negotiation and execution of contracts for LNG customer, as well as strategy development, regulatory filings and market assessments.  Deliverables will include executable opportunities to meet business objectives and will be aligned with 5-year and 10-year plans, natural gas supply/demand dynamics, environmental scans, SWOT analyses, and system resource requirements.
  • Responsible for the negotiation of agreements for LNG infrastructure investments, offtake arrangements, including proactive initiation and execution of management reviews and approvals of business and strategic rationale and strategies.  LNG investments will be coordinated with PGS system expansion strategies.  Manage customers to meet current and future natural gas energy needs and provide services to potential customers, including but not limited to sales and marketing, natural gas consulting project costing, project feasibility and contract negotiations.
  • Responsible for the development of LNG infrastructure to meet large commercial and industrial customer needs.  Coordinates potential LNG opportunities throughout PGS and as needed, through the Emera organization.
  • Provides a strong focus on developing relationships with LNG offtake customers and serves as a point of contact for corporate industrial and other customer representatives. Manage business development of company and customer opportunities and strategic partnerships.  Develops a commercial network in Florida and the southeast US to leverage relationships for future business opportunities.  Participate in applicable industry conferences and events, and customer meetings.
  • Leverage PGS main extensions and system expansions in support of LNG development for preservation and the addition of customers; leads contract origination of large projects pertaining to incremental industrial and wholesale load and load retention as it pertains to alternate fuel and bypass.  Coordinates state regulatory efforts pertaining to the approval of special contracts.
  • Maintain a good understanding of the energy industry through keeping abreast of LNG fuel market dynamics, interstate pipeline market conditions, rates, and tariff requirements.  Initiate regulatory filings in support of business developments for LNG, in coordination with PGS Regulatory.

 

QUALIFICATIONS

 

Education           
 

Required:            A Bachelor’s degree from an accredited university in the field of business, marketing, engineering, economics, finance, science, math or other technical field.
 

Preferred:           An MBA or Master’s degree is preferred.

 

Related Experience

 

Required:   Minimum of 5 years work experience performing the similar Duties & Responsibilities of this position.

 

 

Knowledge/Skills/Abilities (KSA)

 

Required:   

  • Knowledge of LNG, including LNG liquefaction, LNG peak shaving, LNG satellite facilities, and entire value chain economics, with competitive market understanding of different rates and services offered by customers.  Knowledge of developing natural gas service and transportation agreements and tariffs. 
  • Knowledge of natural gas transportation industry protocols, business practices, and regulatory constructs. 
  • Excellent analytic, oral, written, interpersonal and negotiating skills. Knowledge of the interrelationship of commodity prices and impacts on company and customer business.
  • Knowledge and applicability of natural gas transportation services offered by the Company.
     

Preferred:     

  • Direct knowledge and experience with LNG markets (including marine customers and supporting infrastructure to serve those customers), LNG services agreements, knowledge of local state, federal and regulatory requirements for siting and operation of LNG facilities throughout the entire value chain.   
  • Preferred with direct experience leading cross functional project teams, originating and negotiating LNG off take arrangements, and undertaking financial analysis of identified opportunities.
