TITLE:  Manager FERC & NERC Compliance

POSITION CONCEPT

The position is responsible for the coordination of Tampa Electric Company’s (TEC) FERC Open Access and other compliance programs, as assigned, serves as the regulatory liaison for the NERC compliance programs, and manages the Federal Energy Regulatory Compliance program, including development, communication and implementation of compliance procedures.

 

PRIMARY DUTIES AND RESPONSIBILITIES

  1. Serves as regulatory liaison for NERC compliance programs, including assistance in developing, coordinating and implementing all aspects of those programs.  Works closely with the NERC compliance program managers and provides support and reviews to determine compliance. (20%)
  2. Responsible for processing of all federal regulatory compliance issues, including tracking, meeting deadlines, communications with NERC, SERC and FPSC audit and enforcement staff, storage of documentation, holding review meetings, drafting responses, notifying affected employees and officers, data freeze notifications and coordination with the Legal Department, settlement requests, ensuring authorizations for submission of mitigation plans, meeting reporting and mitigation plan requirements and completing issue closure requirements. (10%)
  3. Coordinates preparations and submittals for all federal regulatory compliance audits and enforcement reviews. (10%)
  4. Manages Federal Energy Regulatory Compliance oversight activities, including development, communication and implementation of compliance procedures. (10%)
  5. Performs regulatory analyses on new regulations as assigned and facilitates development of policy positions within the company and in coordination with outside groups, as appropriate, including other utilities. (10%)
  6. Develops, implements and documents the procedures for the FERC Open Access and other compliance programs, as assigned, which includes compliance with the provisions of TEC’s transmission tariff, relevant business practices standards and the standards of conduct that govern internal information restrictions for wholesale marketing employees. (10%)
  7. Ensures ongoing compliance with the FERC Open Access and other compliance programs, as assigned, including ongoing training, communications, periodic self-audits, and monitoring. Works closely with legal counsel, Compliance Program Administrator, and Regulatory Compliance Officer. Responsible for addressing employee compliance questions on an ongoing basis. (10%)

 

  1. May manage a corporate staff in areas of salary administration, job performance, work assignments, and staff development aimed at performing increasingly complex tasks and assignments. (10%)
  2. Manage FERC rate cases, audits, annual true-up processes, and market-power screen analyses for periodic FERC market-based rate reauthorizations, etc. for TEC to achieve desired results. (10%)

 

 

SUPERVISION

Direct Supervision:      May supervise Regulatory Compliance Analyst

Indirect SupervisionProvides oversight to several Tampa Electric workgroups on ongoing compliance tasks. Provides direction for assignments given to legal counsel.

 

RELATIONSHIPS

Internal:             Interacts with all levels of employees on regulatory/compliance matters. Internal interaction includes training and communications with all management employees of Tampa Electric and Emera, and many Peoples Gas employees.

 

External:            External interaction includes legal counsel, EEI, FRCC, SERC, NERC, NATF, FERC and other utilities.

 

QUALIFICATIONS

Education

Required:           Bachelor’s Degree from an accredited institution in a related field of study.

Experience

Required:         Minimum of eight years of direct experience in transmission open access or NERC/SERC reliability standard related functions and related compliance matters or other related regulatory or business experience.

Supervisory Experience

Preferred:          Previous supervisory experience

 

Knowledge/SKILLS/ABILITIES (KSA)

Required:           Extensive knowledge of FERC orders and associated compliance matters, with a focus upon mandatory reliability standards. Demonstrates the ability to work independently with only general guidance to complete complex compliance duties requiring independent judgment and the interpretation of policies and procedures. Must be proficient in Excel, Word, PowerPoint, SharePoint and other PC-based software.
