The Gas Design Project Manager (GDPM) supports PGS distribution system construction and maintenance projects. The GDPM creates, initiates, and/or processes work requests in PowerPlant and other Work Management systems (WMS), determines customer requirements, prepares piping system designs, cost estimates and feasibility analysis, interacts and coordinates with municipalities, FDOT, and others in maintaining and optimizing system integrity due to municipal improvements and system expansions, makes use of and updates the GIS and CRM-CIS systems, obtains necessary governmental permits and coordinates activities with all involved PGS departments and/or technicians to ensure the successful scheduling and completion of projects to achieve a high level of customer satisfaction.
DUTIES AND RESPONSIBILITIES (D&R)
- Meets with internal and external customers and/or their agents (“customers”) to conduct needs and feasibility assessments on new construction projects and load additions, and to determine the schedule and required completion dates (“targeted schedule dates”) of different construction phases. Represents customers in construction update meetings with various PGS departments, municipalities, FDOT, and others.
- Manages communication with all involved entities concerning any upgrades in the construction schedule or other changes with potential impact, documenting updates through letters and emails, as necessary.
- Coordinates the construction activities between all the departments involved in the facility installation process within PGS.
- Creates and/or processes Work Order (WO) and Construction requests in PowerPlant and/or a Work Management system.
- Performs feasibility and load analysis to determine the most efficient, economical and reliable solutions for customers and the PGS distribution system. Estimates the gas loads and pressure delivery for customers and determines actual or proposed field measurements. Models these conditions in the appropriate software applications (Synergi/Stoner) to determine optimal system design to meet customers’ needs while ensuring all results are in compliance with system integrity and respective regulatory requirements.
- Uses PGS’s geographical information system (GIS) and other CAD software packages to draw the proposed and existing gas distribution facilities (company assets), as well as maintains, updates, and optimizes the GIS platform in conformance to company standards, and federal and state guidelines.
- Produces, coordinates, and/or oversees the production of construction plans, easement agreements, and right-of-way permit drawings for Distribution Operations, Real Estate and/or Contractors:
- Verifies locations of PGS’s existing and proposed facilities and any third parties’ infrastructures (water, sewer, storm, electric, telephone, and cable lines) are adequately identified on the construction prints, and all installation specifications are captured.
- Based on the scope of construction and company safety standards, determines necessity and scale of the Maintenance-of-Traffic (MOT) plan that Distribution Operations and/or contractors will need for completing work in the right-of-way.
- Produce construction cost estimates (including labor, materials, and equipment) and obtains/calculates projected revenue (MACC or SPM) as needed. Determines and communicates the need for Construction Deposits and/or Contribution-in-Aid-of-Construction (CIAC) charges based on PGS revenue shortage/excess costs in the following situations:
- Estimates PGS construction costs relative to the projected PGS revenue for the project.
- Tracks and reviews Construction Deposit activity as prescribed within tariff guidelines.
- In support of Sarbanes-Oxley compliance, review financial data in PowerPlant related to Engineering, Field Construction and Operations construction and maintenance activities. Verifies activities are coded to the correct classification and charged to the appropriate accounts (Capital vs. O&M). Assist in the preparation of annual Capital and O&M budgets with its correspondent development of monthly forecasts.
- Monitors, reviews, and processes contractor’s contracts for Engineering, Construction, Mapping, and other activities inclusive of bid packages, purchase requisition, material worksheets, invoices (inclusive of validation and reconciliation), As-builts, GPS data points, etc., necessary in the satisfactory completion of said projects in support of Capital and O&M activities.
- Analyses, plans, designs, coordinates, and secures permitting for municipal road relocations, building facility design plans, distribution system improvements, and main system replacements in conjunction and coordination with the FDOT, municipalities, other utilities and contractors. Identifies/indicates any physical and economic impacts to the PGS gas distribution and transmission facilities and/or other assets, designing and coordinating any associated relocations of the same facilities as necessary in order to maintain the integrity of the system.
- Provides engineering and coordination for: large master-planned, multiple parcel residential developments with multi-year coordination; and commercial development projects including shopping malls, large retail, industrial, CNG, schools and hospital facilities. Oversight during construction as well for municipla/FDOT projects, major relocations, and projects $500,000 or less
- Routinely provides project leadership on all levels of new construction and specified internal projects. Manages and prioritizes multiple engineering/construction projects, obtaining the necessary authorization for project expenditures, and effectively identifying and resolving routine to moderately complex issues as they pertain to the project management role.
- Performs in a leadership role with regard to local department and team development efforts by participating in complex technical/procedural studies and reporting the results to management to implement change. May be required to represent PGS in front of governmental and regulatory agencies such as Permitting bodies and Public Service Commission. Performs system load analysis and makes recommendations as to the most efficient, economical, and reliable solutions to maintain and/or expand the natural gas transmission and distribution system network as part of the strategic system planning while maintaining and preserving its safety and integrity in compliance with Federal, State, Local, and Company codes, standards, and guidelines.
- Serves as team lead and can cover all aspects related to the GDT I/II duties and responsibilities when needed.
- Mentors less experienced GDT I/II; Trains other departments on various aspects of processes and procedures.
- Manages and acts as single point of contact for FDOT, County, & City relocation (municipal) projects, including distribution to, oversight of and follow-up with GDT I/II techs for Greenline and RGB markup of municipal improvement plans. Will be the responsible person executing utility relocation schedules (URS) / utility work schedules (UWS) related to municipal relocations.
- Represent PGS at assigned local municipal Emergency Operations Center (EOC) trainings, meetings and storm response activities, within business and outside of business hours, as necessary.
EDUCATION/LICENSES/CERTIFICATIONS
Required: Associate degree in a related field from an accredited college/university is required. Related fields include disciplines such as engineering, Construction Management, Architecture, Applied Sciences, or Business Administration. Florida Driver License with a safe driving record.
Preferred: Bachelor’s degree, in a related field from an accredited college/university is desirable. Florida Underground Utilities Contractor license, and/or Fuel Transmission and Distribution Lines Certificate of Competency. Maintenance of Traffic MOT (ATSSA) certification.
EXPERIENCE
Required: A minimum of seven (7) years of work experience in progressively more complex technical assignments, directly related to the Duties and Responsibilities of this position and the items described in the Knowledge, Skills and Ability section is required. Knowledge of municipal and/or FDOT project coordination, processes, procedures, and requirements.
Preferred: A minimum of three (3) years as a GDT

Required: Demonstrated and sustained above expected performance as a GDT or equivalent role with a utility, along with the ability and potential for assuming greater responsibility. Demonstrated strong project leadership, training and communication skills and the ability to lead projects of increasing complexity and diversity. Obtains, demonstrates and maintains adequate level of knowledge regarding natural gas quality issues and industry in general. Must successfully manage multiple projects simultaneously and have the ability to quickly redirect focus for changing priorities as needed
Preferred: In-depth knowledge and prior application of project management principles in a gas utility environment

WORKING CONDITIONS
Work hours consist of a minimum of 8-hours per day Monday through Friday. Some overtime is required to meet Customer deadlines and storm response. Working conditions are both indoors and outdoors in varying weather conditions. The level of stress is moderate to heavy depending upon the level of interaction with customers and governmental agencies.
PHYSICAL DEMANDS/REQUIREMENTS
Physical demand requirements include working in field conditions, walking in rough terrain, lifting objects up to 50 lbs., and wearing appropriate Personal Protective Equipment in an 8-hour day.
The successful applicant will be required to take and pass a Baseline Medical Examination as part of the pre-employment screening once an offer has been accepted. A pre-employment drug screening, as well as a background check (including education, employment, criminal and motor vehicle) will also be conducted as part of the pre-employment screening.
