POSITION CONCEPT:

This position is responsible for the support, administration, configuration, data administration, enhancement, and testing of GIS (Geographic Information System) systems and related applications used by Peoples Gas System.   Work includes quality assurance and quality control (QA/QC) of GIS and mapping data to ensure that as-built information from the field, pipeline network continuity and integrity, equipment identifiers, equipment attributes, and spatial information is correct and up to date. Work also includes maintenance and updates to land base information on the GIS. The position works closely with end-users and IT technical staff to analyze, design, build, and produce maps, queries, and reports from the GIS in support of efficient operations and effective decision-making.

 

DUTIES AND RESPONSIBILITIES:

  • Utilize GIS and drafting skills and principles to update and maintain the land base which is the geographic background for the natural gas pipeline network contained within the GIS.   This involves importing and interpreting CAD and GIS files from outside agencies, performing cleanup of some information to ensure conformity to company requirements and standards, plus some re-drafting of land base information.
  • Utilize GIS and drafting skills and principles to create, revise, maintain, and archive drawings, maps, documents, and GIS data while adhering to standards, procedures, and company guidelines.   Read and understand work request, blueprints, and field sketches to create or make changes to associated drawings, maps, and GIS data.
  • Perform quality assurance and quality control (QA/QC) of GIS and mapping data to ensure data integrity, accuracy, and timeliness and to ensure adherence to mapping standards.   This includes QA/QC of construction prints and as-built information, map products, GPS data points, and reports and queries generated from GIS.   This also includes operating the GIS to make corrections and additions.
  • Assist users with understanding data and information provided by the GIS.   This includes assisting users with creating and producing maps, displays, reports, and queries.
  • Operate, maintain, support, troubleshoot, and resolve problems related to GIS software, data, plotters, printers, and related hardware in coordination with IT staff.
  • Assist in providing consultation, formal and informal training, documentation, and job aids in support of end-users’ utilization of GIS systems to effectively plan, design, operate, maintain, and construct the natural gas transmission and distribution pipeline network system – utility plant and facilities.   This includes assisting users with learning and using the GIS.
  • Participate in efforts to design, specify, recommend, build, test, and produce maps, displays, reports, and queries to meet end-user’s business requirements.
  • Participate in efforts to evaluate, re-engineer, design, recommend, justify, implement, and document business processes, procedures, and workflows related to GIS and mapping activities in order to ensure effective fulfillment of end-users’ business requirements.
  • Assist in efforts to design, specify, recommend, and test enhancements, upgrades, future system requirements, new software, and databases related to GIS and mapping.
  • May be required to obtain, validate, and confirm through field visits the accuracy of GPS data for QA/QC
  • Maintains and updates the Company’s GIS system to meet company, state, and federal guidelines and compliance regulations by entering pipeline information and locations into GIS from as-built work order system and proposed sketches.
  • Provides basic mapping, design, drafting, and plotting services.
  • Provide assistance to GDD Technicians and Project Managers in the marking and submittal of road improvement plans for municipalities and the FDOT. (10%)
  • Communicates with engineering and architectural firms, as well as local and state agencies to provide assistance with infrastructure, environmental and regulatory impacts to the gas distribution and transmission pipeline network system.

 

EDUCATION, (LICENSES AND CERTIFICATIONS):
(Degree must be in accordance with TECO’s education policy)

Required: Minimum of a High School Diploma or equivalent certificate is required

Licenses/Certifications

Required: Valid Florida State Driver License and safe driving record.

Preferred: GIS Certification

 

EXPERIENCE:

Required: Minimum of four (4) years of work experience related to the Duties and Responsibilities of this position is required.   Related experience consists of work related to the items described in the Knowledge, Skills and Ability section.

Appropriate college degrees may be considered in lieu of some work experience. Appropriate degrees include disciplines such as Geography, GIS, and Drafting.

 

KNOWLEDGE/SKILLS/ABILITIES:

Required:

  • Must be knowledgeable in CAD for drafting purposes as well as computerized database systems.
  • Must have practical knowledge of basic drafting principles and GIS systems.  
  • Knowledgeable in the use of Customer Information Systems (CIS) and other related databases as a tool in system design and modeling.  
  • Proficient in at least one related software application such as: Utility Center, Intergraph G/Technology, ESRI ArcInfo, AutoCAD, MicroStation, or other similar systems.

Preferred:

  • Experience with PGS’ geographical information systems (GIS), editing all specifications in GIS, such as the correct gas mains connectivity, and resolving any identified errors in GIS.
