This is a multi-level position within the levels of Associate Engineer & higher and the salary range for this position varies and is commensurate with skills, experience, and education.

 

 

WORKING CONDITIONS & PHYSICAL DEMANDS/ REQUIREMENTS

Overtime work as needed.  Frequent outdoor exposure to construction activity and remote areas during project evaluation and routing.  Must be willing & able to work inside and outside for extended periods of time.

 

POSITION CONCEPT

Our Engineer – Pipeline Integrity is a technical position that is responsible for Transmission and Distribution evaluations and risk assessments related to integrity management of the PGS natural gas system. The position works under limited supervision; independently evaluates, selects and applies standard techniques, procedures and criteria in carrying out engineering tasks; uses judgment in scheduling/coordinating/managing projects; prepares engineering analyses, writes specifications and reports on an independent basis to provide technical support for the implementation of the company’s Transmission Integrity Management Program (TIMP) requirements.

 

PRIMARY DUTIES AND RESPONSIBILITIES

1.       Support all aspects of the PGS Transmission Integrity Management Program

a.      Ensures compliance with PHMSA TIMP related requirements

b.      Analyze transmission pipeline data - identify High Consequence Areas, identify pipeline threats, prepare pre-assessment data, select appropriate assessment methods; Prepare excavation plans and technical exhibits to assist in permit acquisition for field assessment activities;  Review and integrate assessment data, perform technical analysis to evaluate pipeline condition, root cause analysis, and fitness for service, recommend reassessment intervals, and draft written post-assessment reports.

c.      Analyze assessment data. Prepare remediation plans and schedule and identify other pertinent risk reduction measures.

d.       Document all aspects of transmission pipeline integrity management plan activities; Organize and maintain pipeline data, assessment reports, technical documentation, procedures, and the basis for all TIMP decisions; Perform written plan updates and initiate plan changes as needed to maintain code compliance; Organize supporting documentation and plan for regulatory audits.

e.      Coordinate with and/or manage contractors performing transmission pipeline integrity field activities, evaluate vendor submittals, recommend vendor selections and monitors work quality.

2.       Support the Distribution Integrity Management Program

a.       Analyze leak data, identify threats and analyze risk.

b.       Conduct engineering analysis for material failures to determine root cause.

c.       Assist in developing action plans to mitigate risk.

3.       Budgetary preparation responsibilities for TIMP assessment budget and tracking, monitoring, and reporting of assessment budget. Responsible for processing invoices and accruals.

 

QUALIFICATIONS

*Candidates may qualify in this multi-graded position as an Associate Engineer or higher level based upon skills, experience and education. Consideration for higher level position will require more experience directly related to the duties of the job in addition to meeting more of the preferred qualifications and requires more independent judgment, accountability and oversight, leadership and/or subject matter expertise in performance of this position.

Education & Licenses/Certifications

Required:           

  • Bachelor’s Degree in Engineering from an EAC/ABET accredited college/university.

  • Current/valid Driver License with a good driving record.

Preferred:          

  • Bachelor’s Degree in Civil or Mechanical Engineering from an EAC/ABET accredited college/university preferred.

  • Advanced level degree from an accredited college in accordance with TECO Education policy.

  • Fundamentals of Engineering (FE) certificate

  • Professional Engineer (PE) License; Florida PE License highly preferred

  • Project Management certification (PMP).

Experience, Knowledge/Skills/Abilities (KSA)

 Required:           

  • Knowledge of engineering procedures

  • Strong attention to detail, good planning skills, ability to problem solve and to analyze problems logically, good written/verbal communication skills, ability to work in a team environment and a heightened awareness for safety is required.

Preferred:          

  • Experience in the natural gas industry

  • Co-op experience & TECO Co-op experience

  • Engineering work experience directly related to the areas of responsibilities in the natural gas industry

  • Knowledge and experience in AutoCAD, MicroStation and/or ArcGIS.

  • Additional years of Engineering experience, direct and/or related to the Duties & Responsibilities of this position, as outlined in the Company’s Engineer Career Path, Administrative Policy 2.13

Knowledge/Skills/Abilities (KSA)

Required:           Organizational and project management skills; Good written and oral communications skills; Knowledge of engineering procedures; Ability to exercise good judgment; Ability and willingness to perform in emergency situations; Ability to read, learn and understand plans and alignment sheets; Basic knowledge of piping design and layout; Ability to become knowledgeable of all relevant federal and state regulations as they pertain to natural gas distribution and transmission; Proficiency in Microsoft Office products

Preferred:          Knowledge of all relevant federal and state regulations as they pertain to natural gas distribution and transmission; Knowledge of piping design and layout, Ability to recommend alternatives in real-time on job sites as needed; Knowledge of Microsoft Project
