Develop and/or maintain models and tables associated with the Distribution ToolKit and PSTEW cost estimating tools to ensure accuracy of charges compared to standard rates and regulatory approvals. Assist with the establishment of additional processes for cost controls.  Serve as a Subject Matter Expert (SME) on distribution design cost estimates, to include supporting Capital and O&M projects greater than $500k, requiring a Project Scope Analysis. Act as a Lead by providing technical and cost control guidance and mentoring to Distribution Design Technicians/Engineers and engineering consultants (“Distribution Engineering”) in the all service areas and capital specific departments.



  • Develop, implement and maintain Distribution ToolKit and PSTEW cost estimating tools.  Create/maintain financial models and tables using appropriate data gathering techniques.  Utilize financial models to respond to frequent request for assistance to Distribution Engineering and ED management
  • Provide technical and analytical support to service area Distribution Engineering with determining the most economical distribution system
  • Serve as SME in verifying Work Request activities are correctly coded, estimated and charged to the appropriate accounts for Capital and O&M projects
  • Assist Distribution Engineering in producing cost estimates (including labor, materials, and vehicles) and determining when Cost in Aide of Construction (CIAC) charges are necessary to ensure consistency across service areas
  • Review and approve all CIAC charges and Cost Estimate Summaries submitted by Distribution Engineering for accuracy and completeness
  • Prepare budget/forecast/actual report summaries for Electric Delivery (ED), Regulatory, etc. Develop O&M and/or Capital budgets, forecasts, reporting and analysis.  Work with the business unit’s technical staff to ensure accuracy, i.e. ED Standards
  • Review and recommend changes to the administrative policies to enhance cost controls



Indirect Supervision:   Act as a lead by providing guidance, mentoring, and cost estimating approval to the service areas’ Distribution Engineering staff, and may assume supervisory duties and responsibilities of same in absence of the DDT Supervisor


Degree must be in accordance with TECO’s education policy

Required:  Minimum of a High School Diploma or GED. Valid Florida State driver’s license and safe driving record

Preferred:  College Degree in relevant field from an accredited college/university or technical certification



Required:  Minimum of 7 years of related work experience is required; Experience must include a minimum of 2 years of: designing and managing large complex projects,  routinely providing project leadership on all levels of and specified projects,  or performing in a leadership role by participating in complex technical/procedural studies and contributing to the implementation of change. 

                             Relevant College Degree may substitute for up to (3) years of the required work experience.                                                                                                                  Preferred: Experience managing large Capital projects in excess of $500K; Direct experience in Service Area with knowledge of local system and critical customers; Experience with PSTEW. Prefer experience with new construction projects. 



Required:  Sustained above expected performance as a Distribution Design Technician.  Strong analytical skills, understanding of cost estimation concepts and the application of the DE Toolkit Demonstrated effective leadership and team skills: able to plan and perform work independently, while adapting work according to changing priorities in a fast-paced environment; advanced technical skill and knowledge of functional area of work with the ability to effectively adapt standard techniques, processes, and procedures as needed; apply strong judgement and demonstrate initiative in developing solutions to complex or recurring issues. Strong computer application skills including: DE ToolKit, WorkPro, Microsoft Office and Excel.

Work in a fast paced, sometimes stressful environment, with occasional overtime to meet customer deadlines. Working conditions are both indoors and outdoors in varying weather conditions. This position is in an operating environment, compliance with Tampa Electric and OSHA safety will be required.



May be required to work in field conditions near energized electrical equipment, walk in rough terrain while wearing Fire Resistant clothing and Personal Protective Equipment as required per the Safe Work Practices Manual.



The successful applicant will be required to take and pass a Baseline Medical Examination as part of the pre-employment screening once an offer has been accepted.
