The Director, Capital and Work Management (CWM) provides strategic oversight and management of strategic capital planning, governance, budgeting, scheduling, and execution monitoring and reporting for all capital projects. The role is also responsible to maintain and advance PGS’s long-term capital plan including the annual refresh of the PGS Integrated Resource Plan (IRP). The role includes close collaboration with PGS functional areas to establish strategic capital investment priorities and prioritization and with Engineering and Construction, Operations and other functional areas as they execute and implement capital projects to ensure proper governance, oversight and reporting.
The Director will foster a highly collaborative and flexible environment with key stakeholders, leading a collection of diverse and experienced technical resources. The director is responsible for the overall improvement of processes and procedures, eliminating bottlenecks and streamlining performance across the organization, which to optimize and increase speed and quality of delivery. By standardizing best practices across the organization, the CWM team is expected to enable uniformity of internal and external service and natural gas product delivery, along with tight, end-to-end customer experiences.
PRIMARY DUTIES AND RESPONSIBILITIES
- Overall responsibility for the PGS capital governance process including strategic capital planning and prioritization (including the IRP), strategic portfolio budgeting and forecasting, capital governance and execution monitoring and reporting.
- Work with functional areas and the finance team to continuously monitor capital execution, identify variances and related business drivers, provide advice on required course correction and report progress.
- Manage process optimization for enterprise capital management, capital financial performance and governance.
- Working with other PGS functional areas, lead the annual capital planning process, PGS IRP process and capital budgeting process.
- Work with PGS functional areas, PGS Supply Chain to update, manage and execute the capital work 8, 4 and 2-week capital work plans for Engineering and Construction. This includes ensuring adequate resources, execution performance, reporting and general management of work.
- Plan and deliver end-to-end solutions to improve the effectiveness and efficiency of capital management business processes.
- Working with key business partners to plan, manage overall governance of projects, from initial approval, planning through implementation. Setting project scope, priorities, deadlines, and deliverable schedules.
- Facilitate discussions and consensus among various business and project stakeholders such as key business users, project sponsors, and leadership.
- Work with the Execution Leadership Team to establish the PGS capital investment strategy, communicate the overall PGS capital strategy and provide guidance to business partners to assist in identifying needed support, project prioritization, expenditures and funding while establishing business objectives and managing expectations.
- Meet regularly with business partners to understand the strength and weaknesses of their operations to determine opportunities to improve processes and functions. Communicate recommendations of new improvements to business processes.
- Actively seek opportunities to optimize and advance business goals and collaborate to provide innovative ideas.
- Oversee active projects to ensure appropriate resource utilization and achievement of project objectives for cost, quality, and timeliness.
- Participate in the preparation and management of department operating and capital budgets. Forecast and manage expenditures within approved budget guidelines and prepare variance reports when needed.
SUPERVISION
Direct Supervision: Direct management of functional and/or technical personnel.
Indirect Supervision: Oversee contract employees, as required.
EDUCATION
Required: Bachelor’s degree in Business, Engineering, or related field required.
Preferred: Advanced degree in Business Administration, Engineering (PE), Project Management or related field desired.
EXPERIENCE
Required: 15 years progressive responsibility within capital and asset management including budgeting, engineering, and construction processes.
KNOWLEDGE/SKILLS/ABILITIES (KSA)
Required: Demonstrated ability to champion a clear vision for industry best practices, process optimization and associated performance plans that will support business unit processes. Strong interpersonal skills with ability to interact with business partners, team members and senior management. Time management skills and multi-tasking capabilities. Expert verbal, written, organizational, analytical and presentation skills. Demonstrated ability leading teams in support of business process analysis efforts and educating others in the proper application of tools and techniques. Demonstrated ability to independently conduct interviews with management and other department leaders and distinguish between business needs and requests. Proficient knowledge of defined business processes. Working knowledge of various business software applications and hardware technologies. Understands project plans and is able to clearly articulate roles, project goals, and timelines. Understanding of the components of running a fiscally successful project. Expertise with the Microsoft Office suite. Proficient with Microsoft Project.
