POSITION CONCEPT
The Coordinator, Construction Services serves as the administrator, project manager, liaison and single point of responsibility and contact for all Tampa Electric Company’s (TEC) planning, engineering and construction activities related to road and other public construction projects by governmental agencies or private representatives within TEC’s service territory.
Leads TEC project teams involving engineering, planning, and operating departments, assigning projects to those involved and providing leadership on Right-of-Way (ROW) matters pertaining to the project. Negotiates agreements related to the occupation of public ROW on behalf of TEC and represents the interest of TEC in State, District, and local utility liaison organizations.
PRIMARY DUTIES AND RESPONSIBILITIES
- Serves as a project manager for the liaison, negotiation, coordination and relocation planning for State, County and City governmental agencies' projects within TEC’s service territory related to road construction, communication and Traffic Interconnect Cable, Tampa-Hillsborough Expressway Authority, Turnpike Enterprise, Department of Public Works, Force Mains, Sanitary Sewer, Water and Reclaimed Water.
- Attends and participates in pre-design, design, pre-bid, pre-construction and construction conferences as spokesperson to present TEC’s construction plans in coordination with the project plans of the governmental agencies and other utilities involved.
- For each project, accepts responsibility for meeting all legal requirements of the city, county, state and federal governments, as well as, compliance with TEC’s franchise or agreement for the governmental agency.
- Actively responsible as the inter-departmental central point-of-contact at TEC regarding governmental construction projects. Leads meetings involving planning, engineering, and operating departments to assure engineering plans and concerns of each department are identified, represented and addressed.
- Coordinates ROW and construction plans for each project with all involved departments, establishing communications, and maintaining documentation.
- Determines timetable requirements for each involved department to adhere to the governmental agency's project deadline.
- Ensures adherence by the TEC departments to the Governmental Rules, Regulations, Ordinances and Directives for each of the governmental projects. As the project intermediary, communicates any needs or concerns between TEC and the governmental agencies, consulting engineering firms, contractors or TEC joint use companies on governmental road construction projects.
- Presents governmental agencies with one comprehensive plan for TEC’s proposed response and construction.
- Investigates the status of TEC's occupation of the public right-of-way to locate areas of compensable interest to TEC.
- Formulates facility relocation schedules with each TEC involved department, initiating, negotiating and administering of agreements for projects with areas or items of compensable interest to TEC.
- Negotiates the terms and conditions for occupation of TEC’s facilities on public right-of-way or easement areas within the scope of the project. Acquires all necessary data to obtain reimbursement on governmental agency projects.
- Ensures that TEC construction limitations are addressed by the governmental agencies or their representatives when they are acquiring permits for construction in areas such as wetlands, navigable waters and drainage areas for road projects. Offers alternative technical solutions to reduce or eliminate problematic construction issues in those areas.
- Monitors FDOT proposed policies, rules and laws, and recommends or negotiates changes where such policies, rules or laws could adversely affect TEC. Also communicates to the involved TEC departments any governmental agency policy changes that impact TEC's facilities, obtaining management approval of negotiated terms. Works closely with the Legal Department on verbiage in contract agreements and seeks interpretation of laws affecting TEC’s occupation of right-of-way.
- Work closely with Financial Planning Department to ensure all financials are captured within the scope. Responsible for the organization of necessary meetings with all TEC departments involved throughout the PSA process.
- Formulates all the pertinent data for the completion of governmental agency documents that are required for each project as set forth by law. Some of the required governmental documents include the Utility Estimate Summary sheets, Utility Billing sheets, Relocation Schedules, Exception/Variance Reports governmental permits, documentation of plans and any reimbursable agreements.
- Actively participates in cross-training with peers in the liaison-related positions of the Construction Services department. The training opportunities are necessary in order for liaison activities to be performed efficiently and effectively with limited human resources.
- Participates on State task teams representing the State Utility Industry when proposed changes clearly affect TEC’s occupation of the state right-of-way.
SUPERVISION
No direct supervisory responsibility. Oversee the activities of FDOT, Counties, and Cities Liaison and Permitting within the scope of the projects.
RELATIONSHIPS
Internal: Works closely with all TEC departments that are involved with transmission and distribution planning, engineering, substation engineering, construction, and maintenance, including Building Services and Real Estate. Also works with the Legal Department on the wording of governmental agreements.
External: Maintains active working relationships with other utilities and governmental agencies, and their engineering consultants both directly and through active memberships in outside organizations such as Greater Tampa Utility Group, Pinellas County Utility Group, Polk County Utility Group, Florida District I and VII Liaison Committee, Florida Utilities Coordinating Committee, and American Society of Highway Engineers. Maintains close relationships with City, County, State, Railroad, Federal Aviation Administration, Telecommunication companies, and Cable Television joint use, liaison and engineering sections.

LEVEL 1 – COORDINATOR CONSTRUCTION SERVICES I
Handles moderately complex assignments independently. Consults and communicates with Coordinator II or Supervisor for guidance and/or recommendations on projects with more complex components.
QUALIFICATIONS
Education
Required: High School Diploma or GED
Preferred: Associates or Bachelor’s Degree from an ABET accredited college/university
Licenses/Certifications
Preferred: Any Governmental Certifications related to Contract Administration, Construction Planning and/or Operations, and Governmental Administration/Permitting and MOT.
Related Experience
Required: Minimum of eight years of work experience in progressively more complex assignments related to the Duties & Responsibilities of this position is required. Related Experience consists of Project Management, Contract Administration, Construction Planning and/or Operations, and Governmental Administration/Permitting.
College degree will be considered in lieu of up to 6 years of direct/related experience
Preferred: Experience in Planning and Operations or Contracts Administration in an electric utility or relevant government agency, such as the FDOT is preferred.

Required: Demonstrated Project leadership skills; Strong organizational, planning and communication skills.
Preferred: Knowledge and understanding of public rights-of-way and negotiation skills preferred.
LEVEL 2 – COORDINATOR CONSTRUCTION SERVICES II
Within scope of authority, functions independently, competently handling assignments of a diverse and complex nature.
ADDITIONAL DUTIES & RESPONSIBILITIES
- Manages large, long-term road widening projects
- Participating member of at least two Governmental Committees related to the job duties
ADDITIONAL QUALIFICATIONS
Direct Experience
Required: A minimum of two years effectively performing the duties and responsibilities of Level 1 Coordinator Construction Services with demonstrated independence, sustaining above expected performance and proving the ability to assume greater responsibility.
Knowledge/Skills/Abilities (KSA)
Required: Demonstrated strong project leadership, team and negotiation skills. Must understand, with superior knowledge, right-of-way use and regulations to include FDOT, county, state and city requirements, and be well versed in writing relocation schedules and agreements.
