Provide business planning support to successfully operate the transmission department in a changing environment.  With direction from the Manager, develop annual and multi-year operations budgets and forecasts.  This includes supporting the development of the annual operations budgets and business plan processes; communication to team members regarding financial matters, cost management and areas for improvement.  Provide financial support and a business perspective to assist the overall operations of the company including all business segments, corporate departments, and senior management. Track and manage financial transactions including purchase requisitions (PR), purchase orders (PO), and invoices for both Transmission Engineering and Transmission Operations.

 

PRIMARY DUTIES AND RESPONSIBILITIES
 

Budgeting and Forecasting 15%
•    Independently prepare annual departmental budget, accruals, and monthly reforecasts, including revenues, O&M, and capital.  Support Manager and Accounting Department in development of departmental financial statement budgets, including income statement, balance sheet and cash flows. Support Manager in production of multi-year forecasts and long-term planning efforts.  Support the development of the ten-year forecast.

 

Cost Control 60%
•    Work closely with operations management on cost tracking and cost management efforts. This includes creating and tracking purchase requisitions, tracking purchase orders, and processing departmental invoices. Provide financial analysis support to all business units, corporate departments, and senior management. Create and maintain financial models and business intelligence tools using appropriate data gathering techniques to assist department managers with operational decisions.

 

Variance Analysis and Reporting 15%
•    Independently prepare monthly budget/forecast/actual variance analysis reports, month-end financial results package (including earnings reconciliation), along with other operational/efficiency reports.  Analyze results and prepare events analysis summary and monthly variance explanations.  Work closely with the business units’ operations staff to ensure accuracy.
•    Prepare charts, graphs or summaries as needed to support analysis and presentation of results and forecasts. Perform a variety of economic evaluation and planning duties to support acquisition activities, corporate planning, and quality control of justification for capital expenditures.

 

Business Area Communications 10%
•    Communicate to team members regarding financial matters, cost management and areas for improvement. Conduct problem solving activities and identify profit and cost control opportunities along with other accounting related activities.
•    Provide training to key department team members to understand financial policies, processes, and procedures sufficiently to effectively manage the financial aspects of their work.

 

Company O&M, Capital and other income statement and balance sheet components 10%
•    Assist the company in its accumulation and decision-making related to all O&M, Capital and other income statement and balance sheet components, such as Other Operating Revenue, Below-The-Line transactions, inventory levels, and the level of payables and accruals.

Key Internal:      Officers and senior management; operating areas; Regulatory Affairs; Business Strategy; key company departments such as Asset Management and Procurement; TSI finance team, Corporate Accounting, Tax and Treasury.  
Key External:     Vendors, customers, regulators, and government agencies 

 

QUALIFICATIONS
Education
Required:    Bachelor’s Degree in Accounting or related financial field from a regionally accredited college/university. May consider an equivalent of four years related financial work experience in lieu of the degree in addition to the requirements below.

 

Related Experience
Required:    Minimum of five years of accounting/financial experience; Experience with Microsoft Excel and SAP
Preferred     Experience with software/systems such as PowerPlant and work management 

 

Knowledge/Skills/Abilities (KSAs)
Required:    Strong knowledge and abilities related to cost control, financial and metric analysis, profitability and process improvements and skill to translate into courses of action. Strong analytical, written, and oral communication skills and proficiency with Microsoft Excel and PowerPoint. Possess strong attention to detail.  Must be flexible and able to work in a fast-paced, sometimes stressful environment.  Effectively exercise judgement while working independently and effectively coordinating multiple projects simultaneously. Ability to perform its assigned duties independently, often fulfilling responsibilities held by the Manager.
Preferred     General knowledge of utility operations, utility accounting and regulatory practices preferred.
