POSITION CONCEPT:
This position serves as a technical employee in the area of plant operations. The individual provides engineering and technical support to improve the reliability and availability of the generating units while reducing overall costs. In this position, the engineer reports to the Manager of Operations, Big Bend Station. The individual in this position is responsible for engineering, operations, and fuel management support at Big Bend Station. It also includes plant safety, efficiency, reliability, environmental compliance, and cost effectiveness. This position is held by an engineer with extensive demonstrated experience in coal operations, natural gas combined cycle operation, and FGD operations.
DUTIES AND RESPONSIBILITIES:
1. Operations:
- Ensure that the new and existing facilities at Big Bend Station are operated in a safe, efficient, reliable, cost effective and environmentally acceptable manner.
- Select fuels and specify/recommend their operating parameters in the units for optimum production of electricity and environmental compliance.
- Perform critical system identification, assessment, and develop/implement best practices.
- Verify that current operations procedures/documents are technically correct, consistent, and meet all current requirements, including NERC CIP required documentation.
- Provide leadership in understanding station operating guidelines and compliance.
- Communicate with Grid Operations, Operations, Generation Planning and Marketing on unit specific availability and performance metrics.
- Provide budget, scope, and planning input for operating activities and improvement projects.
- Act as back-up for Operation Manager when applicable.
- Assist in unit startups, shutdowns, outage planning and input to troubleshoot operating and equipment issues that may arise.
2. Supervision Water & Fuels:
- Supervise and give daily direction to their assigned personnel. Coach and foster an environment of open communication with employees. Conduct regular performance reviews. Utilize company tools to develop employee performance and skills.
- Ensure safe work practices and station safety programs are followed. Ensure Corporate / Department (Energy Supply) / Station Policies are understood and practiced. Maintain and provide leadership toward attainment of company and station goals.
- Manage expenditures within approved O&M budget and capital targets.
- Identify, evaluate, conclude, or recommend improvements to design, construction, and operation of the assigned equipment.
- Develop and maintain a skill training program that provides for the development of W&F personnel to meet the present and future needs of the station.
3. Maintenance and Technical Support
- Review, track, maintain and evaluate plant operating metrics.
- Provide process / operations engineering support.
- Take action to ensure optimum plant performance.
- Create and implement plans to improve station capability, reliability, efficiency, and safety.
4. Communicate effectively with updates on (i) Monthly Generation Availability Data System (GADS), (ii) fuel use, (iii) goals / unit performance (e.g., heat rate, availability, unit operational metrics), and/or any other operating metrics.
5. Foster and develop a team environment with engineering, technical and operating staff.
6. Assist with the development and implementation of operational training, including CCS Progression.
7. Perform any other duties as assigned by the Operations Manager or Station Director.
EDUCATION:
Required: Bachelor of Science Degree in Engineering from an ABET-accredited institution.
Preferred: Master of Science Degree in Engineering, advanced business training and/or MBA from an ABET-accredited institution.
LICENSES/CERTIFICATIONS:
Preferred: Licensed Professional Engineer in the State of Florida.
EXPERIENCE:
Required: Minimum of five years power plant operations.
Preferred: Minimum of ten years power plant operations or natural gas combined cycle/coal fired/FGD power plant operations experience.
KNOWLEDGE/SKILLS/ABILITIES:
Required: Experience in the application of engineering principles, overall systems performance evaluation techniques, optimization methods, and cost analysis to plant issues based on experience in operating power plants.
