Position Concept:

The Operational Systems Manager leads the design, development, implementation, maintenance, and governance of our operational technology (OT) systems portfolio.   This position serves as the subject matter expert for OT systems and develops a clear set of integrated system requirements and design to provide needed system portfolio functionality supporting ES/ED business objectives.  This position works closely with the Energy Supply (ES) IT&T Business Relationship Manager and others in IT&T to coordinate Information Technology, ES system leads, ES departments and corporate projects to deliver the planned system portfolio roadmap.  

 

Primary Duties & Responsibilities

  • Leads ES team members and IT to establish design and architecture for OT systems which follow best practices and most effectively meet current and future business needs.
  • Establish a defined OT portfolio and identify desired improvements.
  • Leads selection and implementation of software packages and services for which in-depth configuration and integration is required; drives substantial interaction with vendor resources.
  • Develops a clear set of current and planned functional requirements for the OT portfolio which supports current and planned business functions and objectives.  These requirements shall establish the basis for development and selection of systems, services, associated projects and shall support the development of a prioritized system portfolio roadmap.
  • Work closely with the IT Business Relationship manager and system leads/managers to develop a prioritized system portfolio roadmap, associated projects including scoping, business analysis, project justification and approval, procurement, project development, execution, management and ongoing maintenance and governance.
  • This position will develop and maintain Master Data Management for the OT portfolio and integrated or dependent systems with particular focused on Asset Hierarchy, Business Intelligence and Analytics and overall system data integration effectiveness.
  • This position will establish a strategy for Business Intelligence and Analysis and supporting technical recommendations for considering corporate and company direction, the ES and AM system portfolio roadmap and overall solution efficiency and effectiveness.
  • Provide subject matter expertise in multiple business areas, including those relevant to projects and application support assignments.
  • Considered a subject matter expert in their technical discipline; mentors and directs junior staff.  Develops and drives standard practices within their team.

 

 QUALIFICATIONS

Education

Required:       Bachelors degree from a regionally accredited university

Preferred:   Bachelor’s degree from a regionally accredited university in Computer Science, Information Systems, Computer Engineering, or Engineering.  Advanced degree in business, engineering and/or information systems.

 

Related Experience

Required:    

  • Minimum of ten (10) years of work experience related to the Duties & Responsibilities of this position is required. Related experience consists of the design, development, implementation, configuration, and application of information technology solutions/systems and/or analytics..

Preferred: 

  • Experience with the application of operational and information technologies in the fields of engineering, maintenance, and/or electric generation, e.g. OSI PI and computer simulation and optimization of engineered systems, etc.
  • Use of Scrum framework and data analytics, data science and business intelligence

 

Knowledge/Skills/Abilities (KSA)

Required:     

  • Ability to lead the architecture, implementation, application and governance of engineering and business computing systems. 

​​​​​​​Preferred:

  • Expertise in relational and multidimensional database schemas, designing and building OLAP (online analytical processing) cubes, applying data mining algorithms, writing queries, and designing reports, aggregating data from multiple sources in an efficient data warehouse to designing enterprise-level solutions for large multidimensional databases. 
  • Ability to design and implement System solutions utilizing MS Power BI, SQL PowerPivot, Report Builder, SSIS, SSAS and SSRS. 

 

WORKING CONDITIONS

This position primarily works in an office environment. Occasionally required to be outside “in the field” for Plant visits in an Industrial Environment. Some travel within the Tampa Electric Service Area is required. On-Call for after hours.
