Provides leadership and strategy for an assigned PGS Florida Gas Operations territory’s natural gas system to ensure safe gas delivery and maximum efficiency to customers and the general public. Establishes a safety culture that ensures all team members utilize safe work practices and that safety awareness among team members is a way of life. Enforces and maintains consistency and standardization in performance practices, ensuring that the established goals for the operating territory are aligned with Florida Gas Operations statewide objectives and company strategy.  Primary job responsibilities include overseeing the operating territory’s performance associated with compliance, meter services, and construction and maintenance of the natural gas distribution/transmission systems. This position has financial budget accountability for the operating territory, accomplished through oversight of various diversely positioned PGS Service Center operating leaders.



  1. Oversee operating territory Service Center leadership who are directly responsible for the daily operations of their assigned PGS Service Center. Daily activities include operational performance and compliance activities (i.e., leak survey program), meter services, contractor management, fleet management, and construction and maintenance of the natural gas distribution/transmission system (distribution, service, and operations).
  2. Ensure compliance with all Federal, State, and local regulations governing natural gas operations. Oversee implementation of appropriate compliance objectives including execution of approved compliance plans; accurate documentation, maintenance schedule adherence, and plant asset management within establish time frames. Ensure effective quality controls are in place and results monitored and acted upon appropriately.  Ensure environmental compliance in all activities.
  3. Manage the operating territory budget, remaining at or below proposed budgets for O & M and Capital expenditures and associated revenues.
  4. Ensure overall operating territory consistency with Florida Gas Operations statewide objectives, incorporating standardized practices, controls, and processes, and utilizing established approved programs to accomplish.
  5. Oversee proper utilization and maintenance of operating territory’s physical assets, such as buildings, material inventory, gas distribution/transmission system, tools and equipment.
  6. Sponsor a productive work environment with qualified and engaged team members committed to fulfilling the objectives of the operating territory and aligned with the company’s Core Values.
  7. Ensure compliance with Safety and Human Resources processes and programs as it relates to the leadership, development, training, selection, engagement, and compensation for all team members.  Provide strategic leadership, partnering with Corporate Human Resources, to successfully negotiate collective bargaining agreements.
  8. Perform other strategic leadership duties as assigned to include overseeing operating territory’s emergency response activities.


Direct:  Service Center Manager and/or Service Center Supervisors/Lead Supervisors
Indirect:  Team of operation non-covered and/or covered team members


Required:  High School Diploma or equivalent (GED) required.
Preferred:  Bachelor’s Degree in Business or related field.


Required:  Valid Florida Driver’s License with an acceptable driving record.                                                                                             




  • More than 10 years of related experience in progressively more complex leadership positions in energy delivery operations within a natural gas or electric utility. 
  • Leadership experience must include demonstrated ability to successfully negotiate critical contracts such as business agreements and/or union collective bargaining agreements; and ability to effectively manage multiple complex operational priorities.

Related operations and leadership experience as described above in a natural gas utility.


In lieu of some experience, a Bachelor’s and minimum 6 years related experience as described above may be considered.

  • Must have demonstrated ability to take leadership action.
  • Must be able to effectively develop business plans and manage financial resources.
  • Must understand regulatory impacts to the utility operations.
  • Excellent communication skills (oral and written) are required, with ability to effectively present information one-on-one and in group settings.



  • Working knowledge of natural gas operations and demonstrated success in managing day to day activities of a natural gas utility operations;
  • Knowledge of the geographical area.

  • Must be available for 24-hour call out, and able to work irregular hours.
  • Frequent travel may be required as necessary.
