Municipal Systems Project Manager


Must be available for 24 hour call-out. Some travel may be required for training, meetings, etc.


Some standing, climbing and walking for extended periods, in or on roof tops, industrial complexes, mechanical rooms, office buildings, while working around chemicals, large operating equipment and busy job sites.

The Municipal Systems Project Manager/Senior Project Manager is responsible for strategically aligning business goals and objectives of the Company with the municipalities currently under contract and potential clients. Responsible for identifying business opportunities;implementing contracts beginning with the bid process and system construction; and maintaining the integrity of the natural gas system once it is operational. In addition, fosters relationships with customers, local governmental entities, contractors, vendors, federal and state agencies, local operational team members, and corporate departments.


The Project Manager is responsible for identifying business opportunities, strategically aligning business goals and objectives of the Company with municipalities. Prepare, organize, gather and review all required documentation with stakeholders related to the safe operation of natural gas system as established by the Florida Public Service Commission. Works under direct supervision.



  • Participate in and manage the safe operation of municipal systems under the guidelines set forth by FERC, State, Local, Company and Industry standards while ensuring all federal, state, and local compliance activities are performed to said specifications and time frames. 
  • Participate in and/or manage drawing and submitting permits to the appropriate agencies, conversions from LP to natural gas, public awareness programs, training of City Officials,and emergency plans. Responsible for fostering a business relationship with municipal entities that align with the Company Strategic Goals and Objectives.
  • Schedule and facilitate pre-construction meetings, field supervise construction activity, maintain asbuilts (which will include material used, GIS points, testing, contractor names, date installed facilities, and physical location), supervise or participate in the updating and delivery of distribution maps to the 8-1-1 system. 
  • Prepare, organize, gather, update and review all required documentation with stakeholders.
  • related to the safe operation of the natural gas system as established by the Florida Public Service Commission to include: System Identification, Contacts, U.S. Department of Transportation, U.S. Energy Information Administration, Leak Survey of Mains and Services, Atmospheric Survey, Key Valve records, Odorization Records, Cathodic Protection Records, Uncovered Pipe Inspection, Patrolling Records, System Maps, Meter Inventory, Drug and Alcohol Testing, Public Awareness Program, Customer Service Manual, Emergency Procedures Manual, Operator Qualifications, Reportable Leaks, Non-Reportable Leaks, and Distribution Integrity Management Plan. 
  • Certified to operate Electro-Magnetic Locating Instrumentation, and demonstrate the work ethic, ability, and management skills to perform required Sunshine One Call System with regard to the natural gas system.


Required: Bachelor’s Degree in business, engineering, Building Construction or related field from an accredited college or university. (In lieu of Bachelor’s Degree, may consider an equivalent years’ of additional experience in combination with an Associate’s Degree or High School Diploma)


Required: Certified to operate Electro-Magnetic Locating Instrumentation (certification must be obtained within 90 days of performing the duties and responsibilities of this position). 


Supervisory Experience 

Required: Minimum of 3 years project lead, leadership or supervisory experience.


Direct Experience
Required: Minimum of three (3) years in the natural gas industry, or an Associate degree with five (5) years of related experience; or a High School Diploma with seven (7) years of related experience may be considered.    
Preferred: Minimum five (5) years of Project management experience in the energy field, including a minimum of two (2) years of sales or marketing experience. 


Knowledge/Skills/Abilities (KSA) 

  • Extensive knowledge of natural gas federal, state, and local codes and regulations.
  • Thorough knowledge of all Company construction, operation and maintenance, emergency, and safety procedures, practices, and/or protocols. 
  • Ability, knowledge, work ethic, and management skills to perform required Sunshine One Call System with regards to the natural gas system.
  • Good communication, presentation and negotiation skills.
