POSITION CONCEPT

The Gas Design Technician (GDT) & Gas Project Manager (GPM) progression supports PGS transmission and distribution system construction and maintenance projects. The GDT/GPM creates, initiates, and/or processes work requests in Power Plant and other Work Management systems (WMS), determines customer requirements, prepares piping system designs, cost estimates and feasibility analysis, interacts and coordinates with municipalities, FDOT, and others in maintaining and optimizing system integrity due to road improvements and system expansions, makes use of and updates the GIS and CRM-CIS systems, obtains necessary governmental permits and coordinates activities with all involved PGS departments to ensure the successful scheduling and completion of projects to achieve a high level of customer satisfaction. Advancement within the progression is based on value added to the company through increased duties, responsibilities, and accomplishments. Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee’s performance, qualifications, and the technical needs of the department.

PRIMARY DUTIES AND RESPONSIBILITIES (D&R)

• Due to the variations in work/jobs at each work location, while the majority of the Primary Duties & Responsibilities apply to all, there may be some slight difference to the time allocation of the D&Rs.
• Meets with internal and external customers and/or their agents (“customers”) to conduct needs and feasibility
• assessments on new construction projects and load additions, and to determine the schedule and required completion
• dates (“targeted schedule dates”) of different construction phases. Represents customers in construction update meetings with various PGS departments, municipalities, FDOT, and others.
• Manages communication with all involved entities concerning any upgrades in the construction schedule or other changes with potential impact, documenting updates through letters and emails, as necessary.
• Coordinates the construction activities between all the departments involved in the facility installation process within PGS.
• Creates and/or processes Work Order (WO) and Construction requests in Power Plant and/or a Work
• Performs feasibility and load analysis to determine the most efficient, economical and reliable solutions for customers and the PGS distribution system. Estimates the gas loads and pressure delivery for customers and determines actual or proposed field measurements. Models these conditions in the appropriate software applications
• (Synergee/Stoner) to determine optimal system design to meet customers’ needs while ensuring all results are in compliance with system integrity and respective regulatory requirements.
• Uses PGS’s geographical information system (GIS) and other CAD software packages to draw the proposed and existing gas distribution facilities (company assets), as well as maintains, updates, and optimizes the GIS platform in conformance to company standards, and federal and state guidelines.
• Produces, coordinates, and/or oversees the production of construction plans, easement agreements, and right[1]of-way permit drawings for Distribution Operations, Real Estate and/or Contractors:
• Verifies locations of PGS’s existing and proposed facilities and any third parties’ infrastructures (water, sewer, storm, electric, telephone, and cable lines) are adequately identified on the construction prints, and all installation specifications are captured.
• Based on the scope of construction and company safety standards, determines necessity and scale of the
• Maintenance-of-Traffic (MOT) plan that Distribution Operations and/or contractors will need for completing work in the right-of-way.
• Produce construction cost estimates (including labor, materials, and equipment) and obtains/calculates projected four-year revenue (MACC) as needed. Determines and communicates the need for Construction Deposits and/or Contribution-in-Aid-of-Construction (CIAC) charges based on PGS revenue shortage/excess costs in the following situations:
• Estimates PGS construction costs relative to the projected four-year PGS revenue for the project.
• Tracks and reviews Construction Deposit activity as prescribed within tariff guidelines.
• In support of Sarbanes-Oxley compliance, review financial data in PowerPlant related to Engineering, Field
• Construction and Operations construction and maintenance activities. Verifies activities are coded to the correct
• classification and charged to the appropriate accounts (Capital vs. O&M). Assist in the preparation of annual Capital and O&M budgets with its correspondent development of monthly forecasts.
• Monitors, reviews, and processes contractor’s contracts for Engineering, Construction, Mapping, and other activities inclusive of bid packages, purchase requisition, material worksheets, invoices (inclusive of validation and reconciliation), As-builds, GPS data points, etc., necessary in the satisfactory completion of said projects in support of

GAS DESIGN TECH II AND ABOVE

• *In certain work locations, the Gas Design Technician I may additionally perform the following duties with supervision/direction.
• Analyses, plans, designs, coordinates, and secures permitting for municipal road relocations, building facility design plans, distribution system improvements, and main system replacements in conjunction and coordination with the FDOT, municipalities, other utilities and contractors. Identifies/indicates any physical and economic impacts to the PGS gas distribution and transmission facilities and/or other assets, designing and coordinating any associated relocations of the same facilities as necessary in order to maintain the integrity of the system.
• Provides engineering and coordination for: large master-planned, multiple parcel residential developments with multi[1]year coordination; and commercial development projects including shopping malls, large retail, industrial, CNG, schools and hospital facilities.
• Key External: Includes residential and commercial customers, architectural and engineering firms, plumbers, developers, general contractors and all of their subcontractors, County and/or City officials and staff, Florida
• Department of Transportation, CSX, EPA, FPSC, and home owners associations.

WORKING CONDITIONS

Work hours consist of a minimum of 8-hours per day Monday through Friday. Some overtime is required to meet Customer deadlines and storm response. Working conditions are both indoors and outdoors in varying weather conditions. The level of stress is moderate to heavy depending upon the level of interaction with customers and governmental agencies. May be assigned to the Call-Out rotation schedule as an after-hours coordinator for emergency response.

PHYSICAL DEMANDS/REQUIREMENTS

Physical demand requirements include working in field conditions, walking in rough terrain, lifting objects up to 50 lbs., and wearing appropriate Personal Protective Equipment in an 8-hour day.

JOB LEVEL 1: GAS DESIGN TECHNICIAN I

Works under direct supervision on somewhat varied duties requiring judgment or simple analysis to determine course of action with limited latitude. At this level, GDT plans and coordinates the design and installation of gas distribution facilities, as well as maintains records and maps of the gas distribution system to meet company, state, and federal compliance regulations.

QUALIFICATIONS

Education

• Required: Minimum of High School Diploma or equivalent certificate is required.
• Preferred: A college degree in a related field from an accredited college/university is desirable. Related fields include disciplines such as Engineering, Construction Management, Architecture, Applied Sciences, or Business

LICENSES/CERTIFICATIONS

• Required: A Valid Driver License with a safe driving record.
• Preferred: Maintenance of Traffic MOT (ATSSA) certification.
• Related Experience
• Required: Minimum of four (4) years of work experience related to the Duties and Responsibilities of this position is required. Related experience consists of work related to the items described in the Knowledge, Skills and Ability section. A college degree as described above may be considered in lieu of some work experience.

KNOWLEDGE/SKILLS/ABILITIES (KSA)

• Required: The ability to effectively meet and assist customers in making technical decisions that pertain to the project, and conduct needs and feasibility assessments on new construction projects and load additions determining the schedule and required completion dates.
• Knowledge and understanding of past land use and/or utility accommodation guide agreements.
• Knowledge and/or proficiency with utility industry software including, but not limited to: work management systems, GIS, Customer Information Systems (CIS), etc.

JOB LEVEL 2: GAS DESIGN TECHNICIAN II

Advancement to this level is based on the business needs of the department. Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee’s performance, qualifications, and the technical needs of the department.

At this level, the experienced GDT performs the described duties under limited supervision and works on assignments of increasing complexity and diversity. Provides leadership support on new construction projects and other various assignments of moderate complexity as needed.

RELATED EXPERIENCE

• Required: Minimum 2-4 years of experience as a PGS Gas Design Technician I or combined 4 years of PGS and/or directly equivalent distribution design experience with another utility required;
• Experience must consist of progressively more complex technical assignments related to the Duties and Responsibilities and the described Knowledge, Skills and Abilities required of this position.
• College degree as described above may be considered in lieu of some work experience.
• Preferred: PGS Gas Design Technician experience

JOB LEVEL 3: GAS DESIGN TECHNICIAN III

Works under limited supervision on assignments of increasing complexity and diversity.   Provides leadership on new construction projects and other various assignments of moderate complexity as needed.

• For capital specific construction projects (greater than $500,000.00), produce budget estimates for TECO Partners, Engineering, and Operations.
• Provide engineering and project management for:
  • Large Master-planned, multi-parcel residential developments for coordination over many years
  • Commercial projects that may include shopping malls, large retail, schools, hospitals, etc.
• Investigate, respond to and document assigned Public Service Commission inquires.
• Mentor less experienced Distribution Design Technicians.
• Train other departments on various aspects of processes and procedures.

Required: Minimum 2-4 years of expereince as a PGS Gas Design Technician II or combined 6 years of PGS and/or directly equivalent distribution design experience with another utility.  Experience must consist of progressively more complex technical assignments related to the Duties and Responsibilities and the described Knowledge, Skills and Abilities required of this position.  College degree as described above may be considered in lieu of some work experience. 

Preferred:            PGS Gas Design Technician experience

KNOWLEDGE, SKILLS AND ABILITIES (KSA (KSA) 

Required:  Must have demonstrated and sustained above expected performance as a Gas Design Technician II with the ability and potential for assuming greater responsibility.   Must have the technical knowledge and analytical skills needed to interpret site development plans for residential, commercial and governmental projects and identify impacts to PGS. 

Preferred: Demonstration of effective project management, project leadership and communication skills are essential.   Must successfully manage multiple projects simultaneously and the ability to quickly redirect focus for changing priorities as needed.

JOB LEVEL 4: GAS PROJECT MANAGER

• Advancement to this level is based on the business needs of the department. Advancement is not automatic, i.e., based solely on time in the job, but will be based on the employee’s performance, qualifications, and the technical needs of the department.
• Works independently on complex and varied assignments/projects utilizing considerable analytical skills, judgment, and ingenuity. Possesses strong knowledge in a particular specialty/functional area and operates with substantial latitude.
• Responsible for the overall project management associated with the design and installation of natural gas facilities and other infrastructure, inclusive of the strategic planning and modeling (Synergee) of the natural gas transmission and distribution network. May be responsible for assigning and inspecting the work of the Gas Design Technician I and II (GDT I/II).

ADDITIONAL DUTIES & RESPONSIBILIITES

• Routinely provides project leadership on all levels of new construction and specified internal projects. Manages and
• prioritizes multiple engineering/construction projects, obtaining the necessary authorization for project expenditures, and effectively identifying and resolving routine to moderately complex issues as they pertain to the project management role.
• Performs in a leadership role with regard to local department and team development efforts by participating in complex technical/procedural studies and reporting the results to management to implement change.
• May be required to represent PGS in front of governmental and regulatory agencies such as Permitting bodies and Public Service Commission.
• Performs system load analysis and makes recommendations as to the most efficient, economical, and reliable solutions to maintain and/or expand the natural gas transmission and distribution system network as part of the strategic system planning while maintaining and preserving its safety and integrity in compliance with Federal, State, Local, and Company codes, standards, and guidelines.
• Serves as team lead when needed.
• Mentors less experienced GDT I/II; Trains other departments on various aspects of processes and procedures.

QUALIFICATIONS

Education

• Required: A minimum of an associate degree in a related field from an accredited college/university is required.Related fields include disciplines such as Engineering, Construction Management, Architecture, Applied
• Sciences, or Business Administration.
• Preferred: A Bachelor’s degree, in a related field from an accredited college/university is desirable.
• Licenses/Certifications
• Required: Florida Driver License with a safe driving record.
• Preferred: Florida Underground Utilities Contractor license, and/or Fuel Transmission and Distribution Lines Certificate of
• Competency. Maintenance of Traffic MOT (ATSSA) certification.
• Related Experience
• Required: A minimum of seven (7) years of work experience in progressively more complex technical assignments, directly related to the Duties and Responsibilities of this position and the items described in the Knowledge,
• Skills and Ability section is required
• Preferred: A minimum of three (3) years as a GDT II

KNOWLEDGE, SKILLS AND ABILITIES (KSA)

• Required: Demonstrated and sustained above expected performance as a GDT II or equivalent role with another utility with the ability and potential for assuming greater responsibility.
• Demonstrated strong project leadership, training and communication skills and the ability to lead projects of increasing complexity and diversity.
• Obtains, demonstrates, and maintains adequate level of knowledge regarding natural gas quality issues and industry in general.
