Engineer – Operational Standards (Multi-Level Classification) *


Overtime work as needed.  Frequent outdoor exposure to construction activity and remote areas during project evaluation and routing. Must be available to serve on the Storm Duty.  



Must be able to work inside and outside for extended periods of time.  Must have valid, Florida driver’s license.  This position is in a DOT random drug testing pool.  


*Engineer classification is multi-level, based on the qualification guidelines as outlined in the Company’s Engineer Career Path, Administrative Policy 2.13

To evaluate, design, and estimate natural gas distribution facilities for new business, public and system improvement, and maintenance projects to company standards and other applicable guidelines and codes.  Natural gas distribution facilities may consist of plastic and steel main lines, services lines, and measurement & regulation stations. The Engineer will provide technical assistance and support for Construction and Field Operations staff involved in construction, operations, and maintenance of distribution facilities.  Collaborate and coordinate efforts with transmission engineers, key stakeholders on large distribution projects.  



  • Evaluate, design, and estimate natural gas distribution facilities.
  • Prepare permit application and easement requests.
  • Issue design packages to construction. 
  • Create capital work orders.
  • Track project costs.
  • Monthly report to the Team on project status, at a minimum. 
  • Maintain required construction records.  i.e. SharePoint or equivalent; GIS, as-builts
  • Support Operations employees in emergency situations.
  • Size gas pipelines, bypasses, regulators, and meters.
  • Assist in contractor bid documents.
  • Responsible for projects from design through project close out.
  • Act as a liaison to state, county and local governments.
  • Responsible for FDOT and municipal design reviews, marking-up plans, managing relocations, estimating relocations, creating all project related FDOT forms i.e. UWS, contact forms, and posting to FDOT’s Project Suite; attending all required FDOT meetings.  
  • Complete assigned training per required schedule.  
  • Must always work safely and maintain a safe working environment for others.  
  • Follow safe work practices.  
  • Other duties as assigned. 


Required:    Minimum of bachelor’s Degree in Engineering from an ABET accredited university/college 
Preferred:    Bachelor’s Degree in Mechanical/Civil Engineering from an ABET accredited university/college 

Preferred:   Passed the Fundamental of Engineering (FE) exam


Related Experience 

  • Minimum of 4 years of related experience as an Engineer 
  • Engineering experience in the natural gas Industry


  • Minimum of 4 years of related work experience in the natural gas industry
  • Experience in AutoCAD and/or MicroStation


Knowledge/Skills/Abilities (KSA) 

  • Strong Team Player.  Must work well with others. Must be a self-starter.
  • Strong organizational and project management skills, good written and oral communications skills.
  • Experience in applying engineering standards, state and local codes in day-to-day work.  
  • Ability to read, understand and mark-up accurately: FDOT plans, City and County plans, TECO construction drawings, alignment sheets, red-line construction drawings and accurately provide comments to third party designer for their work on the TECO facilities.  
  • Provide engineering support to Jacksonville designers.  i.e. sizing regulators, pipeline bypasses, pipeline sizing, CP requirements, pipeline boring process, troubleshooting technical issues.  
  • Ability to problem solve and to analyze problems logically, with good judgment.  Must reach out to SME’s when inexperienced in a particular area.  Must be willing to perform in emergency situations.  Will be assigned to storm duty.  
  • Knowledgeable of all relevant federal and state regulations as they pertain to natural gas distribution. 
  • Experience with plastic and steel pipeline material selection, testing requirement, NDT requirements, metering, pressure control and cathodic protection.  
  • Must work well as a team member with TECO’s blanket and third-party construction crews, Operations, Corporate, Transmission Engineers, customers and TECO staff.  


  • Knowledge of Microsoft Project; Synergi modeling experience
