This position will be open to internal and external candidates and will close on Friday, April 7, 2023.

 

This position pays between $127,200.00 to $159,000.00 and is based on skills, experience and education of the successful candidate.

POSITION CONCEPT 
This position provides leadership in the areas of construction, and project management services for large construction capital projects. Coordinates with Gas Operations, Right-of-Way, Environmental, and other internal departments as well as the gas suppliers and customers as needed to support the successful implementation of various distribution, measurement and transmission projects. The Manager is responsible for all phases of implementation of large construction projects to meet the company’s growth and reliability objectives. This position is responsible for the safety, supervision, and development of a staff of 4 professional team members, as well as direct oversight of contractors and vendors. 

 

PRIMARY DUTIES AND RESPONSIBILITIES 
1.    Provide leadership in the areas of project engineering, and project management services for large construction capital projects by establishing and implementing protocols and controls to keep projects on time, on budget and on scope. This includes using systems and tools to monitor costs, schedule and performance. 
2.    Accountable for the execution of large projects including negotiating contracts and monitoring contract compliance with key service and equipment providers. 
3.    Apply operational experience to guide the selection and use of equipment and design to improve project reliability and operability. 
4.    Represent the Company in numerous internal and external meetings including but not limited to update meetings to Emera officers, various departments and customers and regulators.  
5.    Conduct job hazard analyses and, as needed, coach team members to ensure they are in compliance with current safety procedures and protocols. Communicate safety expectations, recognize safety achievement and review safety statistics monthly.   Support Safety Committee activities and NMGC safety efforts. 
6.    Manage the cost center O&M and capital budget; reviews and approves team member business expenses. Provide input to the annual capital planning and O&M budgets by providing required forecasting activity, monthly capital variance explanations, and managing the CWIP report for direct reports. Ensures forecasts of team members are accurate and timely. 
7.    Ensure good communication between Engineering and other departments so that information can be easily and freely transferred. Demonstrates leadership skills and technical ability to ensure personnel and processes function effectively, to meet set goals and objectives. 
8.    Mentor direct reports in negotiations, project management coordination, and construction aspects.  Administer the team member Performance Review, Individual Development Plan and Positive Discipline programs.  Monitor and recommend promotions and associated salary increases. Facilitate goal alignment, team member engagement, and a free flow of information for team growth.

Indirect Supervision:     Consultants, Vendors, Third party service providers 

 

RELATIONSHIPS 
Key Internal:         Operations, Gas Control, Gas Supply, GIS, Safety, Legal, ROW, Environmental, Accounting, Regulatory, and with affiliate counter parts
Key External:         State and Local Government and/or Regulatory Agencies, Customers, Industry Associations, Contractors, Vendors, and Consultants.

 

QUALIFICATIONS 

 

Education 
Required:         Minimum of Bachelor’s degree in Engineering from a college/university accredited by the Accreditation Board for Engineering and Technology, Inc. (ABET).
Preferred:        Graduate degree in engineering, MBA or advanced management training desirable

 

Licenses/Certifications 
Preferred:         Project Management Professional certification (PMP), Professional Engineering (PE) License in the state of New Mexico or ability to transfer PE license from another state within 12 months 

 

Experience 
Required:    Minimum of five (5) years of related experience in project management, engineering and/or natural gas operations with progressively more complex assignments

Preferred:     Seven (7) years of related experience in project management, engineering and/or natural gas operations with progressively more complex assignments

 

Supervisory Experience 
Required:    Two (2) years of supervisory/project leadership experience


Knowledge/Skills/Abilities (KSA) 
Required:     Demonstrated leadership skills and in-depth knowledge of rules and regulations related to natural gas design, construction, and operations. 

SME on gas pipeline construction and repair methods the including ability to read and understand plans and alignment sheets and the ability to recommend alternatives in real-time on job sites as necessary. Excellent organizational and project management skills, excellent written and oral communications skills.

Proficient ability with Microsoft Word, Excel, Access, etc., AutoCAD, and GIS software. Ability to recommend alternatives in real-time on job sites as needed; 

 

WORKING CONDITIONS 
Overtime work as needed.  May be required to work at various job sites. Personal protective equipment including but are not limited to safety glasses, puncture resistance boots, and hard hat, worn while performing the field functions. Must be comfortable working in and around high-pressure gas pipelines (up to 1185 psig). 

Travel is required and anticipated up to 50 percent across New Mexico

The requirement to carry a company-provided cell phone and be available to respond during working and non-working hours. On call as needed up to two weeks per year.

 

PHYSICAL DEMANDS 
Frequently required to stand and/or walk up to 1/2 of the time and sit up to 1/2 of the time. Manual dexterity needed with the ability to stoop, kneel, crouch, crawl, talk, listen, and smell. Must occasionally lift and/or move up to 50 pounds. Work from an elevated position, such as ladders and rooftops. Will be exposed to outside weather conditions, fumes, or airborne particles, toxic or caustic chemicals, and natural gas emergencies and situations. Vision requirements include close vision, distance vision, color vision, peripheral vision, and depth perception.
